एफ. सं. 13/7/2012/एचपी-1/स्थापना/3586 से 3591.—दिल्ली पुलिस अधिनियम, 1978 की धारा 5(ख) के साथ पठित धारा 147 की उप-धारा (2) के खंड (क) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, दिल्ली पुलिस (सेवा की सामान्य शर्तें) नियमावली, 1980 में आगे संशोधन करते हुए, निम्नलिखित नियम बनाते हैं, अर्थात :-
1. संक्षिप्त शीर्षक एवं प्रारंभ.-(1) ये नियम दिल्ली पुलिस (सेवा की सामान्य शर्तें) (संशोधन) नियमावली-2019 कहे जायेंगे।
(2) ये दिल्ली राजपत्र में उनके प्रकाशन की तिथि से प्रभावी होंगे।
2. नियम 7 का संशोधन.—दिल्ली पुलिस (सेवा की सामान्य शर्तें) नियमावली, 2012 के वर्तमान नियम-7 के स्थान पर निम्नलिखित को सन्निविष्ट/प्रतिस्थापित किया जाएगा, अर्थात :-
"पुरस्कार-7(1) आयुक्त पुलिस, विशेष आयुक्त पुलिस, संयुक्त आयुक्त पुलिस, अपर आयुक्त पुलिस, उपायुक्त पुलिस, अपर उपायुक्त पुलिस आम आदमी या पुलिस कर्मी को प्रत्येक के सामने नीचे उनके पद के सामने अंकित सीमा तक के पुरस्कार प्रदान कर सकते हैं :-
| क | आयुक्त पुलिस | प्रशस्ति रोल | असाधारण कार्यों की वरीयता के लिए बजट की सीमा तक नकद पुरस्कार |
| ख | विशेष आयुक्त पुलिस | प्रशस्ति प्रमाण पत्र | ऐसे विशेष योग्यता के कायो के लिए प्रत्येक मामले में 20,000/-रुपये र् ं नगद पुरस्कार जिन पर उच्च स्तर का ऐसा सम्मान दिया जाना चाहिए जिसे देने के लिए संयुक्त आयुक्त पुलिस सक्षम नहीं है। |

| ङ | उपायुक्त पुलिस/ अपर उपायुक्त पुलिस | प्रशस्ति पत्र श्रेणी-I व II | अच्छे कार्य के लिए विषेष उदाहरण के सम्मान या अपराध की जांच या बचाव करने में पुलिस की सहायता की हो, कानून एवं व्यवस्था या अन्य प्रशासनिक मामलो में सहयोग किया हो, ऐसे प्रत्येक मामले में ं 2,000/-रु. तक नकद पुरस्कार |
(2) उपरोक्त नियम-7 (1) के अन्तर्गत आयुक्त पुलिस, विशेष आयुक्त पुलिस, संयुक्त आयुक्त पुलिस, अपर आयुक्त पुलिस, उपायुक्त पुलिस, अपर उपायुक्त पुलिस पुरस्कार स्वीकृत करने की अपनी सक्षमतानुसार आम जनता द्वारा अर्पित किए जाने वाले पुरस्कार को स्वीकार कर सकते हैं व बांट सकते हैं।
(3) नियम- 1 द्वारा प्रदत्त शर्तानुसार पुरस्कार केवल ऐसे व्यक्ति को दिया जा सकता है, जो पुलिस अधिकारी नहीं हो और उसने पुलिस के कार्यकलापों या अन्य प्रशासनिक मामलों में पुलिस की किसी भी शाखा में कोई महत्वपूर्ण सूचना दी हो। (4) उपरोक्त नियम-7 (1) के अन्तर्गत आयुक्त पुलिस, विशेष आयुक्त पुलिस, संयुक्त आयुक्त पुलिस, अपर आयुक्त पुलिस, उपायुक्त पुलिस, अपर उपायुक्त पुलिस उन पुलिसकर्मियों/आम आदमी के लिए उचित पुरस्कार स्वीकृत कर सकते हैं जिन्होंने महिलाओं के विरूद्ध हिंसा रोकने में महत्वपूर्ण योगदान दिया है

NOTIFICATION
Delhi, the 11th September, 2019
F. No. F.13/7/2012/HP-1/ESTT./3586 to 3591.—In exercise of the powers conferred by clause (a) of sub-section (2) of Section 147, read with section 5 (b) of the Delhi Police Act, 1978, the Lieutenant Governor of the National Capital Territory of Delhi, is pleased to make the following Rules further to amend the Delhi Police (General Conditions of Services) Rules 1980, namely:
| 1. | Short title and Commencement | (1) | These Rules shall be called the Delhi Police (General Conditions of Services) (Amendment) Rules, 2019. |
| (2) | They shall come into force with effect from the date of their publication in the Delhi Gazette. | ||
| 2. | Amendment of Rule-7 | In the Delhi Police (General Conditions of Services) (Amendment) Rules, 2012 for existing Rule-7, the following shall be inserted/substituted namely: |
"Rewards-7 (1) The Commissioner of Police, Special Commissioner of Police, Joint Commissioner of Police, Additional Commissioner of Police, Deputy Commissioner of Police, Additional Deputy Commissioner of Police may sanction rewards to the Public or Police, up to the limits noted against each here under:
| a. | Commissioner of Police | Commendation Roll | Cash reward up to budget limit for actions of outstanding merit. |
| b. | Special Commissioner of Police | Commendation Certificate | Cash reward up to Rs. 20,000/- in each case, for action of such special merit as to deserve a higher form of recognition than a Joint Commissioner of Police is empowered to give. |
| c. | Joint Commissioner of Police | Commendation Certificate | Cash reward up to Rs. 10,000/- in each case, for action of such special merit as to deserve a higher form of recognition than an Additional Commissioner of Police is empowered to give. |
| d. | Additional Commissioner of Police | Commendation Certificate | Cash reward up to Rs. 4,000/- in each case, for action of such special merit as to deserve a higher form of recognition than a Deputy/Addl. Deputy Commissioner of Police is empowered to give. |
| e. | Deputy Commissioner of Police/Additional Deputy Commissioner of Police | Commendation Card Class-I & II | Cash reward up to Rs. 2,000/- in each case in recognition of specific instances of good work or assistance to Police in connection with the prevention or detection of Crime, the preservation of law and order or in other administrative matters. |
(2) The Commissioner of Police, Special Commissioner of Police, Joint Commissioner of Police, Additional Commissioner of Police, Deputy Commissioner of Police, Additional Deputy Commissioner of Police may accept and disburse rewards, offered by the Public to the extent up to which they are themselves empowered to sanction rewards, under rule 7 (1) above.
(3) Subject to the limits imposed by Rule-7 (1), rewards may be given to persons, who are not Police Officer, for assistance or information of special merit, given to the Police in any branch of Police activity or in other administrative matters.
(4) The Commissioner of Police, Special Commissioner of Police, Joint Commissioner of Police, Additional Commissioner of Police, Deputy Commissioner of Police, Additional Deputy Commissioner of Police may sanction suitable reward to those Police personnel/Public, who have made a significant contribution to addressing violence against women, under rule 7 (1) above.
