ंसं. फा. 2/9/2011/टीई/एडी/652.—गृह मंत्रालय, भारत सरकार की दिनांक 24 सितम्बर, 1968 की अधिसूचना सं0फा0 24/78/68-डीएच(एस) के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा दिनांक 17 नवम्बर, 1995 की अधिसूचना सं0 फा0 5/94/94/टीई/एडी/27601 के अधिक्रमण में, ऐसे अधिक्रमण से पूर्ण की गई या किए जाने के लिए हटाये जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल , संघ लोक सेवा आयोग के पूर्व अनुमोदन से प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अन्तर्गत व्याख्याता (पुस्तकालय एवं सूचना विज्ञान) के पद की भर्ती प़द्धति के संबंध में निम्नलिखित भर्ती नियम बनाते है, अर्थात्।
1. संक्षिप्त शीर्षक एवं प्रारंभ :-(1) इन नियमों को प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में व्याख्याता (पुस्तकालय एवं सूचना विज्ञान) के पद हेतु भर्ती (भर्ती) नियम, 2018 कहा जायेगा।
(2) येेे शासकीय राजपत्र में अपनी प्रकाशन की तिथि से लागू होंगे।
2. पदों की संख्या, वर्गीकरण तथा वेतनमान ः- उक्त पदों की संख्या, इनका वर्गीकरण तथा इनसे सम्बद्ध वेतन समूह शैक्षिक ग्रेड एवं संलग्न वेतनमान इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे। 3. भर्ती पद्धति, आयु-सीमा तथा अन्य योग्यता :- उक्त पदों की भर्ती पद्धति, आयु-सीमा, योग्यताएं एवं इनसे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- ऐसा कोई भी व्यक्ति

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] (क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है; या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा;
शर्त यह है कि यदि प्रशिक्षण एवं तकनीकी शिक्षा विभाग संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत्त है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकती है।
5. शिथिल करने की शक्ति ः-जहां राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को अभिलिखित करते हुए संघ लोक सेवा आयोग के परामर्श से आदेश द्वारा व्यक्तियों की किसी श्रेणी के सम्बंध में इन नियमों के उपबंध में से किसी भी उपबंध को शिथिल कर सकती है।
6. बचावः- इन नियमों की किसी भी बात का केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों और अनुसूचित जनजातियों और अन्य विनिर्दिष्ट वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

NOTIFICATION
Delhi, the 3rd July, 2019
F.No. F.2/9/2011/TE/AD/652:—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home affairs notification No. F24/78/68-DH (S) dated the 24th September, 1968 and in supersession of notification No. F.5/94/94/TE/AD/27601 dated the 17th November, 1995 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, with the prior approval of the Union Public Service Commission, is pleased to amend the following recruitment rules, regarding the method of recruitment to the post of Lecturer, Library and Information Sciences under the Department of Training and Technical Education, Government of National Capital Territory of Delhi, namely:
1. Short title and commencement:- (1) These rules may be called the Lecturer, Library and Information Sciences in Department of Training and Technical Education, Government of National Capital Territory Delhi (Recruitment) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and scale of pay: - The number of posts, their classification and the scale of pay attached thereto, shall be as specified in Column No. (2) to (4) of the Schedule attached thereto.
3. Method of Recruitment, Age limit and other qualification: - The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in Column No. (5) to (13) of the said Schedule.

(b) Who having a spouse living, has entered into or contracted marriage with any person;
shall be eligible for appointment to any of the said posts.
Provided that Department of Training and Technical Education may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.
5. Power to relax:-Whether the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and consultation with Union Public Service Commission, relax any of the provision of these Rules with respect to any class or category of person.
6. Saving:-Nothing in these rules shall affect reservations and other concessions required to be provided for the scheduled castes and scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.
