Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Social

Impact Assessment and Consent) Rules, 2014)

Notification of the Social Impact Assessment

The UT Administration of Dadra & Nagar Haveli and Daman & Diu intends to acquire the following lands in consultation with the concern Member Secretary, DNHPDA, Silvassa in the affected area and carry out a Social Impact Assessment study for public purpose. The study shall be undertaken as per the provisions of Section 4 of The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

i. Name of project developer: Member Secretary, DNHPDA, Silvassa.

ii. Purpose of proposed acquisition of land: for Khanvel Riverfront at Khanvel, DNH.

iii. Land details:

iv. Objectives of Social Impact Assessment

a. To identify the process of acquiring land as per Govt. Act/ Regulation and decide the fair compensation for the concerned party.

b. Identify the potential Social and Economic changes and conduct the Impact assessment through onsite field investigations, public hearings and consultations.

c. Outline steps to mitigate or enhance negative or positive aspects of change if at all exists.

v. Whether consent of Gram Sabhas and/or land owners required? - No

vi. The date of commencement of SIA – From the date of publication of this notification.

a. Organization to undertake the study: SIA team comprising of Gujarat Environmental Management Institute (GEMI), Gandhinagar, Gujarat.

vii. Deadline for completion of Final SIA report in Gujarati & English Language including Public hearing – 60 days from the date of publication of Notification.

viii. Following will be the deliverables of SIA –

a. Social Impact Assessment Report in Form – II

b. Social Impact Management Plan in Form – III

ix. Deliverables will be made available in District Panchayat and the offices of Collector, DNH, Resident Deputy Collector, Khanvel and Mamlatdar, Khanvel and will also be uploaded on the Official Website of DNH administration.

x. Any coercion or threat during this period will render the exercise null and void.

PRELIMINARY NOTIFICATION

No.3/142/LND-ACQ/2025-26/392 Date: - 12/02/2026

Whereas, it appears to the appropriate Government that a total of 680.00 Sq. Mtrs. of Private land (standard measurement) the land is required in the Marwad, Nani Daman, Daman District for a public purpose, namely, the Acquisition of land for Construction of New School Building for Government School, Dalwada. The details of the land/lands for the above said project in the Nani Daman of Daman District are enclosed herewith as Annexure – I. The Social Impact Assessment (SIA) was carried out by the SR Asia, Ghaziabad, Uttar Pradesh, an Agency appointed by the Dy. Collector (HQ) with the approval of the Land Acquisition Collector/Collector, Daman vide letter No. 3/142/LND- ACQ/2025-26/1743 dated 31.07.2025, and a report submitted/ preliminary investigation was conducted by a team constituted by the Collector as laid down under rule 4. The summary of the Social Impact Assessment Report/ preliminary investigation is as follows (copy attached):

The proposed project aims to develop a new school building at Dalwada, Nani Daman, to cater

to the educational needs of students from the Primary, Upper Primary, Secondary, and Higher

Secondary levels. The current plot area is irregular in shape and inadequate for constructing the

proposed school structure as per the architectural design.

To ensure proper planning and adequate space for the new school building, the Education

Department, Daman, has proposed acquiring an additional 680 sq. m. of adjoining land. The land

acquisition is necessary to create a suitable boundary and layout for the construction, ensuring the

development of a well-structured and safe educational facility that can support quality learning and

meet future academic requirements of the region.

The Dy. Collector (HQ) is appointed as Administrator for the purpose of Rehabilitation and Resettlement of the affected families vide Notification dated 04/05/2015 u/s 43 of the Act. Therefore, it is notified that for the above-said project in Nani Daman District, a piece of land measuring 680.00 sq. mtr. of standard measurement, whose detailed description is as follows under acquisition:

This Notification is made under the provisions of Section-11(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013), to all whom it may concern.

A plan of the land may be inspected in the Office of the Collector, Dholar, Moti Daman, and the Assistant Director of Education, District Panchayat, Daman (Requiring Body) during the working day and working hours.

The Government is pleased to authorize Mamlatdar, Daman and his Talathi to enter upon and survey land, take levels of any land, dig or bore into the sub-soil, and do all other acts required for the proper execution of their work as provided and specified in Section-12 of the said Act.

Under Section-11(4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase, etc. or create any encumbrances on such land from the date of publication of such notification without prior approval of the Collector.

Objections to the acquisition, if any, may be filed by the person interested within 60 (Sixty Days) from the date of publication of this notification as provided under Section-15 of the Act before the Collector.
