का. आ 565 ( अ ) केन्द्रीय सरकार लाक प्रतिनिधित्व अधिनियम , 1361 ( 1961 41 ( 3) कः धारा 109 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और निर्वाचन आयोग से परामर्श करने के पश्चात् , निर्वाचनों का संचालन , नियम 1961 मे और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्:-
1. ( 1 ) इन नियमो का मजित्न नाम निर्वाचनो का संचालन ( मशोधन । नियम, 1984 है ।
( 2) ये तुरन्त प्रवृत्त होगे ।
2 निर्वाधनों का मचालन, नियम , 1961 मे, --
( 1) प्रश्व 1 में, पैरा ( 5 ) में " निर्वाचन अभिकनी द्वारा" शब्दो के पश्चात् " जा अभ्यर्थी द्वारा उसे परिदत्त करन के लिए निखित मे प्राधिकृत किया गया हा" शब्द श्रन स्थापित किए जाएंगे;

(1 ) ( 2) प्रश्रूप क मे,-~
"अभ्यर्थी का नाम निम्नलिखित रख्या आग्गा, अर्थात्:-- " शब्दो के स्थान पर
"अभ्यर्थी का नाम पिता/ पति का नाम
( 2) पैरा ( ग) के पश्णात् निम्नलिखित पैरा अंतःस्थापित किया जाएगा, अर्थात्.-
"(घ) मेरा नाम और मेरे पिता/पति का नाम (भाषा का नाम) में मही रूप से लिखा उपर गया है" ;
( 3) तीमरे पात्र टिप्पण में " लक्काद्वीप , मिनिकाय और अमीनदीव की दशा में, नागार्लड के त्यनसांग जिले के संबंध में' शब्दों के स्थान पर "श्रो लक्षद्वीप की दशा में" प्रा०द रखे जाएंगे;
( 3) प्ररूप न्ख मे,
( 1) " अभ्यर्थी का नाम " शब्दों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्:-- "अभ्यर्थी का नाम नाम पिता/पति का 2

(2) पैग (ग) के पश्चात् निम्मलिखित पैरा अंतःस्थापित किया जाएगा, अर्थात्:-
"( घ) मेरा नाम श्रीर मेरे पिता/ पति का नाम उ.पर (भाषा का नाम) में सही रूप से लिखा गया है" ; ।
(4) प्ररूप 2-ग में,-
( 1) " अभ्यर्थी का नाम शब्दों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्: - "अभ्यर्थी का नाम का नाम ' पिता/पति ." ;
( 2) " मैं, उपरिवणित प्रभ्यर्थी" शब्दों से आरम्भ होने वाले और "भायु पूरी कर ली है" शब्दों पर समाप्त होने वाले भाग के स्थान पर निम्नलिखित रखा जाएगा , अर्थात्:--
"मैं, उपरिणित अभ्यर्थी , इस नाम निर्देशन के लिए अपनी अनुमति देता/वेतः हूं और एतद्वारा योषणा करता/ करती हूं कि,
(क) मैंने 'वर्ष की श्रायु पुरी
कर ली है ।
'पार्टी द्वारा खडा किया गया/की गई हूं । ( ख) मैं हम निर्वाचन में
(ग) मेरा नाम और मेरे पिता/ पति का नाम उपर (भाषा का नाम) में सही रूप से लिखा गया है । "
( 5) प्ररूप 2-थ में,
( 1) "अभ्यर्थी का नाम पर निम्नलिखित रखा जाएगा, अर्थात्:-- "शब्दों के स्थान
" अभ्यर्थी का नाम नाम पिता/ पति का
( 2 ) " मैं उपरिवणित अभ्यर्थी" शब्दों से आरम्भ होने वाले और " आयु पूरी कर ली है" शब्दों पर समाप्त होने वाले भाग के स्थान पर, निम्नलिखित रखा जाएगा, अर्थात्:-
"मैं, उपरिणित अभ्यर्थी , इन नामनिर्देशन के लिए अपनी अनुमति देता/देती हूँ और एतद्वारा घोषणा करता/ करती हूं कि:-
(क) मैने 'वर्ष की आयु पूरी कर ली है ।
(ख) में इस निर्वाचन मे 'पार्टी द्वारा खड़ा किया गया/ की गई हूं ।
(ग) मेरा नाम और मेरे पिता/पति का नाम उपर (भाषा का नाम) में सही रूप से लिखा गया है । " ;
(6) प्ररूप 2-ड. मे,一
( 1) "अभ्यर्थी का नाम " शब्दों के स्थान पर निम्नलिखित रखा जाएगा, श्रर्थात्:-
"अभ्यर्थी का नाम पिता/पति का नाम ";
( 2) " मैं, उपरिणित अभ्यथों" शब्दो से भ्रारम्भ होने वाले और "आयु पूरो कर ली है" शब्दो पर समाप्त होने

वाले भाग के स्थान पर निम्नलिखित रखा जाएगा,
अर्थात्: --
"मैं, उपरिणित अभ्यर्थी, इस नाम निर्देशन के लिए अपनी अनुमति देना/दती हूं श्रऔर एनद्वारा चापणा करता/ करता हूं कि: --
(क) मैंने 'वर्ष की आयु पूरी कर ली है ।
(ख) में इस निर्वाचन मे गया/की गई हूं । 'पार्टी द्वारा खड़ा किया
(ग) मेरा नाम और मेरे पिता/पति का नाम उपर (भाषा का नाम) में सही रूप से लिखा गया है । "
(7) प्ररूप 5 मे,-
( 1) "नामनिविष्ट अभ्यर्थी" शब्दों के स्थान पर " विधि- माख्यत. नामनिर्दिष्ट अभ्यर्थी" शब्द रखे जाएगे;
( 2) " अभ्यर्थी" शब्दों के स्थान पर , जिन दो स्थानों पर यह आया है, "विधिमान्यतः नामनिदिष्ट अभ्यर्थी" शब्द रखे जाएगे;
(8) प्ररूप 6 में " अभ्यर्थी" गन्द ये स्थान पर, जहां भी वह आया है, "विधिमान्यतः नामनिदिष्ट अभ्यर्थी" शब्द रखे जाएंगे;
(9) प्ररूप 7क में, सारणी मे, स्तम्भ 4 को स्तम्भ 5 के रूप में पुनःसंख्यांकित किया जाएगा और इस प्रकार ने पुन. सख्यांकित स्तम्भ 5 के पहले निम्नलिखित शोर्य और साम्भ संख्यांक अत स्थापित किए जाएंगे:-

(10) प्ररूप 7ख में , सारणी मे , अंत में, निम्नलिखित शीर्ष और स्तम्भ संध्यांक जोड़ा जाएगा , अर्थात्:-
"संत्रय पार्टी 4",
( 11) प्ररूप 8 में, " निर्वाचन अभिकर्ता के हस्ताक्षर" प्रविष्टि के पश्चात्निम्नलिखित अंतःस्थापित किया जाएगा , अर्थात्:--
"अनुमोदित ।
रिटॉन श्राफिमर के हस्ताक्षर और ' मुद्रा";
(12) प्ररूप 10 में
शब्दों के स्थान पर 'को" (नाम और पता) को"
कोष्ठक और शब्द रखे जाएंगे ,
(13) प्ररूप 12 क के स्थान पर, निम्नलिखित प्ररूप रखा जाएगा ,
अर्थात्:-;
"प्ररूप 12फ.
मिर्वाचन कर्तव्य प्रमाणपत्र के लिए आवेश्न [नियम 20 ( 2) देत्रिए]

निर्वाचन-कर्तव्य मैं प्रार्थना करता हूं कि मुझे प्ररूप 12ख में एक प्रभाणपत्र, उम मतदान केन्द्र से जहां मतदान के दिन मैं कर्तव्यास्द रहूंगा, मत देने के लिए दिया जाए । यह प्रमाणपत्त्र मुझे निम्नलिखित पते पर भेजाजाए:--

(14) प्ररूप 12ख में, " और इसलिए उसे" शब्दों के पश्वात् " उक्त निर्वाचन क्षेत्र में" शब्द अंत.स्थापित किए जाएंगे;
(15) प्ररूप 13 में, " लिफाफा " गीर्ष के स्थान पर " लिफाफा क" शीर्ष रम्या जाएगा ।।
(15) प्रब्ध 130 में , " लिफाफा" शीर्ष के स्थान पर, जिन दोनों स्थानों पर वह आश है, " लिफाफा श्र" शीर्ष रखा जाएगा ।
(17) प्ररूप 14 में "मतदान केन्द्र' पर स्थान क्षेत्र में मतदान केन्द्र का संख्यांक पौर नाम वाम के स्थान का नाम " शीर्ष के विधान सभा निर्वाचन- भत- " शीर्ष रखा जाएगा;
(18) प्ररूप 14 क में, " मतदान केन्द्र का सं . और नाम/ मतदान "शीर्ष के स्थान पर" के स्थान का नाम और नाम विधान सभा निर्वाचन क्षेत्र में मतदान केन्द्र का संख्यांक /मतदान के स्थान का नाम
शीर्ष रखा जाएगा ।
(19) प्ररूप 15 में, "मतवान केन्द्र का सं . और नाम'
विधान सभा प्राब्दों के स्थान पर निर्वाचनक्षेत्र में मतदान केन्द्र का संख्यांक और नाम
शब्द रखे जाएगे ;
( 20) प्ररूप 21 में, "( पना) " कोष्ठकों और शब्त्र के पश्चात् "जओ (मान्यता प्राप्त / रजिस्ट्रीकृत राज- नैतिक पार्टी का नाम) द्वारा खड़े किए गए थे/ को गई थो" शब्द और कोष्ठक अंतःस्थापित किए जाएंगे;
( 21) प्ररूप 21 क में, " ( पता)" श्रोष्ठकों भौर शब्द के पश्चात्, जिन दो स्थानों पर वे आए हैं, " जो' (मान्यता- प्राप्त/ रजिस्ट्रोक्कृत गजनैतिक पार्टी का नाम ) द्वारा बड़े किए गए/ की गई है" शब्द प्रोर काष्ठत अंतःस्थापित किए आएंगे;
(22) प्ररून 21 ख में, " ( पता) " कोष्ठकों और शब्द के पश्चात्, "जी ( मान्यता प्राप्त/ रजिस्ट्री कृत राजनैतिक पार्टी का नाम) द्वारा खड़े किए गए/ क. गई है" शब्द थोर कोष्ठक अंत स्थानित किए जाएगे;
(23) अन्य 217 नं, " ( ) " उहाँ रहश्वान्, "जो / ५ / राजस्ट्रीकृत राज- नैतिक पार्टी का नाम) द्वारा खड़े किए गए की गई है" शब्द मौर कोष्टक अतः स्थापित किए जाएंगे;

(24) इहव 21घ में , " ( पता ) " कोष्ठकों और शब्दों के पश्चात् "जो (मान्यता प्राप्त/ रजिस्ट्रीकृत राज नैतिक पार्टी का नाम ) द्वारा खड़े किए गए की गई हैं" मशरुत्र धौर कोष्ठक अंतःस्थापित किए जाएंगे;
(25) प्ररूप 21%. में,
( 1) सारणी के विमान णीयों के स्थान पर, निम्नलिखित शीर्ष क्रमशः रखे जाएंगे , अर्थात्:-
"क्रम सं . अभ्यर्थी का नाम संबद्ध पार्टी डाले गए मतों की संख्या"
( 2) " डाले गए विधिमान्य भतों की कुल संख्या प्रविष्टि से पहले " मतदातानों की फुल संख्या
प्रविष्टि अंतःस्थापित की जाएंगी;
( 26 ) प्ररूप 22 में " उक्त निर्वाचन क्षेत्तत्र द्वारा " शब्दों से पहले "साधारण निर्वाचन/ उप-निर्वाचन में" शब्द अंतःस्थापित किए जाएंगे;
मान्यता- (27) प्ररूप 23 में, " ( पिता) " कोष्ठकों और शब्द के स्थान पर, जिन दो स्थानों पर वे आए हैं , " जो ' प्राप्त/ रजिस्ट्र कृत राजनैतिक पार्टी का नाम ) द्वारा खड़े किए गए / की गई हैं" शब्द और कोष्ठक अंतःस्थापित किए आएंगे;
(28) प्ररूप 23 क में , " ( पता) " कोष्ठकों और शब्द के स्थान पर, "जो (मान्यता प्राप्त/ रजिस्ट्रीकृत राजनैतिक पार्टी का नाम) द्वारा खड़े किए गए की गई हैं" शब्द और कोष्ठक अंत.- स्थ। पित किए जाएंगे ।

New Delhi , the 4th August , 1984
S.O. 555 ( 3 ) .- 11 exercise of the powers conferredbysec tion 169 of the Representation of the People Act , 1951 (43 of 1951 ) , the Central Governmeat , after consulting the Election Comn ssion, her by makes the following rules further to amend the Conduct of Elections Rules , 1961 , namely :- 1. ( 1) Theso riles may be called the Conduct of Elections (Amendment ) Rules , 1984 .
(2) They shall come into force at once .
2. In the Conduct of Elections Rules , 1961 ,
(1) In Form 1, in paragraph ( 5 ) after the words "election agent" , the wo 1: " who has been authorised in writing by the candidate to deliver it " shall be inserted;
(2) in Form 2A,-
(i) for the words " Candidate's name .. following shall be substituted , namely : ", the
father's/ " Candidate's name . hu band's name . ." ;
(ii) after paragraph (c), (he following paragraph shall be inserted, namely :-
"( 1) the mo na and my father's /hu band's natue have been correctly spelt out above in ... .. (name of the language ) " ;

(iii) in the third footnote , for the words " Laccadive , Minicoy and Amindivi Islands and in relation to Tuensang District of Nagaland " , the words " and Lakshadweep" shall be substituted ;
(3) in Form 2B, --
(i ) for the words " Candidate's name . the following shall be substituted, namely :-
"Candidate's noms . husband's name . father's/
( ii ) after paragraph ( c ) , the following paragraph shall be insorted , namely :-
"(3) that my name and my father's/husband's name have been correctly spell cut above in (name of the language)" ;
(4) in Form 2C ,-
( i) for the words " Candidate's name . the following shall be substituted , namely :-
