Qk- la- 20@4@2003@x`- iq-&II.—3687-—जबकि, तीस हजारी कोर्ट्स कॉम्प्लेक्स के पास बुलेवार्ड रोड (लाला हरदेव सहाय मार्ग) पर वाहन चालकों द्वारा अंधाधुंध हॉर्न बजाने से उत्पन्न होने वाले शोर से अदालतों की सुगम कार्यवाही में अशांति एवं असुविधा भी उत्पन्न हो रही है;
और जबकि, वाहन चालकों द्वारा अंधाधुंध एवं बिना वजह हॉर्न बजाने से उत्पन्न होने वाले शोर से सड़क प्रयोगकर्ताओं मेें भी झुझंलाहट एवं व्याकुलता उत्पन्न होती है;
और जबकि, तीस हजारी कोर्ट्स कॉम्प्लेक्स के पास बुलेवार्ड रोड (लाला हरदेव सहाय मार्ग) पर वाहन चालकों द्वारा हॉर्न बजाने से उत्सर्जित शोर के स्तर को कम करके इस नुकसान को रोकने के लिए यह करना आवश्यक है;
2 DELHI GAZETTE : EXTRAORDINARY PART IV]07.07.1978 द्वारा प्रदत्त है का प्रयोग करते हुए बुलेवार्ड रोड (लाला हरदेव सहाय मार्ग) पर मोरी गेट रेड लाईट से बर्फखाना चौक तक वाहन चालकों द्वारा हॉर्न बजाने पर अगले आदेश तक प्रतिबंध लगाता हूँ सिवाय आपातकाल/तत्काल परिस्थितियों को छोड़कर जहाँ हॉर्न बजाना आवश्यक है।
सामान्य जनता के सूचनार्थ इस आदेश को सरकारी राजपत्र में प्रकाशित किया जाएगा तथा समस्त जिला पुलिस उपायुक्तों व थानों दिल्ली/नई दिल्ली के सूचना पट्टों पर इसकी एक प्रति चिपकाई जाएगी ।
सबंधित अधिकरण एवम् सड़क रख-रखाव प्राधिकरण जन साधारण को सूचनार्थ एवम् सुविधा हेतु आवश्यक संकेत पट्ट पर प्रतिबंधित संकेत को इंगित करते हुए लगाएंगे।
यह आदेश तत्काल प्रभाव से लागू होगा ।
मेरे द्वारा इस कार्यालय की मोहर के साथ दिनाँक 17/05/2018 को जारी किया गया ।

NOTIFICATION
Delhi, the 17th May, 2018
F. No. 20/4/2003/HP-II-3687.—Whereas, the noise caused by indiscriminate blowing of horns by the motorists on Boulevard Road (Lala Hardev Sahai Marg) near Tis Hazari Courts Complex is causing annoyance and disturbance to the court proceedings.
And whereas, such indiscriminate and unwarranted use/blowing of horns also causes annoyance and distraction to the road users.
And whereas, it is necessary to prevent this harm by reducing the noise levels emitting from use/blowing of horns on Boulevard Road (Lala Hardev Sahai Marg) near Tis Hazari Courts Complex.
Now, therefore, I, Rajiv Ranjan Singh, Deputy Commissioner of Police/Traffic (HQ), Delhi in exercise of the powers u/s 29(e) of Delhi Police Act, 1978 delegated to me by the Commissioner of Police, Delhi vide his order No. 1433-1560/Spl. Cell dated 07.07.1978 do hereby prohibit the blowing of horns on Boulevard Road (Lala Hardev Sahai Marg) from Mori Gate Redlight to Burf Khana Chowk except under emergency/urgent situations where blowing of horn is warranted.
This order shall be published for information of the general public in the Official Gazette and by affixing a copy on the notice boards of the office of all District Deputy Commissioner of Police and all Police Stations in Delhi/New Delhi.
The concerned civic road agencies maintaining the roads/areas shall erect the corresponding informatory signboards indicating the restrictions in the area for information and convenience of all concerned.
This order shall come into force with immediate effect.
