सं.फा. डीसी/ओपीएस/टीपीटी/2014/445.-मोटर वाहन अधिनियम, 1988 (1988 का 59) की धारा 65 तथा दिल्ली मोटर वाहन नियमावली, 1993 के नियम 2 (q) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, दिल्ली मोटर वाहन नियमावली, 1993 का पुनः संशोधन करने के लिए जो नियम बनाना प्रस्तावित करते हैं, इससे प्रभावित होने वाले सभी व्यक्तियों की जानकारी के लिए इन नियमों का निम्नलिखित प्रारूप उक्त अधिनियम की धारा 212 की उप-धारा (1) की अपेक्षानुसार इसके द्वारा प्रकाशित किया जाता है और इसके द्वारा सूचना दी जाती है कि उक्त प्रारूप दिल्ली राजपत्र में इस अधिसूचना की प्रकाशन तिथि से 30 दिन अधिसूचना की अवधि बीतने के बाद निर्धारित अवधि तक इस संबंध में प्राप्त होने वाली/वाले किन्हीं आपत्तियों या किन्हीं सुझावों के साथ-साथ विचार किया जाएगा।

2. इस संबंध में आपत्तियां या सुझाव प्रधान सचिव एवं आयुक्त (परिवहन), परिवहन विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, 5/9, अंडर हिल रोड, दिल्ली - 110054 को भेजे जाने चाहिए।

प्रारूप नियमावली 1. संक्षिप्त शीर्षक एवं प्रारम्भ :- (1) इन नियमों को दिल्ली मोटर वाहन (संशोधन) नियमावली, 2017 कहा जा सकेगा।

(2) ये दिल्ली राजपत्र में अपनी अंतिम प्रकाशन तिथि से प्रभावी होगा। 2. नियम 34क (1) का संशोधन दिल्ली मोटर वाहन नियमावली, 1993 के नियम 34क के उपनियम (1) में

निम्नलिखित को प्रतिस्थापित किया जाएगाः-

''किसी भी गैर-परिवहन चार पहिया वाहन एवं दो पहिया वाहन की स्थिति में निम्न तालिका के कॉलम 1 में यथानिर्दिष्ट कोई पंजीकरण अंक उपलब्ध पंजीकरण 6401 DG /2018

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] श्रृंखलाओं में से किसी श्रृंखला में आबंटन श्रेणी 1, 2, 3, एवं 4 के संबंध में खुली निलामी द्वारा सर्वाधिक बोली देने वाले को अतिरिक्त शुल्क का भुगतान करने पर दिया जाएगा तथा श्रेणी 5 एवंम्‌ 6 के संबंध में निम्न तालिका वर्णित अतिरिक्त शुल्क का भुगतान करने पर दिया जाएगा।

5	कोई भी अन्य पंंजीकरण चिन्ह, जो उक्त श्रेणी संख्या 01 से 04 में उल्लिखित नहीं है और जो किसी व्यक्ति द्वारा पसंद की पंजीकरण चिन्ह के रूप में मांगा गया है जो पंजीकरण चिन्हों की श्रृंखलाओं में संख्याओं की क्रमवार संख्या को लांघ कर आबंंटित किया जाता है।	पच्चीस हजार रुपये दो	हजार पांच सौ रुपये	आवंटन पहले आओ पहले पाओ के आधार पर ऑन लाईन सॉफ्टवेयर के माध्यम से अतिरिक्त शुल्क के भुगतान पर किया जाएगा।
6	नए गैर परिवहन चार पहिया वाहन या दो पहिया वाहन की खरीद पर मौजूदा पंजीकरण चिन्ह का प्रतिधारण	प्रतिधारण करने वाले प जीकरण ं चिन्ह की श्रेणी के न्यूनतम आरक्षित मूल्य का 10% या 25,000 / - रूपये जो भी अधिक हो।	प्रतिधारण करने वाले प जीकरण ं चिन्ह की श्रेणी के न्यूनतम आरक्षित मूल्य का / - 10% या 25,00 रूपये जो भी अधिक हो।	यथा लागू कॉलम 2 या 3 में यथाउल्ल्खिित अतिरिक्त शुल्क के भुगतान पर प्रतिधारण की अनुमति दी जायेगी।
		पंजीकरण चिन्ह के प्राधिकरण की अनुमति तभी होगी जबकि पंजीकरण चिन्ह आवेदन की तिथि पर, आवेदक के नाम पर कम से कम तीन वर्षो से पंजीकृत होना चाहिए।

No.DC/OPS/Tpt./2014/445.—The following draft rules further to amend the Delhi Motor Vehicles Rules, 1993, which the Government of National Capital Territory of Delhi proposes to make in exercise of the powers conferred by section 65 of the Motor Vehicles Act,1988 read with rule2(q) of the Delhi Motor Vehicles Rules, 1993 is[PART IV DELHI GAZETTE : EXTRAORDINARY 3 hereby published as required under sub-section (1) of section 212 of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said draft will be taken into consideration after the expiry of a period of thirty days from the date of publication of this notification in the Delhi Gazette Motor together with any objections or suggestions that may be received in respect thereto by the stipulated period.

2. Objections or suggestions in this behalf should be addressed to the Secretary-cum-Commissioner (Transport), Govt. of National Capital Territory of Delhi, Transport Department, 5/9 Under Hill Road, Delhi-110 054.

Rules

Short Title and Commencement 1 (1) These rules may be called the Delhi Motor Vehicles (Amendment)

Rules, 2018.

(2) They shall come into force on the date of their publication in the

Delhi Gazette.

Amendment in Rule

2 In the Delhi Motor Vehicles Rules, 1993, in Rule 34A, for sub-rule(1), the 34 A (1)

following shall be substituted,

"In case of non-transport four wheeled vehicle and two wheeled

vehicle, the assignment of registration mark as specified in column 1 of

the table given below, in any available series of registration marks shall

be made available only on payment of additional fee to the highest bidder

selected through open auction in respect of category 1, 2, 3 & 4 and on

payment of additional fee in respect of category 5 & 6 as per table given

below:-

5	Any other registration mark which is not mentioned in category no. 01 to 04 is sought by a person as a registration mark of choice by jumping the chronological order of numbers in a series of registration marks.	Rupees Twenty Five Thousands.	Rupees Two Thousand Five Hundreds.	The allotment shall be made on payment of additional fee through on-line software on first come first serve basis.
6.	Retention of existing Registration Mark on purchase of new non- transport Four wheeled vehicle or Two wheeled vehicle.	10% of the minimum Reserve Price of the category of the number to be retained or Rs.25,000/- whichever is higher.	10% of the minimum Reserve Price of the category of the number to be retained or Rs.2,500/- whichever is higher.	The retention shall be allowed on payment of additional fee as mentioned in Column 2 and 3, as applicable.
		The Retention of registration mark will be allowed, only if the registration mark has remained registered in the name of the applicant for a minimum period of three years, as on the date of application for retention.
