la-Qk- 27¼47½@lhvkbZ,Q@Je@2018@629-ः-दिल्ली कारखाना नियमावली, 1950 में आगे संशोधन के लिये राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, भारत सरकार, श्रम मंत्रालय की दिनांक 14 फरवरी, 1958 की अधिसूचना संख्या का.आ. 108 एवं गृह मंत्रालय, भारत सरकार की दिनांक 7 सितम्बर, 1966 की अधिसूचना संख्या का.आ. 2709 के साथ पठित कारखाना अधिनियम, 1948 की धारा 112 द्वारा प्रदा शक्तियों का प्रयोग करते हुए निम्नलिखित प्रारूप नियमावली को उक्त अधिनियम की धारा 115 में यथापेक्षित रूप से प्रकाषित किया जाता है और इसके द्वारा सूचना दी जाती है कि इस अधिसूचना वाले दिल्ली राजपत्र की प्रतियां जनता को जिस तिथि से उपलब्ध कराई जाती हैं, उस तिथि से पैंतालिस दिन की अवधि बीतने के पष्चात् उक्त प्रारूप पर, निर्धारित अवधि के भीतर इस संबंध में प्राप्त होने वाली/वाले कुछ आपत्तियां या सुझाव के साथ विचार किया जाएगा।
इस संबंध में आपाियाँ या सुझाव निदेशक (आईएसएच), श्रम विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, डी-ब्लाक, 2 DELHI GAZETTE : EXTRAORDINARY PART IV] izk:i fu;ekoyh 1- laf{kIr 'kh"kZd] foLrkj rFkk izkjaHk %& (1) इन नियमों को दिल्ली कारखाना (संशोधन) नियमावली, 2018 कहा जाए। (2) ये दिल्ली के राजपत्र में अंतिम रूप से प्रकाशन की तारीख से लागू होंगे।
2. fu;e 100 dk la'kks/ku & दिल्ली कारखाना नियमावली, 1950 में नियम 100 के स्थान पर निम्नलिखित को प्रतिस्थापित किया जायेगा, अर्थात् :-
''100 रिटर्न- प्रत्येक कारखाने के अधिकार रखने वाले या प्रबंधक, निर्धारित प्रारूप में यूनिफाईट कॉमन एन्वल रिटर्न फार्मेट'' पर अपनी रिटर्न श्रम एवं रोजगार मंत्रालय, भारत सरकार के श्रम सुविधा पोर्टल से ऑनलाईन भरेंगे जो विभाग की वेबसाइट https://labour.gov.in/shram-suvidha-portal-2 पर उपलब्ध है।

NOTIFICATION
Delhi, the 11th March, 2019
No. F.27(47)/CIF/Lab/2018/629.—The following draft of rules further to amend the Delhi Factories Rules, 1950, which the Lt. Governor of the National Capital Territory of Delhi proposes to make rules in exercise of the powers conferred by section 112 of the Factories Act, 1948, read with Government of India, Ministry of Labour, Notification No. S.O. 108 dated the 14th February, 1958, read with Ministry of Home Affairs Notification S.O. No. 2709 dated the 7th September, 1966 is hereby published as required by section 115 of the said Act, for information of all persons likely to be affected thereby, and notice is hereby given that the said draft will be taken into consideration after the expiry of period of forty-five days from the date on which copies of the Delhi Gazette containing this notification, are made available to the public, together with any objections or suggestions that may be received in respect thereto within the stipulated period.
Objections or suggestions in this behalf should be addressed to the Director (ISH), Labour Department, Government of the National Capital Territory of Delhi, D Block, Second Floor, 5, Sham Nath Marg, Delhi-54.
DRAFT RULES
1. Short title, extent and commencement- (1) These rules may be called the Delhi Factories (Amendment) Rules, 2018.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. Amendment of rule 100- In the Delhi Factories Rules, 1950, for rule 100, the following rule, shall be substituted, namely :-
"100. Return- The occupier or the manager of every factory shall furnish the Return online through Shram Suvidha Portal of the Ministry of Labour and Employment, Government of India, in the prescribed format i.e., Unified Common Annual Return format", available on their website https://labour.gov.in/shram-suvidha-portal-2.
