दिल्ली विनियोग (संंख्या 2) विधेयक, 2019
वर्ष 2019-2020 से संबंधित कार्यों के लिए राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि से भुगतान प्राधिकृत करने तथा कुछ और राशि का विनियोजन करने के लिए एक विधेयक।
फा.सं. 21(44)/विनि.2/2019/वि.स.स.-VI/वि.—भारत गणराज्य के सत्तरवें वर्ष में राष्ट्रीय राजधानी क्षेत्र दिल्ली की विधान सभा द्वारा निम्नलिखित रूप में यह अधिनियमित होः-
1. संक्षिप्त शीर्षक.— इस अधिनियम का संक्षिप्त नाम दिल्ली विनियोग (संंख्या 2) अधिनियम 2019 है।
2. ````60000,00,00,000 का वर्ष 2019-2020 में राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि में से प्रदत्त और प्रयुक्त.—राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि में से प्रदत्त और प्रयुक्त राशि जो अनुसूची के कॉलम (5) में विनिर्दिष्ट से अधिक नहीं, जो कुछ प्रभारों की अदायगी के लिए साठ हजार करोड़ रुपयों की कुल राशि के बराबर है, जो अनुसूची के कॉलम (2) मेें विनिर्दिष्ट कार्यो के सम्बन्ध में वर्ष 2019-2020 की अवधि के दौरान भुगतान के रुप में प्रयुक्त होगी।
3. विनियोजन.—इस अधिनियम द्वारा राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार की संचित निधि में से प्रदत्त और प्रयुक्त किए जाने के लिए प्राधिकृत राशि उक्त अवधि के सम्बन्ध में अनुसूची में उल्लिखित कार्यों और उद्देश्यों के लिए विनियोजित की जायेगी।

विधायी शक्ति प्रदान करने संबंधी ज्ञापन दिल्ली विनियोग (संंख्या 2) विधेयक, 2019 का उद्देश्य किसी अधीनस्थ अधिकारी को अतिरिक्त विधायी शक्ति प्रदान करना नहीं है।
उद्देश्यों और कारणों का विवरण राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार अधिनियम, 1991 (1992 का 1) की धारा 29 की उपधारा (1) में राष्ट्रीय राजधानी क्षेत्र दिल्ली की विधान सभा द्वारा पारित राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि पर भारित व स्वीकृृत व्यय को वहन करने के लिए आवश्यक धनराशि के राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि से विनियोजन की व्यवस्था के लिए दिल्ली विनियोग अधिनियम 2019, विधेयक प्रस्तुत किया जाता है।
यह विधेयक उपर्युक्त उद्देश्यों को प्राप्त करना चाहता है।

THE DELHI APPROPRIATION (No.2) BILL, 2019 A BILL to authorize payment and appropriation of certain further sums from and out of the Consolidated Fund of the National Capital Territory of Delhi for the services in respect of the financial year 2019-2020.
F. No. 21(44)/Appren. 2/2019/LAS-VI/Leg.—Be it enacted by the Legislative Assembly of the National Capital Territory of Delhi in the Seventieth Year of the Republic of India as follows:-
1. Short title.—This Act may be called the Delhi Appropriation (No.2) Act, 2019.
2. Issue of ```` 60000,00,00,000/- from and out of the Consolidated Fund of the National Capital Territory of Delhi for the financial year 2019-2020.— From and out of the Consolidated Fund of the National Capital Territory of Delhi, there may be paid and applied further sums not exceeding those specified in column (5) of the Schedule, amounting in the aggregate to the sum of Rupees Sixty Thousand crore only towards defraying the several charges which will come in the course of payment during the financial year 2019-2020 in respect of the services specified in column (2) of the Schedule.
3. Appropriation.—The sums authorized to be paid and applied from and out of the Consolidated Fund of the National Capital Territory of Delhi by this Act, shall be appropriated for the services and purposes expressed in the Schedule in relation to the said year.

MEMORANDUM REGARDING DELEGATED LEGISLATION
The Delhi Appropriation (No.2) Bill, 2019 does not seek to confer any additional power of legislation on any subordinate functionaries..
STATEMENT OF OBJECTS AND REASONS
The Delhi Appropriation (No2) Bill, 2019 is introduced in pursuance of sub-section (I) of section 29 of the Government of National Capital Territory of Delhi Act,1991 (1 of 1992) to provide for the appropriation out of the Consolidated Fund of the National Capital Territory of Delhi, of the moneys required to meet the expenditure charged on the Consolidated Fund and the grants voted by the Legislative Assembly for the expenditure of Government of National Capital Territory of Delhi for the financial year 2019-2020.
