सं0फा0एफ0 1/1118/2018/टीई/एडी139.-गृह मंत्रालय, भारत सरकार की दिनांक 24 सितम्बर, 1968 की अधिसूचना एस ओ 3532 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा दिनांक 10 नवम्बर, 1998 को अिधसूिचत अधिसूचना सं0 फा0 5/511/90/टी इ/ए डी /15433 के अधिक्रमण में, ऐसे अधिक्रमण से पूर्ण की गई या किए जाने के लिए हटाये जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, संघ लोक सेवा आयोग के पूर्व अनुमोदन से प्रषिक्षण एवं तकनीकी षिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अन्तर्गत व्याख्याता, (इंटीरियर डिज़ाइन/डेकोरेशन)के पद की भर्ती प़द्धति के संबंध में निम्नलिखित भर्ती नियम बनाते है, अर्थात्।
1. संक्षिप्त शीर्षक एवं प्रारंभ :- (i) इन नियमों को व्याख्याता, (इंटीरियर डिज़ाइन/ डेकोरेशन) के पद हेतु भर्ती नियम, 2019 कहा जायेगा। (ii) येेे शासकीय राजपत्र में अपनी प्रकाशन की तिथि से लागू होंगे।
2. पदों की संख्या, वर्गीकरण तथा वेतनमान ः- उक्त पदों की संख्या, इनका वर्गीकरण तथा इनसे सम्बद्ध वेतन समूह शैक्षिक ग्रेड एवं संलग्न वेतनमान इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3. भर्ती पद्धति, आयु-सीमा तथा अन्य योग्यताएं :- उक्त पदों की भर्ती पद्धति, आयु-सीमा, योग्यताएं एवं इनसे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- ऐसा कोई भी व्यक्ति
(क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है; या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा;

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत्त है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकती है।
5. शिथिल करने की शक्ति :-जहां राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को अभिलिखित करते हुए संघ लोक सेवा आयोग के परामर्श से आदेश द्वारा व्यक्तियों की किसी श्रेणी के सम्बंध में इन नियमों के उपबंध में से किसी भी उपबंध को शिथिल कर सकती है।
6. बचावः- इन नियमों की किसी भी बात का केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों और अनुसूचित जनजातियों और अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

NOTIFICATION
Delhi, the 8th February, 2019
F.No. F.1/1118/2018/TE/AD/139.— In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home affairs notification Number S. O. 3532 dated the 24th September 1968 and in supersession of the recruitment rules for the post of Lecturer Interior Decoration notified vide notification No. F5/51/90/TE/AD/15433 dated the10th November, 1998 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, with the prior approval of the Union Public Service Commission, is pleased to frame/amend the following recruitment rules, regarding the method of recruitment to the post of Lecturer, Interior Design/Decoration under the Department of Training and Technical Education, Government of National Capital Territory of Delhi, namely:
1. Short title and commencement: - (i) These rules may be called the Lecturer, Interior Design/Decoration Recruitment Rules, 2019. (ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Scale of pay: - The number of posts, their classification and the scale of pay attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto.
3. Method of Recruitment, Age limit and other qualification: - The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualifications: No person,
(a) Who has entered or contracted marriage with the person having a spouse living or (b) Who having a spouse living, has entered into or contracted marriage with any person;
shall be eligible for appointment to any of the said posts :
4 DELHI GAZETTE : EXTRAORDINARY PART IV]Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.
5. Power to relax: - Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provision of these Rules with respect to any class or category of person.
6. Saving: - Nothing in these rules shall affect reservations and other concessions required to be provided for the scheduled castes and scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.
