सं.फा. 9(183)/आरआर/एसबी/डीटीटीर्ई/2013/677.-गृह मंत्रालय, भारत सरकार की दिनांक 24 सितम्बर, 1968 की अधिसूचना सं0 एस.ओ. 3532 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा 26 सितम्बर, 1997 की अधिसूचना सं0 फा0 9(183)/91-एसबी/21274 के अनुसार अधिसूचित प्रधानाचार्य, कला महाविद्यालय के पद से संबंधित भर्ती नियमों के अधिक्रमण में, ऐसे अधिक्रमण में की गई या किए जाने के लिए हटाई जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल संघ लोक सेवा आयोग के पूर्व अनुमोदन से प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अन्तर्गत प्रधानाचार्य, कला महाविद्यालय के भर्ती पद्धति से संबंधित निम्नलिखित भर्ती नियम बनाते हैं, अर्थात्ः
1. संक्षिप्त शीर्षक एवं प्रारंभ ः- (1) इन नियमों को प्रधानाचार्य, कला महाविद्यालय भर्ती नियमावली, 2019 कहा जायेगा।
(2) ये दिल्ली राजपत्र में अपनी प्रकाशन की तिथि से लागू होंगे।
2. पदों की संख्या, वर्गीकरण तथा वेतनमान ः- उक्त पदों की संख्या, इनका वर्गीकरण तथा इनसे सम्बद्ध वेतन समूह शैक्षिक ग्रेड एवं संलग्न वेतनमान इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3. भर्ती पद्धति, आयु सीमा तथा अन्य योग्यताएं ः- उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इनसे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- ऐसा कोई भी व्यक्ति

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] (क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है; या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा :
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत्त है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकती है।
5. षिथिल करने की शक्ति :- जहां राष्ट्रीय राजधानी दिल्ली सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को अभिलिखित करते हुए संघ लोक सेवा आयोग के परामर्श से आदेश द्वारा व्यक्तियों की किसी श्रेणी के सम्बंध में इन नियमों के उपबंध में से किसी भी उपबंध को शिथिल कर सकती है।
6. बचावः- इन नियमों की किसी भी बात का केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों और अनुसूचित जनजातियों और अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| (2) पीएचडी या सुसंगत विद्या (अनुप्रयुक्त कला, चित्रकला तथा मूर्तिकला) में समकक्ष; तथा अनुभवः (1) शिक्षण/अनुसंधान/उद्योग के क्षेत्र मे न्यूनतम दस वर्ष का ं अनुभव जिसमें से कम से कम तीन वर्ष का अनुभव प्रोफेसर स्तर का हो, या शिक्षण तथा/या अनुसंधान तथा या उद्योग में 13 वर्ष का अनुभव शोध कार्य के अनुभव के मामले में पुस्तकें/शोध पत्र प्रकाशन/बौद्धिक संपदा अधिकार/अधिकार पत्र चयन समिति के विशेषज्ञ सदस्यों द्वारा उचित समझे जाने पर अपेक्षित होंगे। यदि उद्योग का अनुभव विचारणीय है तो वह प्रबंधनीय स्तर का प्रोफेसर के तुलनीय हो, डिवाइजिंग/डिजाइनिंग, नियोजन, निष्पादन, विश्लेषण, गुणवत्ता नियंत्रण, नवाचार, प्रशिक्षण, तकनीकी पुस्तकें/ शिक्षण/शोध पत्र प्रकाशन/बौद्धिक संपदा अधिकार/अधिकार पत्र इत्यादि में सक्रिय भागीदारी रिकार्ड चयन समिति के विशेषज्ञ सदस्यों द्वारा उचित समझे जाने पर अपेक्षित होंगे। वांछनीयः पीएचडी के पश्चात् प्रकाशन तथा पीएचडी विद्यार्थियों का मार्गदर्शन वांछनीय है। नोट-1ः- पीएचडी की तुलयता पांॅच अन्तरराष्ट्रीय पत्रिकाओं के प्रकाशन पर आधारित है, प्रत्येक पत्रिका कम से कम 2.0 संची प्रभाव सूचकांक रखने वाली हो, जिसका पदधारी एक मुख्य लेखक के रूप में हो और समस्त पांॅच प्रकाशन लेखक के विशेषज्ञता क्षेत्र से हो। नोट-2ः- मान्यता प्राप्त विश्वविद्यालय से पीएचडी। नोट-3ः- डिप्लोमा संस्थान के अनुभव को भी समुचित स्तर पर डिग्री स्तरीय संस्थान के अनुभव के समकक्ष और जैसा लागू हो, माना जायेगा तथापि उपरोक्त योग्यताएं अनिवार्य होंगी। नोट-4ः- यदि वर्ग/श्रेणी नहीं दी गई है तो कुल अंकों का न्यूनतम 60 प्रतिशत प्रथम वर्ग/श्रेणी के समकक्ष माना जायेगा। यदि गे्रड प्वाइंट प्रणाली स्वीकार की जाती है सीजीपीए को निम्नलिखित समकक्ष अंकों के परिवर्तित किया जायेगाः- ग्रेड प्वाइंट अंकों का प्रतिशत 6.25 55 प्रतिशत 6.75 60 प्रतिशत 7.25 65 प्रतिशत 7.75 70 प्रतिशत 8.25 75 प्रतिशत (केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति के तुरन्त पहले धारित किसी अन्य संवर्ग बाह्य पद से प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि सामान्यतः पांॅच वर्ष से अधिक नहीं होगी। प्रतिनियुक्ति (अल्पकालिक संविदा सहित) द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अंतिम तिथि को छप्पन (56) वर्ष से अधिक नहीं होगी)। | |||

NOTIFICATION
Delhi, the 22nd April, 2019
No.F.9(183)/RR/SB/DTTE/2013/677.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home Affairs notification number S.O. 3532 dated the 24th September, 1968 and in supersession of the recruitment rules in so far as concerned to the post of Principal, College of Art notified vide notification no.F.9(183)/91-SB/21274 dated the 26th September, 1997 except as respects things done or omitted to be done before such supersession, after prior approval of the Union Public Service Commission, the Lt. Governor of National Capital Territory of Delhi is pleased to make the following recruitment rules, regarding method of recruitment to the post of Principal, College of Art under the Department of Training and Technical Education, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement:- (1) These rules may be called the Principal, College of Art Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and Scale of pay: - The number of said post, its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the said annexed to these rules.
3. Method of recruitment, age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters relating to the said post shall be as specified in columns No. (5) to (13) of the said Schedule.
4. Disqualifications: No person,-
(a) Who has entered or contracted marriage with a person having a spouse living or
(b) Who having a spouse living, has entered into or contracted marriage with any person;
shall be eligible for appointment to the said post:
Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.
5. Power to relax:- Whether the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reason to be recorded in writing, and in consultation with Union Service Public Commission, relax any of the provisions of these rules with respect to any class or category of person.
6. Saving: - Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled Castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Govt. from time to time in this regard.

| Deputation (Including Short Term Contract):- Officers under Central Government / State Government / Union Territory Administrations / Public Sector Undertakings / Recognized Universities or Institutes / Autonomous Bodies / Statutory Organizations: (A) (I) Holding analogous post on regular basis in the parent cadre / department; or (II) With three years service in the grade rendered after appointment thereto on a regular basis in posts in PB-4, Rs. 37,400- 67,000/- with academic grade pay of Rs. 9000/- or equivalent in the parent cadre or department; and (B) Possessing the following educational qualifications and experience: Essential: Educational Qualifications: (I) Bachelor's and Master's Degree in appropriate branch of Fine Art (Applied Art, Painting and Sculpture) with First Class or equivalent either in Bachelor's or Master's Degree; and (II) Ph.D. or equivalent in appropriate discipline (Applied Art, Painting and Sculpture); and Experience: (I) Minimum of ten years experience in Teaching /Research / Industry out of which at least three years should be at the level of Professor; or Minimum of thirteen years experience in teaching and / or research and / or Industry. In case of Research Experience, Books / Research Paper Publications / IPR / Patents Record shall be required as deemed fit by the Selection Committee. If the experience in Industry is considered, the same shall be at Managerial Level equivalent to Professor Level with Active Participation record in Devising / Designing, Developing, Planning Executing, Analyzing, Quality Control, Innovating, Training, Technical Books, Teaching / Research Paper, Publications / IPR / Patents, etc. As deemed fit by the Expert Members of the Selection Committee. Desirable: Post Ph.D. Publications and Guiding Ph.D. Students. Note 1: Equivalence for Ph.D. is based on Publication of five International Journal Papers, each Journal having a Cumulative impact index of not less than 2.0, with incumbent as the main author and all five publications being in the author's area of specialization. Note 2: Ph.D. shall be from a recognized University. Note 3: Experience at Diploma-Level Institute is also considered equivalent to experience in Degree Level Institutions at appropriate level and as applicable. However, qualifications as above shall be mandatory. Note 4: If a Class / Division is not awarded, minimum of 60% of marks in aggregate shall be considered equivalent to First Class / Division. If a Grade Point System is adopted the CGPA will be converted into equivalent marks as Below: ( Period of Deputation (ISTC) including period of Deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other Organization / Department of the Central Government shall ordinarily not to exceed Five years.
