सं.फा. 6(9)/2014-15/डीआईपी/स्था./2207.—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं. 27/59-एचआईएम (i) के साथ पठित संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा इस सरकार की दिनांक 28 मई, 1968 की अधिसूचना सं. फा.2(9)/68-सेवाएं (सी) के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या हटाए जाने के लिए की जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, संघ लोक सेवा आयोग से परामर्श के पश्चात्् सूचना एवं प्रचार निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में 'क्षेत्र प्रचार अधिकारी' के पद हेतु निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त शीर्षक तथा प्रारंभ :- (i) इन नियमों को क्षेत्र प्रचार अधिकारी भर्ती नियमावली, 2019 कहा जाए। (ii) ये दिल्ली राजपत्र में उनके प्रकाशन की तारीख से लागू समझे जाएंगे।
2. पदों की संख्या, वर्गीकरण एवं वेतन मैट्रिक्स में स्तर ः- उक्त पदों की संख्या, इसका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर के साथ संबद्ध इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे। 3. भर्ती पद्धति, आयु सीमा, योग्यताएं इत्यादि :- उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं तथा उससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- कोई भी व्यक्ति
(क) जिसने किसी ऐसे व्यक्ति से विवाह किया है जिसका जीवित पति/पत्नी है; या

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] (ख) जिसने जीवित पत्नी/पति के रहते हुए किसी अन्य व्यक्ति के साथ विवाह किया है,
वह उक्त पद पर नियुक्ति के लिये अयोग्य होगा :
उपबंध है कि सरकार यदि इस बात से संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति या अन्य पार्टी पर लागू व्यक्तिगत कानून के अन्तर्गत अनुमति योग्य है तथा ऐसा करने के अन्य आधार हैं तब किसी व्यक्ति को इस नियम के प्रचालन से छूट प्रदान की जा सकती है।
5. छूट प्रदान करने की शक्ति :- जहां सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है तो वह आदेश द्वारा तथा कारणों को लिखित में अभिलेखबद्ध करते हुए तथा संघ लोक सेवा आयोग के साथ परामर्श से तथा सरकार के पूर्व अनुमोदन से व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन विनियमों के उपबंधों से छूट प्रदान कर सकती है। 6. बचाव ः- इन विनियमों में कोई भी बात इस संबंध में सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिक या व्यक्तियों के अन्य विशेष वर्गों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट एवं अन्य रियायतों पर प्रभाव नहीं डालेगी।

| 6. | सीधी भर्ती वाले उम्मीदवारों के लिए आयु सीमा | ः | 30 वर्ष से अधिक नहीं (केन्द्रीय सरकार द्वारा जारी आदेशो या अनुदेशों के अनुसार ं सरकारी कर्मचारियों के लिये पांच वर्ष तक शिथिलनीय) टीपः- आयु सीमा निर्धारित करने के लिए मान्य तारीख वही होगी, जो भारत मे रह रहे उम्मीदवारो के आवेदन पत्र प्राप्त ं करने की अंतिम तिथि होगी, लेकिन यह असम, मेघालय, अरूणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड़, त्रिपुरा, सिक्किम, जम्मू व कश्मीर राज्य की लद्दाख सब डिजीवन, हिमाचल प्रदेश का लाहौल व स्पीति जिला तथा चम्बा जिले की पांगी सब डिवीजन व अंडमान निकोबार द्वीपसमूह व लक्षद्वीप के उम्मीदवारो के लिए निर्धारित अंतिम तारीख नहीं ं है। |
| 7. | सीधी भर्ती वाले उम्मीदवारो से अपेक्षित शैक्षिक तथा ं अन्य योग्यताएं | ः | 1. (क) (i) मान्यता प्राप्त विश्वविद्यालय/संस्थान से स्नातक उपाधि। (ii) मान्यता प्राप्त विश्वविद्यालय/संस्थान स े पत्रकारिता/जन स चार/विज्ञापन ं एवं जनसंपर्क म े ं डिप्लोमा/स्नातकोत्तर डिप्लोमा; या (ख) मान्यता प्राप्त विश्वविद्यालय/संस्थान स े पत्रकारिता/जन संचार/जनसंपर्क मीडिया मे डिग्री। ं तथा 2. किसी सरकारी विभाग/सार्वजनिक क्षेत्र के उपक्रम/स्वायत्त या सांविधिक निकाय, समाचार एजेंसी/समाचार चैनल/भारत के समाचार पत्रों के पंजीयक के साथ पंजीकृत समाचार पत्र में जन संपर्क/बाह्य प्रचार/विज्ञापन/गायन एवं नाट्य आयोजन/फिल्म शो गतिविधियाें के क्षेत्र में दो वर्ष का अनुभव। तथा 3. किसी मान्यप्राप्त बोर्ड/विश्वविद्यालय से 10वीं कक्षा तक |
| हिन्दी भाषा का अध्ययन। टीप-1ः अन्यथा सुयोग्य उम्मीदवारों के मामले में लिखित में कारणों को अभिलेखबद्ध करते हुए योग्यताएं सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। टीप-2ः यदि चयन की किसी अवस्था में सक्षम प्राधिकारी के अभिमत से अनुसूचित जाति/जनजातियों के लिए आरक्षित रिक्त पदो को भरने के लिए अपेक्षित अनुभव रखने ं वाले इन जातियों के उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है, तो अनुभव संबंधी योग्यताएं कारणों को अभिलेखबद्ध करते हुए सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। | |||

(1) मूल संवर्ग/विभाग मे नियमित आधार पर समरूप पदधारण करने वाले; तथा ख. कालम 7 के अन्तर्गत सीधी भर्ती के लिये निर्धारित शैक्षिक योग्यताएं एवं अनुभव रखने वाले। (केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद म प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि भी ं े सम्मिलित है, यह सामान्यतः तीन वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति (अल्पकालिक संविदा सहित) पर स्थानान्तरण द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वषो से अधिक नहीं होंगी। र् ं |

NOTIFICATION
Delhi, the 29th April, 2019
No.F.6(9)/2014-15/DIP/Estt/2207.—In exercise of the powers conferred by proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs, Notification No.F.27/59-HIM(i), dated the 13th July, 1959, and in supersession of this Government's Notification No. F.2(9)/68-Services (C) dated-the 28th May, 1968 except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi, after consultation with the Union Public Service Commission, is pleased to make the following rules for the post of 'Field Publicity Officer' in the Directorate of Information and Publicity, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement:- (i)These rules may be called the Field Publicity Officer Recruitment Rules, 2019.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and level in pay matrix:- The number of said post, its classification and level in the pay matrix shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.
3. Method of recruitment, age limit qualification, etc.:- The method of recruitment to the said post, age-limit, qualification and other matters relating thereto, shall be specified in columns 5 to 13 of the said Schedule.
4. Disqualifications:- No person,
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving:- Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions, required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.
