विषय :-ऋण समझौतों और वाणिज्यिक लेन -देन के मामले में लागू करने के लिए भारतीय रुपए और रुमल के बीच विनिमय की दर ।
मिसिल सं . आई पी सी/ 54/16/ 83-84-25 नवम्बर , 1978 को भारत सरकार और सोवियत समाजवादी गणतंत्र संघ (यू. एम . एस . आर . ) के बीच मुद्राओं की विशिष्ट समूहों की शर्तों के अनुरूप हुए न्याचार के अनुसार भारतीय रुपाए में परिवर्तन 29 जुलाई , 1984 से 10.6728 रुपए प्रति रुबल की मुद्रा विनि- गय दर सभी विद्यमान और भविष्य के उन ऋण समझौतों और वार्णािज्यक लेन- देन में बोनों देशों के बीच लागू होगी जिनका उल्लेख सबैल में किया गया है था 635 CH/84

किया जा सकता है । विनिमय की यह दर रुबल में उल्लिखित संविदाओं के लिए भी लागू होगी । विनिमय की यह दर भारतीय रुपए में उल्लिखित उन संवि- दाओं के लिए भी लागू होगी जहां संविदा का मूल्य विशिष्ट रूप से रुबल और रुपए के बीच संविदा के कार्यान्वयन की अवधि एक वर्ष या अधिक होने के कारण विनिमय दर से संबंधित है ।
2. भारत और यू . एस. एम. आर . के बीच विभिन्न ऋणों और वाणिज्यिक लेन - देन में विनिमय की नई दरें लाग करने की विधि वही रहेगी जैसा कि सार्वजनिक सूचना सं . 3-आई.टी. सी . (पी. एन .) / 79 , दिनांक 5 जनवरी , 1979 में दर्शाई गई है ।

New Delhi , the 9th August, 1984
Subject: ---Rate of exchange between the Indian Rupee and the Rouble for application in the case of Credit Agree- ments and commercial transactions .
File No. IPC 54 16 83-84 . In accordance with the Protocol concluded between the Government of India and the Government of the Union of the Soviet Socialist Republic ( USSR ) on Novem- ber 25 , 1978 and consequent on changes in the value of the Indian Rupee in terms of a specified basket of currencies , an exchange rate of Rs . 10.6728 per Rouble shall, with effect from July 29 . 1984, apply to the settlement of all existing and future credit agreements and commercial transactions between the two countries which have been or may be designated in Roubles . This rate of exchange shall also apply to contracts designated in Roubles . This rate of exchange shall also apply to contracts designated in Indian Rupees where the contract price is specifically linked to the rate of exchange between the Rouble and the Rupee because of the period of implementation of the contract being one year or more .

2. The manner of application of the new rates of exchange to various credit and commercial transactions between India and the USSR will remain the same as indicated in Public Notice No. 3 - ITC ( PN ) 179 dated January 5 , 1979 .
