सं.फा. 21(80)/आरआर/प्रशि.प्रशा./जेडी/डीटीटीर्ई/2017/352.-संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल संघ लोक सेवा आयोग के परामर्श से प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में संयुक्त निदेशक (प्रशिक्षण)/परीक्षा नियंत्रक के पद की भर्ती पद्धति को विनियमित करने के लिए नियम बनाते हैं, अर्थात्ः
1. संक्षिप्त शीर्षक एवं प्रारंभ :- (1) इन नियमों को प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में संयुक्त निदेशक (प्रशिक्षण)/परीक्षा नियंत्रक भर्ती नियमावली, 2019 कहा जायेगा।
(2) ये शासकीय राजपत्र में अपनी प्रकाशन की तिथि से लागू होंगे।
2. पदों की संख्या, उनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर :- उक्त पदों की संख्या, इनका वर्गीकरण तथा इनसे सम्बद्ध वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे। 3. भर्ती पद्धति, आयु सीमा तथा योग्यताएं :- उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इनसे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- ऐसा कोई भी व्यक्ति
(क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है; या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा;

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत्त है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकती है।
5. शिथिल करने की शक्ति :-जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को अभिलिखित करते हुए संघ लोक सेवा आयोग के परामर्श से आदेश द्वारा व्यक्तियों की किसी श्रेणी के सम्बंध में इन नियमों के उपबंध में से किसी भी उपबंध को शिथिल कर सकती है।
6. बचावः- इन नियमों की किसी भी बात का केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों और अनुसूचित जनजातियों, भूतपूर्व सैनिक और अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

Delhi, the 9nd May, 2019
F.No. 21(80)/RR/TRG.ADMN./JD/DTTE/2017/352.—In exercise of the powers conferred by proviso to article 309 of the constitution, the Lt. Governor, National Capital Territory of Delhi hereby in consultation with Union Public Service Commission makes rules regulating the method of Recruitment to the post of Joint Director (Training)/Controller of Exams in Department of Training and Technical Education, Government of National Capital Territory of Delhi as following, namely.-
1. Short title and commencement.- (i) These rules may be called the Joint Director (Training)/Controller of Exams, Department of Training and Technical Education, Government of National Capital Territory of Delhi, Recruitment Rules -2019.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, its classification and Level in the Pay Matrix.- The number of said post, its classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of Recruitment, age limit, qualifications etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be specified in the columns (5) to (13) of the Schedule aforesaid.
4. Disqualifications.- No Person,-
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for the appointment to the said post;
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to Relax.- Where the Government is of opinion that if necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission may relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall effect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Caste , the Scheduled Tribes, ex –Servicemen and other special categories of person in accordance with the orders issued by the central Government from time to time in this regard.

सं.फा. 21(81)/आरआर/प्रशि. प्रशा./डब्ल्यूएसए-एसए/डीटीटीई/2017/353.-संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा कर्मशाला परिचारक /भंडार परिचारक के पद के भर्ती नियमों से संबंधित सरकार की दिनांक 1 जनवरी 1960 की अधिसूचना सं0 फा0 4(62)/58-आर एण्ड एस के अधिक्रमण में, ऐसे अधिक्रमण से पूर्ण की गई या किए जाने के लिए हटाये जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अन्तर्गत औद्योगिक प्रशिक्षण संस्थानों में कर्म"ााला परिचारक के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैंः अर्थात्.-
1. संक्षिप्त शीर्षक तथा प्रारंभ :- (i) इन नियमों को कर्मशाला परिचारक भर्ती नियमावली, 2019 कहा जाये। (ii) ये दिल्ली राजपत्र में उनके प्रकाशन की तिथि से प्रभावी होंगे।
2. पदों की संख्या, उनका वर्गीकरण एवं वेतन मैट्रिक्स में स्तर :- उक्त पदों की संख्या, इसका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन विनियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में यथाविनिर्दिष्ट होंगे।
3. भर्ती पद्धति, आयु सीमा तथा योग्यताएं इत्यादिः- उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं तथा उससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम 5 से 13 में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- कोई भी व्यक्ति
(क) जिसने किसी ऐसे व्यक्ति से विवाह किया है जिसका जीवित पति/पत्नी है; या
(ख) जिसने जीवित पत्नी/पति के रहते हुए किसी अन्य व्यक्ति के साथ विवाह किया है,
वह उक्त पद पर नियुक्ति के लिये अयोग्य होगा :
उपबंध है कि सरकार यदि इस बात से संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति या अन्य पार्टी पर लागू व्यक्तिगत कानून के अन्तर्गत अनुमति योग्य है तथा ऐसा करने के अन्य आधार हैं तब किसी व्यक्ति को इस नियम के प्रचालन से छूट प्रदान की जा सकती है।
5. छूट प्रदान करने की शक्ति :- जहां सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है तो वह आदेश द्वारा तथा कारणों को लिखित में अभिलेखबद्ध करते हुए व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन विनियमों के उपबंधों से छूट प्रदान कर सकती है।
6. बचाव :- इस विनियम में कोई भी बात इस संबंध में केन्द्र सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, भूतपूर्व सैनिक तथा व्यक्तियों के अन्य विशेष वर्गों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट एवं अन्य रियायतों पर प्रभाव नहीं डालेगी।

No.F.21(81)/RR/TRG.ADMN./WSA-SA/DTTE/2017/353.—In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Government notification No. F.4(62)/58-R&S dated the 01st January, 1960, relating to recruitment rules to the posts of Workshop Attendant/Store Attendant except as respects things done or omitted to be done before such supersession, the Lt. Governor, National Capital Territory of Delhi is pleased to make rules regulating the method of recruitment to the post of Workshop Attendant of the Industrial Training Institutes in the Department of Training and Technical Education, Government of National Capital Territory of Delhi as following, namely.-
1. Short title and commencement.- (i) These rules may be called the Workshop Attendant, Recruitment Rules, 2019.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of post, its classification and level in pay matrix.- The number of said posts, their classification and level in pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Government is of opinion that if necessary or expedient so to do, it may, by order, for reasons to be recorded in writing may relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall effect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Caste , the Scheduled Tribes, ex–Servicemen and other special categories of person in accordance with the orders issued by the central Government from time to time in this regard.

सं.फा. 21(81)/आरआर/ट्रेनिंग एडमिन/डब्ल्यूएसए-एसए/डीटीटीई/2017/354.-संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा कर्मशाला परिचारक/भंडार परिचारक के पद के भर्ती नियमों से संबंधित सरकार की दिनांक 1 जनवरी 1960 की अधिसूचना सं. फा. 4(62)/58-आर एण्ड एस के अधिक्रमण में, ऐसे अधिक्रमण से पूर्ण की गई या किए जाने के लिए हटाये जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अन्तर्गत औद्योगिक प्रशिक्षण संस्थानों में भंडार परिचारक के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैंः अर्थात्.-
1. संक्षिप्त शीर्षक तथा प्रारंभ :- (i) इन नियमों को भंडार परिचारक भर्ती नियमावली, 2019 कहा जाए।
(ii) ये दिल्ली राजपत्र में उनके प्रकाशन की तिथि से प्रभावी होंगे।
2. पदों की संख्या, उनका वर्गीकरण एवं वेतन मैट्रिक्स में वेतन स्तर :-उक्त पदों की संख्या, इसका वर्गीकरण तथा वेतन मैट्रिक्स में वेतन स्तर के साथ संबद्ध इन विनियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में यथाविनिर्दिष्ट होंगे।
3. भर्ती पद्धति, आयु सीमा तथा योग्यताएं इत्यादिः-उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं तथा उससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम 5 से 13 में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- कोई भी व्यक्ति
(क) जिसने किसी ऐसे व्यक्ति से विवाह किया है जिसका जीवित पति/पत्नी है; या
(ख) जिसने जीवित पत्नी/पति के रहते हुए किसी अन्य व्यक्ति के साथ विवाह किया है,
वह उक्त पद पर नियुक्ति के लिये अयोग्य होगा :
उपबंध है कि सरकार यदि इस बात से संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति या अन्य पार्टी पर लागू व्यक्तिगत कानून के अन्तर्गत अनुमति योग्य है तथा ऐसा करने के अन्य आधार हैं तब किसी व्यक्ति को इस नियम के प्रचालन से छूट प्रदान की जा सकती है।
5. छूट प्रदान करने की शक्ति :-जहां सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है तो वह आदेश द्वारा तथा कारणों को लिखित में अभिलेखबद्ध करते हुए व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन विनियमों के उपबंधों से छूट प्रदान कर सकती है।
6. बचाव :-इस विनियम में कोई भी बात इस संबंध में केन्द्र सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, भूतपूर्व सैनिक तथा व्यक्तियों के अन्य विशेष वर्गों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट एवं अन्य रियायतों पर प्रभाव नहीं डालेगी।

No. F. 21(81)/RR/TRG.ADMN./WSA-SA/DTTE/2017/354.—In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Government notification No. F.4(62)/58-R&S dated the 01st January, 1960, relating to recruitment rules to the posts of Workshop Attendant/Store Attendant except as respects things done or omitted to be done before such supersession, the Lt. Governor, National Capital Territory of Delhi is pleased to make rules regulating the method of recruitment to the post of Store Attendant of the Industrial Training Institutes in the Department of Training and Technical Education, Government of National Capital Territory of Delhi as following, namely.-
1. Short title and commencement.- (i) These rules may be called the Store Attendant, Recruitment Rules, 2019.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of post, its classification and level in pay matrix.- The number of said posts, their classification and level in pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in the columns 5 to 13 of the said Schedule.
4. Disqualifications.- No Person,-
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for the appointment to the said posts:
