la0Qk0% Mhihlhlh@¼10½¼10 ----@,y,th 18@[kaM&1@2019@6159-&ध्वनि प्रदूषण (विनियमन और नियंत्रण) नियमावली, 2000 के नियम 2 के खंड (ग) के साथ पठित नियम 3 के उप-नियम (3) तथा नियम 5 के उप-नियम (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए माननीय मंत्री (पर्यावरण एवं वन विभाग), राष्ट्रीय राजधानी क्षेत्र दिल्ली एतद्द्वारा, ध्वनि के खतरे से बचने हेतु ध्वनि प्रदूषण के सभी पहलुओं को जीवन की गुणवत्ता के मापदण्ड के रूप में विचार करने के लिए और ध्वनि के संबंध में परिवेशी वायु गुणवत्ता मानकों को बनाए रखने के उद्देश्य को प्राप्त करने के लिए, जिला मजिस्ट्रेट, पुलिस आयुक्त या किसी अन्य अधिकारी को जो उप-पुलिस अधीक्षक के रैंक से कम न हो, और संबंधित स्थानीय निकायों के अन्य अधिकारी को पदनामित करते हैं।
उपरोक्त प्राधिकारी यह भी सुनिश्चित करने के लिए बाध्य हैं कि, संपूर्ण राष्ट्रीय राजधानी क्षेत्र दिल्ली में कोई भी ऑडियो सिस्टम या सार्वजनिक संबोधन प्रणाली को किसी भी सरकारी या गैर-सरकारी समारोह में साउंड लिमिटर फिट किए बिना ना ही दिया जाए/ना ही लगाया जाए। इसके अलावा कोई भी निर्माता/डीलर/दुकानदार/कोई भी एजेंसी जो सार्वजनिक संबोधन प्रणाली आदि देती है/व्यक्ति, सांउड लिमिटर बिना सांउड सिस्टम को ना ही बेचेगा/खरीदेगा/आपूर्ति करेगा/उपयोग करेगा। यह माननीय मंत्री (पर्यावरण एवं वन) की अनुमति से जारी है।

F.No. DPCC/(10)(10…./Leg 18/Vol -I/2019/6159.—In exercise of the powers conferred by sub-rule(3) of rule 3 and sub-rule (3) of rule 5 read with clause (c ) of rule 2 of the Noise Pollution (Regulation and Control) Rules, 2000, the Hon'ble Minister (Department of Environment and Forest), National Capital Territory of Delhi is pleased to designate the District Magistrate, Police Commissioner or any other officer not below the rank of the Deputy Superintendent of Police and other officer of the concerned Local Bodies to take into consideration all aspects of noise pollution as a parameter of quality of life to avoid noise menace and to achieve the objective of maintaining the ambient air quality standards in respect of noise.
The above authorities are also under obligation to ensure that no audio system or public address system shall be let out / installed without being fitted with Sound limiter in any Government or non-Government function in the whole of National Capital Territory of Delhi. Further no Sound System should be sold/ purchased / supplied / used by any manufacturer / dealer / shopkeeper/ any agency who lets out the Public Address System etc./ individual without having sound limiter in it.
This issues with approval of Hon'ble Minister (Environment and Forest).
