फा. सं. 531/आरटी/एमएएमसी-एलएनएच/2010-11/सीडी 000156655/1438.—गृह मंत्रालय, भारत सरकार की दिनांक 24 सितम्बर, 1968 की अधिसूचना सं. एस.ओ. 3532 के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, सघ लोक सेवा आयोग के परामर्श से स्वास्थ्य व परिवार कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में सहायक प्रोफेसर गैर चिकित्सा (रेडिएशन फिजिक्स) के पद के लिये निम्नलिखित भर्ती नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त शीर्षक एवं प्रारंभ ः- (क) इन नियमों को सहायक प्रोफेसर गैर चिकित्सा (रेडिएशन फिजिक्स) भर्ती नियमावली, 2019 कहा जाए।
(ख) ये दिल्ली राजपत्र में उनके प्रकाशन की तारीख से लागू समझे जाएंगे।
2. पदों की संख्या, वर्गीकरण एवं वेतन मैट्रिक्स में स्तर :- उक्त पदों की संख्या, इसका वर्गीकरण तथा उसके साथ संलग्न वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में यथाविनिर्दिष्ट होंगे। 3. भर्ती पद्धति, आयु सीमा, योग्यता इत्यादि :- उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यता तथा उससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम 5 से 13 में यथाविनिर्दिष्ट होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 4. अयोग्यता :- कोई भी व्यक्ति, (क) जिसने किसी ऐसे व्यक्ति से विवाह किया है जिसका जीवित पति/पत्नी है; या (ख) जिसने जीवित पत्नी/पति के रहते हुए किसी अन्य व्यक्ति के साथ विवाह किया है, वह उक्त पद पर नियुक्ति के लिये अयोग्य होगा :
उपबंध है कि सरकार यदि इस बात से संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति या अन्य पार्टी पर लागू व्यक्तिगत कानून के अन्तर्गत अनुमति योग्य है तथा ऐसा करने के अन्य आधार हैं तब किसी व्यक्ति को इस नियम के प्रचालन से छूट प्रदान की जा सकती है।
5. षिथिल करने की षक्ति ः-जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को अभिलिखित करते हुए संघ लोक सेवा आयोग के परामर्श से आदेश द्वारा व्यक्तियों/पदों को किसी श्रेणी या वर्ग के संबंध में इन नियमों के उपबंध में से किसी को भी शिथिल कर सकेंगे।
6. बचावः- इन नियमों की किसी भी बात का सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों और अनुसूचित जनजातियों तथा अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण, अपेक्षित आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| 7. | सीधी भर्ती वाले उम्मीदवारों से अपेक्षित शैक्षिक तथा अन्य योग्यताएँ | ः | (i) मान्यता प्राप्त विश्वविद्यालय से भौतिकी में एम.एस.सी. और रेडियोलॉजिकल फिजिक्स एवं एडवाइजरी डिवीजन, भाभा एटॉमिक रिसर्च सेन्टर, मुम्बई से एक वर्ष का डिप्लोमा या मान्यता प्राप्त विश्वविद्यालय स े भौतिकी चिकित्सा म े ं एम.एस.सी.। (ii) अपेक्षित योग्यता प्राप्त करने के पश्चात एमडी रेडियोथैरेपी विद्यार्थियों को तीन वर्षो का अध्यापन अनुभव ं ट ीप-1 अन्यथा सुयोग्य उम्मीदवारों के मामले में योग्यताएं स घ लोक सेवा आयोग के विवेक पर शिथिलनीय है। ं ट ीप-2 यदि चयन की किसी अवस्था में संघ लोक सेवा आयोग के अभिमत से अनुसूचित जाति/जनजातियों के लिए आरक्षित रिक्त पदों को भरने के लिए अपेक्षित अनुभव रखने |

Delhi, the 17th September, 2019
F. No. 531/RT/MAMC-LNH/2010-11 CD000156655/1438.—In exercise of the powers conferred by the provision to Article 309 of the Constitution read with the Government of India, Ministry of Home affair's notification number S.O. 3532 dated the 24th September, 1968, the Lt. Governor of the National Capital Territory of Delhi in consultation with the Union Public Service Commission is pleased to make the following recruitment rules to the post of Assistant Professor Non Medical (Radiation Physics) in the Department of Health and Family Welfare, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement – (i) These rules may be called Assistant Professor Non Medical (Radiation Physics) Recruitment Rules, 2019.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and level in Pay matrix -- The number of the said post, its classification and level in pay matrix, shall be as specified in columns 2 to 4 of the Schedule annexed to the these rules.
3. Method of recruitment, age limit, qualification etc. -- The method of recruitment to the said post and age limit, qualification and other matter connected therewith shall be as specified in columns 5 to 13 of the said Schedule.
4. Disqualifications -- No person,
(a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living has entered into or contracted a marriage with a person;
Shall be eligible for appointment to the said post:
Provided the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax -- Where Government is of opinion that it is necessary or expedient so to do, it may be order and for reasons to be recorded in writing, relax in consultation with the Union Public Service Commission for any of the provisions of these rules with respect in any class or category of persons.
6. Saving -- Nothing in these rules shall effect reservations, relaxation of age limit and other concessions required to be Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the order issued by the Government from time to time in this regard.
