फा. सं. 18/50/2013/विविध/आरआर/डी(एलएमवी)/सा.प्र.वि./प्रशा./444.—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 जी.एस.आर. 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा इस सरकार के दिनांक 29 अक्तूबर, 1986 की अधिसूचना के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की जानी वाली या हटाई जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, सामान्य प्रशासन विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में ''स्टाफ कार चालक, सामान्य (cid:1)ेणी'' के पद हेतु भर्ती पद्धति को विनियमित करने के लिये निम्नलिखित नियम बनाते हैं, अर्थात्‌ :-

1. संक्षिप्त शीर्षक एवं प्रारंभ :- (i) इन नियमों को ''स्टाफ कार चालक, सामान्य (cid:1)ेणी'' भर्ती नियमावली, 2018 कहा जायेगा। (ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तारीख से लागू हाेंगे। 2. पदों की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर :- पद की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में यथाविनिर्दिष्ट होंगे।

3. भर्ती पद्धति, आयु सीमा तथा अन्य योग्यताएं इत्यादि :- उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम 5 से 13 में यथाविनिर्दिष्ट होंगे।

4. निरर्हता :- वह व्यक्ति,

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जिसने अपने पति/पत्नी के जीवित होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है।

5. शिथिल करने की शक्ति :-जहां सरकार का यह मत हो कि ऐसा करना आवश्यक समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों की किसी श्रेणी या वर्ग के इन नियमों के किसी उपबंध को छूट दे सकती है।

6. बचावः- इन नियमों में किसी उल्लेख से सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों अन्य पिछड़ा वर्ग, भूतपूर्व सैनिक या अन्य विशेष वर्गों के व्यक्तियों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

अनुसूची

1.	पदनाम	ः	स्टाफ कार चालक (सामान्य ेणी)
2.	पदों की संख्या	ः	13(2018) अर्थात्‌ सामान्य प्रशासन विभाग में चालक के स्वीकृत संख्या बल के 30% पद। परिवर्तन कार्यभार पर निर्भर
3.	वर्गीकरण	ः	ग्रुप ''ग'' अराजपत्रित अलिपिकीय
4.	वेतन मैट्रिक्स में स्तर	ः	वेतन मैट्रिक्स में स्तर-2, 19900-63200/-रुपये (पीबी-1, 5200-20200 जमा ग्रेड पे 1900/-रुपये पूर्व संशोधित वेतनमान)
5.	क्या चयन पद है अथवा गैर चयन पद	ः	लागू नहीं
6.	सीधी भर्ती वाले उम्मीदवारों के लिए आयु सीमा	ः	18-25 वर्ष के बीच(केन्द्र सरकार द्वारा जारी अनुदेशों या आदेशों के अनुसार सरकारी कर्मचारियों के लिये 40 वर्ष तक शिथिलनीय) नोट :-(आयु सीमा निर्धारित करने के लिए निर्णायक तिथि उम्मीदवारों के आवेदन पत्र प्राप्त करने की अंतिम तिथि होगी न कि (असम, मेघालय, अरूणाचल प्रदेश, मिज़ोरम, मणिपुर, नागालैंड, त्रिपुरा, सिक्किम, जम्मू व कश्मीर राज्य की लद्‌दाख डिवीज़न, हिमाचल प्रदेश का लाहौल व स्पीति जिले तथा चंबा जिले की पांगी सब डिवीज़न, अण्डमान निकोबार द्वीप समूह, लक्षद्वीप राज्यों के लिये निर्णायक तिथि उनके लिये निर्धारित अंतिम तिथि के अनुसार होगी)। यदि सीधी भर्ती 'सीधी खुली प्रतियोगी परीक्षा द्वारा की जाती है तो आयु सीमा 18-27 वर्ष होगी।
7.	सीधी भर्ती वाले उम्मीदवारों से अपेक्षित शैक्षिक तथा अन्य योग्यताएं	ः	अनिवार्य :- (i) 10वीं कक्षा उत्तीर्ण (ii) मोटर कार हेतु वैद्य ड्राइविंग लाइसेंसधारी; (iii) मोटर यांत्रिकी का ज्ञान (अभ्यार्थी को वाहन में छोटी मोटी खराबी को दूर करने की योग्यता होनी चाहिए); (iv) मोटर कार चलाने का कम से कम तीन वर्ष का अनुभव; वांछनीयः होम गार्ड/सिविल स्वयं सेवक (वालंटियर) के रूप में तीन वर्ष की सेवा। नोट-1ः अनुभव संबंधी योग्यता सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। यदि चयन की किसी अवस्था मे ं सक्षम प्राधिकारी के अभिमत से अनुसूचित जाति/जनजातियों के लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है।
8.	क्या सीधी भर्ती वाले उम्मीदवारों के लिए निर्धारित शैक्षिक योग्यता एवं आयु सीमा पदोन्नति वाले उम्मीदवारों पर भी लागू होगी।	ः	लागू नहीं
9.	परीवीक्षा की अवधि, यदि कोई है	ः	सीधी भर्ती वाले या पुनः रोजगार पाने वाले अभ्यार्थियों के लिये दो वर्ष
10.	भर्ती की पद्धति सीधी भर्ती द्वारा या पदोन्नति द्वारा या प्रतिनियुक्ति/ समावेशन द्वारा विभिन्न पद्धतियों से भरे जाने वाले रिक्त पदों का प्रतिशत	ः	पदोन्नति द्वारा जिसके न होने पर सीधी भर्ती द्वारा
11.	यदि पदोन्नति/प्रतिनियुक्ति / समावेशन द्वारा भर्ती होनी हो तो ग्रेड जिनसे पदोन्नति / प्रतिनियुक्ति / समावेशन किया जाना है	ः	पदोन्नतिः- वेतन मैट्रिक्स के स्तर-1, रुपये 18000-56900/- (पी बी 1 रूपये 5200-20200 जमा ग्रेड वेतन रुपये 1800 पूर्व संशोधित वेतनमान) में रिक्तियां निकालने वाले कार्यालय में हल्के मोटर वाहन ड्राइविंग लाईसेंस रखने वाले नियमित वर्ग 'ग' कर्मचारियों में से पदोन्नति। बशर्ते कि राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के परिवहन विभाग (मोटर वाहन संस्थान) द्वारा आयोजित की जाने वाली कौशल परीक्षा उाीर्ण करें।
12.	यदि कोई विभागीय पदोन्नति समिति हो तो इसकी संरचना क्या है।	ः	वर्ग ''ग'' पदोन्नति पर विचारार्थ विभागीय पदोन्नति समिति, र् (i) प्रधान सचिव/सचिव (सा0प्र0वि0), राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार- अध्यक्ष (ii) विशेष सचिव (लो0नि0वि0), राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार-सदस्य (iii) अपर सचिव (गृह), राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार-सदस्य (iv) अनुसूचित जाति/अनुसूचित जनजाति समुदाय का अधिकारी जो कि राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में उप सचिव के रैंक से कम न हो - सदस्य
13.	वे परिस्थितियॉं जिनमें भर्ती के लिए संघ लोक सेवा आयोग का परामर्श लिया जाना है।	ः	लागू नहीं

Delhi, the 9th April, 2019

No. 18/50/2013/Misc./RR/D(LMV)/GAD/Admn./444.—In exercise of the powers conferred by proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs Notification number G.S.R. 840, dated the 13th July, 1959 and in supersession of this Government's Notification dated the 29th October 1986 except as respects things done or omitted to be done before such supersession, the Lt. Governor, National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of "Staff Car Driver, Ordinary Grade" in the General Administration Department, Government of National Capital Territory of Delhi, namely:-

1. Short title and commencement.- (i) These rules may be called "Staff Car Driver, Ordinary Grade" Recruitment Rules, 2018.

(ii) They shall come into force on the date of their publication in the Delhi Gazette.

2. Number of Posts, classification and Level in the Pay Matrix.- The number of post, its classification and Level in the Pay matrix shall be as specified in columns 2 to 4 of the Schedule attached with these rules.

3. Method of recruitment, age limit and other qualifications, etc.- The method of recruitment to the said post, age limit, qualifications and other matter relating thereto shall be as specified in the columns 5 to 13 of the said Schedule.

4. Disqualifications.- No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied, that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Government is of the opinion that it is necessary expedient so to do, it may by order, and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any special category of persons in accordance with the orders issued by the Government from time to time in this regard.

In the case of candidates belonging to the Scheduled Castes or Scheduled Tribes if at any stage of selection, the competent authority is of the opinion that the sufficient number of candidates with requisite experience is not likely to be available to fill up the vacancy reserved for them.
