सं.फा. 6(72)/एसबी/डीटीटीई/2015/आरआर/861.-गृह मंत्रालय, भारत सरकार की दिनांक 24 सितम्बर, 1968 की अधिसूचना सं.फा. 24/78/68-डीएच(एस) के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, संघ लोक सेवा आयोग के पूर्व अनुमोदन से प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अन्तर्गत डिग्री स्तरीय महाविद्यालयों में 'ड्राफ्टसमैन (सीएडी)' के पद पर भर्ती पद्धति के संबंध में निम्नलिखित भर्ती नियम बनाते हैंः अर्थात्
1. संक्षिप्त शीर्षक तथा प्रारंभ :- (1) इन नियमों को 'ड्राफ्टसमैन (सीएडी)' को भर्ती नियमावली, 2019 कहा जाये। (2) ये शासकीय राजपत्र में उनके प्रकाशन की तिथि से प्रभावी होंगे।
2. पदों की संख्या, वर्गीकरण एवं वेतन मैट्रिक्स में स्तर :- उक्त पदों की संख्या, इसका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर के साथ संबद्ध इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3. भर्ती पद्धति, आयु सीमा तथा अन्य योग्यताएं ः- उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं तथा उससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- कोई भी व्यक्ति
(क) जिसने किसी ऐसे व्यक्ति से विवाह किया है जिसका जीवित पति/पत्नी है; या
(ख) जिसने जीवित पत्नी/पति के रहते हुए किसी अन्य व्यक्ति के साथ विवाह किया है,
वह उक्त पद पर नियुक्ति के लिये अयोग्य होगा :

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] उपबंध है कि सरकार यदि इस बात से संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति या अन्य पार्टी पर लागू व्यक्तिगत कानून के अन्तर्गत अनुमति योग्य है तथा ऐसा करने के अन्य आधार हैं तब किसी व्यक्ति को इस नियम के प्रचालन से छूट प्रदान की जा सकती है।
5. छूट प्रदान करने की शक्ति :- जहां सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है तो वह आदेश द्वारा तथा कारणों को लिखित में अभिलेखबद्ध करते हुए तथा संघ लोक सेवा आयोग के साथ परामर्श से तथा सरकार के पूर्व अनुमोदन से व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन विनियमों के उपबंधों से छूट प्रदान कर सकती है।
6. बचाव :- इस विनियम में कोई भी बात इस संबंध में केन्द्र सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति तथा व्यक्तियों के अन्य विशेष वर्गों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट एवं अन्य रियायतों पर प्रभाव नहीं डालेगी।

| 7. | सीधी भर्ती वाले उम्मीदवारों से अपेक्षित शैक्षिक तथा अन्य योग्यताएॅं | ः | अनिवार्य :- (1) किसी मान्यता प्राप्त संस्थान/विश्वविद्यालय से सीविल इंजिनियरिंग/मकैनिकल इंजिनियरिंग/प्रोडक्शन इंजिनियरिंग/ आटोमोबाइल इंजिनियरिंग में तीन वर्षीय डिप्लोमा । (2) केन्द्र सरकार/राज्य सरकार के विभाग/संघ राज्य क्षेत्र/ सांविधिक या/स्वायत्त निकाय/मान्यता प्राप्त विश्वविद्यालय/ संस्थान/सूचीबद्ध* निजी संगठन से आटो सीएडी साफ्टवेयर पर कम से कम छः माह का अनुभव सहित संबंधित क्षेत्र में ड्राफ्टसमैन के रूप मे दो वर्ष का अनुभव ं (* सूूचीबद्ध निजी क्षेत्र संगठनों का अभिप्राय है ऐसे कॉरपोरेट संस्थाओं से है जो देश के मान्यता प्राप्त स्टॉक एक्सचेंज के साथ सूचीबद्ध हैं या ऐसी कंपनियां जिनके शेयर लोगों के पास हैं) ट ीप-1ः अन्यथा सुयोग्य उम्मीदवारों के मामले मे लिखित में ं कारणों को अभिलेखबद्ध करते हुए योग्यताएं सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। टीप-2ः यदि चयन की किसी अवस्था में सक्षम प्राधिकारी के अभिमत से अनुसूचित जाति/जनजातियों के लिए आरक्षित रिक्त पदों को भरने के लिए अपेक्षित अनुभव रखने वाले इन जातियो के उम्मीदवारों के पर्याप्त संख्या ं म मिलने की संभावना नहीं है, तो अनुभव संबंधी ं े योग्यताएं कारणो को अभिलेखबद्ध करते हुए सक्षम ं प्राधिकारी के विवेक पर शिथिलनीय है। |

| 11. | यदि पदोन्नति / प्रतिनियुक्ति / समावेशन द्वारा भर्ती होनी हो तो ग्र ड जिनसे पदोन्नति / े प्रतिनियुक्ति / समावेशन किया जाना है | ः | प्रतिनियुक्ति द्वारा (अल्पकालिक संविदा सहित ) केन्द्रीय / राज्य सरकार / संघ राज्य प्रशासन / स्वायत्त संगठन / विश्वविद्यालय / मान्यता प्राप्त अनुसंधान संस्थान / सार्वजनिक क्षेत्र के उपक्रम / सांवधिक संगठन के निम्नलिखित अधिकारी :- (क) (1) मूल संवर्ग / विभाग में नियमित आधार पर समरूप पदधारण करने वाले; अथवा (2) वेतन मैट्रिक्स में स्तर - 5 (29200 - 92300/- रुपये) के पदों में नियमित आधार पर नियुक्ति के उपरांत ग्रेेड में छः वर्ष की सेवा सहित, अथवा मूल संवर्ग या विभाग में समकक्ष; तथा (ख) सीधी भर्ती के लिये निर्धारित शैक्षिक योग्यताएँ एवं अनुभव रखने वाले नोट ः भरक श्रेणी के विभागीय अधिकारी जो कि पदोन्नति की सीधी श्रृंखंला में है वे प्रतिनियुक्ति पर नियुक्ति हेतु विचारणीय नहीं होंगे। इसी तरह, प्रतिनियुक्ति वाले भी पदोन्नति द्वारा नियुक्ति हेतु विचारणीय नहीं होंगी। (केन्द्रीय सरकार के उसी या किसी अन्य संगठन / विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद में प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि भी सम्मिलित है, यह सामान्यतः तीन वषो से अधिक नहीं होगी। र् ं प्रतिनियुक्ति (अल्पकालिक संविदा सहित) पर स्थानान्तरण द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होंगी। |

NOTIFICATION
Delhi, the 24th May, 2019
No.F6(72)/SB/DTTE/2015/RR/861.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home Affairs notification No. F24/78/68-DH (S) dated 24th September, 1968, the Lt. Governor of National Capital Territory of Delhi, with the prior approval of the Union Public Service Commission is pleased to frame the following recruitment rules, regarding the method of recruitment to the post of "Draftsman (CAD)" in Degree Level Colleges under the Department of Training and Technical Education, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement :- (i) These rules may be called the "Draftsman (CAD)", Recruitment Rules, 2019.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay Matrix :- The number of posts, their classification and Level in Pay Matrix attached thereto shall be specified in column (2) to (4) of the Schedule attached thereto.
3. Method of Recruitment, Age limit and other qualification :- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.

(a) Who has entered or contracted marriage with the person having a spouse living or
(b) Who having a spouse living, has entered into or contracted marriage with any person;
shall be eligible for appointment to any of the said post.
Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.
5. Power to relax :- Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reason to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of person.
6. Saving :- Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled Castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.
