विषय: लोहे तथा इस्पात नीति की निर्यात नीति ।
मि० सं० 5 ( 2 )/84--2--उपर्युक्त विषय पर निर्यात ( नियंत्रण ) संशोधन आवेश सं ० ई ( सी) ओ, 1977/ एएम) ( 288 ) , दिनांक 11 जुलाई , 1984 की ओर ध्यान दिलाया जाता है ।
2. स्थिति की पुनरीक्षा करने पर यह निश्चय किया गया है, कि संपूर्ण इस्पात संयंत्रों/मिश्र धातु इस्पात संयंत्रों, मिनी इस्पात संयंत्रों/ गौण उत्पादकों और रि-रौलर्स द्वारा उत्पादित इस्पात का निर्यात, भारत इस्पात प्राधि- करण लि० (सेल ) के माध्यम से खुले सामान्य लाइसेंस 4 के अधीन सरणीबद्ध होगा । यह भी निश्चय किया गया है कि सीमित उच्चतम सीमा के भीतर पहले आए सो पहले पाए के आधार पर यथा विशिष्टिकृत फेरो- मैंगनीज और फेरो -क्रोम के निर्यात की अनुमति दी जाए । फेरी-मैगनीज भ्लैग्म के निर्यात की अनुमति "स्वतंत्र रूप से अनुमित" के आधार पर दी जाएगी जबकि फेरो टिटेनियम के निर्यात के लिए आवेदनों पर "ग़णवत्ता के आधार पर विचार किया जाएगा । लेकिन, फेरी मिनिकौन के निर्यात की अनुमति नहीं दी जाएगी ।
3. तवानुसार, आयात- निर्यात नीति 1984-85 (जिल्य-2) के पृष्ठ 27 और 28 के नीति विवरण की क्रम स० 80 एवं 81 के सामने दर्शाई गई वर्तमान प्रविष्टियों निम्नलिखित द्वारा प्रतिस्थापित की जाएंगी: -

निर्यात खुले सानान्य लाइसेंस 4 के अधीन सरणीबद्ध है 80. लोहा एवं इसात, उनमें लोहे की पाइप्त एवं फिटिंग्स से भिन्न
(देखें अनुबंध-1 ) , ।
( 1) संपूर्ण इस्पात संयंत्र, मिश्र धातु इस्पात संयंत्र , मिनी इधात सयंत्र, गौण उत्पादकों और रि-
रोलर्स द्वारा उत्पादित इस्पात ।
(2) लाइट रेल ( 20 कि० ग्रा० या कम) निर्यात की अनुमति केवल शैर-
सरणीबद्ध आधार पर पूर्ण रेल के कुल कार्य के लिए एक संयुक्त
निर्यात संविदा के खंड के रूप में
दीजाएगी ।

(3 ) फिशप्लेट
स्वतंत्र रूप से अनुमति है ।
और
(5) खिड़की, दरवाजा वातायनी मेक्शन्स
निर्यात की अनुर्मात खुले सामान्य लाइसेंम-3 के अनुसार दी जाएगी ।
( 5) आयातित पट्टों में तैयार की गई मलाखें और छडें
निर्यात की अनुमति खूने सामान्य लाइसेंस -3 के अंतर्गत उल्लि ख्रित प्रावधानों के अनुगार दी जाएगी ।
नोट: ब्राइट उसात बासे और शाफ्टिंग के निर्यात की अनुमति बिना किसी लाइसेंस औपचारिकताओं के मीमा-शुल्क प्राधिकारियों द्वारा विनियत्रण के आधार पर दी जाएगी।
81. लोह मिश्रधातु:
( 1) लोह मैंगनीज स्लैग
स्वतंत्र रूप से अनुमति है ।
( 2) लोह मैंगनीज ( 0.05 प्रति- शत कार्बन से कम मात्रा के लोह मैंगनीज को छोड़कर) सिलिको मैंगनीज
निर्यात की अनुमति उच्चतम सीमा के भीतर पहले आए सो पहले पाए के आधार पर दी जाएगी ।
( 3 ) फैरो क्रीम ( 0.03 प्रभिशन से कम कार्बन और नाइट्रोजन की मात्रा के फैरो क्रोम को छोड़कर ) सिलिका क्रोम
" गुणवत्ता के आधार पर" (1) फैरी टिटेनियम
निर्यात अनुमेय नहीं है ।
( 5) उपर्युक्त) ( 1 ) , ( 2 ) , ( 3 ) और ( 4) में विनिर्दिष्टसे इत्तर लौहमिश्रधातु
4. आयात-निर्यात नीति 1984-85 ( जिल्द-2 ) की पूण्ड सं० 33 के अनुबंध-1 की क्रम सं० 24 के कालम 2 की वर्तमान प्रविष्टि निम्नलिखित द्वारा प्रतिस्थापित की जाएगी: -
" 24. निम्नलिखित उलवें लोहे की पाइप और फिटिंग में भिन्न लोहा तथा इस्पात
"संपूर्ण इस्पात संयंत्र, मिश्रधातु इस्पात संयंत्र, मिनी इस्पात संयंत्र, गौण उत्पादकों और रि - गैलर्म द्वारा उत्पादित इस्पान । "
6. आयात-निर्यात नीति 1981-85 ( जिल्द-2 ) की पष्ठ सं० 33 पर के अनुबंध-1 की क्रम सं० 25 के सामने दर्णाई गयी प्रविष्टि दृट्टा दी जाएगी ।

Subject :-Export Policy of Iron and Steel and Ferro Alloys .
F. No.5 ( 2 )// 84 - E II :-Attention is invited to the Exports (Control ) Amendment Order No. E (C ) O , 1977/ AM( 288 ) , dated the 11th July, 1984 , on the above subject .
[ PART I- SEC . 1 ]
2. On a review of the position , it has been decided that export of Steel produced by integrated steel plants , alloy steel plants , mini steel plants , secondary producers and re -rollers will be canalised under OGL- 4 through Steel Authority of India Ltd , ( SAIL ) , It has also been decided to allow export of Ferro Mangneso and Ferro Chrome as specified within the limited ceiling on first-come, first - served basis . Export of Ferro Manga- nese Slags willbe allowed on " licensed freely " basis , while requests for export of Ferro Tiranium will be considered " On Merits " . However , export of Ferro Silicon will not be allowed.
3.Accordingly, the existing entries appearing at S. Nos . 80 and 81 of the Policy Statement at pages 27 and 28 of Import and Export Policy 1984-85 ( Vol.II ) shall be substituted by the following :-

80. Iron and Steel , other than cast Iron , Pipes and Fittings , the following :-
Export canalised un- der OGL - 4 . ( See Annexure I ) .
( i ) Steel producedby inte- grated steel plants , alloy steel plants , mini steel plants , secondary produ- cers and re -rollers .
(ii ) Light rails ( 20 Kgs . or less)
Export allowed only as a part of a com- posite export contract for complete rail net- work on decanalised basis .
( iii ) Fish Plate
Licensed Freely.
( iv) Window , door and venti- Export will be allowed lator Sections
as provided under
OGL- 3 .
(v) Rods and bars made out of imported billets
Export will be allowed as provided under OGL-3 .
Note : Export of Bright Steel Bars and Shaft- ings will be allowed on de - controlled basis direct by the Customs authorities without any licensing formalities .
81. Ferro Alloys :
(1) Ferro Manganesc Slag
Licensed Freely.
( ii) Ferro Manganese ( other than ferro manganese containing less than 0.05 per cent carbon ) silica manganese
Export will be allowed within a limited ceiling first-come, first- on served basis.
( 111 ) Ferro Chrome ( other than ferro chrome containing less than 0.03 per cent carbon and nitrogen bear- ing)/ silica chrome .

4. The existing entry in Annexure I, in col . 2, appearing against S. No. 24 at page 33 of the Import and Export Policy 1984-85 (Vol . II ) shall be substituted by the following :-
"24. Iron and Steel other than cast iron pipes and fittings , the following :-
Steel produced by integrated steel plants , alloy steel plants , Mini Steel Plants , secondary producers and re -rollers . "
5. The existing entry in Annexure I appearing against S. No. 25 at page 33 of the Import and Export Policy 1984-85 ( Vol . II) shall be deleted .
