विश्वविद्यालय के स्नातक और स्नातकोत्तर पाठ्यक्रम के लिए अध्यादेश
अध्यादेश-द्वितीय फा. सं. 220(52)/2020/Estt./NSUT/110 ः 29 जून 2020.-नेताजी सुभाष प्रौद्योगिकी विश्वविद्यालय अधिनियम, 2017 (दिल्ली अधिनियम-06, 2018) की धारा 23 की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए नेताजी सुभाष प्रौद्योगिकी विश्वविद्यालय का प्रबंधन मंडल निम्नलिखित अध्यादेश बनाता है तथा यह अध्यादेश शैक्षिक सत्र 2019-2020 से नेताजी सुभाष प्रौद्योगिकी विश्वविद्यालय के सभी स्नातक/स्नातकोार पाठ्यक्रमों (उन पाठ्यक्रमों को छोड़कर जिनके लिए पृथक अध्यादेश अधिसूचित किया गया हो), पर लागू होगा।
1. परिभाषाएं :
1.1. शैक्षिक वर्ष का अर्थ होगा करीब 12 महीने की अवधि, जो पाठ्यक्रमों और मूल्यांकन कार्यक्रम में निर्दिष्ट अपेक्षाएं पूरी करने के लिए समर्पित हो।

(1)[PART IV DELHI GAZETTE : EXTRAORDINARY 2 1.2. शैक्षिक पाठ्यक्रम का अर्थ होगा पाठ्यक्रमों की एक रूपरेखा और/या कोई अन्य घटक जिसकी परिणति स्नातक/स्नातकोत्तर डिग्री प्रदान किए जाने के रूप में हो।
1.3. प्रबंधन मंडल का अर्थ होगा विश्वविद्यालय का प्रबंधन मंडल।
1.4. बोर्ड ऑफ स्टडीज (बीओएस) का अर्थ होगा पाठ्यक्रम प्रस्तावित करने वाले संबंधित विभाग का अध्ययन बोर्ड।
1.5. सीजीपीए का अर्थ होगा कम्युलेटिव ग्रेड प्वाइंट ऐवरेज (यानी संचयी ग्रेड प्वा्इंट औसत) ।
1.6. परीक्षा नियंत्रक (सीओई) का अर्थ होगा विश्वविद्यालय का परीक्षा नियंत्रक।
1.7. पाठ्यक्रम का अर्थ होगा शैक्षणिक कार्यक्रम का एक घटक, जिसे एक विशिष्ट कोड संख्या और विशिष्ट क्रेडिट दिया जाएगा।
1.8. विनियमों का अर्थ होगा विश्वविद्यालय के विभिन्न स्नातक और स्नातकोत्तर पाठ्यक्रमों में विद्यार्थियों के प्रवेश, शिक्षण और मूल्यांकन तथा अन्य संबंधित मुद्दों के समग्र संचालन के लिए सीनेट द्वारा अनुशंसित और प्रबंधन बोर्ड द्वारा अनुमोदित विनियम।
1.9 सीनेट का अर्थ होगा विश्वविद्यालय की सीनेट।
1.10. विद्यार्थी का अर्थ होगा किसी ऐसे शैक्षणिक कार्यक्रम में शामिल होने वाला उम्मीदवार जिसके लिए यह अध्यादेश लागू है।
1.11. विश्वविद्यालय का अर्थ होगा नेताजी सुभाष प्रौद्योगिकी विश्वविद्यालय।
2. शैक्षणिक कार्यक्रम : विश्वविद्यालय द्वारा प्रस्तावित सभी स्नातक और स्नातकोत्तर पाठ्यक्रमों के विनियम होंगे, जो प्रबंधन मंडल द्वारा अनुशंसित और अनुमोदित होंगे।
3. प्रवेशः अध्ययन के प्रत्येक पाठ्यक्रम में प्रवेश संबंधित विनियमों द्वारा शासित होगा।
4. शुल्कः विश्वविद्यालय विभिन्न कार्यक्रमों के लिए प्रयोज्य शुल्क अधिसूचित करेगा। विद्यार्थियों को शुल्क का भुगतान अधिसूचित अनुसार करना होगा।
5. पाठ्यक्रम की पाठयचर्या, अवधि, संरचना और अध्ययन बीच में ही छोड़ देना : सभी पाठ्यक्रमों के इन पहलुओं का निपटारा तत्संबंधी विनियमों के अनुसार किया जाएगा।
6. शैक्षणिक कैलेंडरः स्नातक और स्नातकोत्तर कार्यक्रमों के शैक्षणिक सत्र संबंधित शैक्षणिक कैलेंडर द्वारा शासित होंगे। 7. उपस्थिति और रोकना : विद्यार्थी विनियमों में निर्धारित अनुसार पंजी—त पाठ्यक्रमों में आवश्यक उपस्थिति बनाए रखेंगे। ऐसा करने में विफल रहने वाले विद्यार्थियों को पाठ्यक्रम से रोका जा सकता है।
8. पाठ्यक्रम उत्तीर्ण करना और प्रोत्साहन पाना : पाठ्यक्रम उत्तीर्ण करने, प्रोन्नति पाने, ग्रेड और श्रेणी हासिल करने के लिए मानदंड संबंधित पाठ्यक्रम(ों) पर लागू निर्दिष्ट विनियमों के अनुसार होंगे।
9. मूल्यांकन, आंकलन, ग्रेडिंग और परीक्षाः परीक्षा के लिए सुपरिभाषित प्रक्रिया अपनायी जायेगी। मूल्यांकन, आंकलन और ग्रेडिंग विनियमों के अनुसार किया जाएगा। परीक्षाएं परीक्षा-नियंत्रक द्वारा अधिसूचित दिशानिर्देशों के अनुसार संचालित की जाएंगी।
विश्वविद्यालय की परीक्षाएं संबद्ध विनियमों में निर्धारित अवधि के लिए विश्वविद्यालय के विद्यार्थियों के लिए खुली होंगी। सीनेट किसी भी निर्दिष्ट शैक्षणिक कार्यक्रम के लिए किसी अन्य श्रेणी के उम्मीदवारों को विश्वविद्यालय की परीक्षा देने की अनुमति दे सकती है, परन्तु, उन्हें सीनेट द्वारा समय-समय पर निर्धारित की जाने वाली शर्तें पूरी करनी होंगी। 10. विद्यार्थियों की शिकायतेंः विश्वविद्यालय विद्यार्थियों की विभिन्न शिकायतों को दूर करने के लिए उचित उपाय करेगा। 11. परिणाम, डिग्री और पदक प्रदान करना : विश्वविद्यालय की सभी परीक्षाओं के परिणाम सेमेस्टर पूरा होने पर परीक्षा नियंत्रक द्वारा घोषित किए जाएंगे। विनियमों में निर्धारित उपाधियां और पदकों से सम्मानित किया जाएगा।
12. पाठ्यक्रम उन्नयनः संबंधित पाठ्ययक्रम के विषय क्षेत्रों में प्रगति के साथ तालमेल बनाए रखने के लिए पाठ्यक्रम को समय-समय पर और आवश्यकतानुसार अद्यतन किया जाएगा।
13. ने.सु.प्रौ.सं. (दिल्ली विश्वविद्यालय) से प्रवासन : ने.सु.प्रौ.सं. दिल्ली विश्वविद्यालय, से प्रवासन की अनुमति ईयर-बैक पाए विद्यार्थियों को दी जाएगी और विश्वविद्यालय के मानदंडों के अनुसार उसका क्रेडिट हस्तांतरित किया जाएगा। किसी अन्य विश्वविद्यालय से प्रवासन की अनुमति नहीं होगी।
14. विद्यार्थी विनिमय कार्यक्रमः ऐसे संगठनों से क्रेडिट हस्तांतरण, जिनके विश्वविद्यालय का एनएसयूटी के साथ समझौता ज्ञापन है, की अनुमति विश्वविद्यालय के नियमों के अनुसार दी जाएगी।
15. यदि किसी वैधानिक विनियमन निकाय द्वारा कोई विनियम जारी किया जाता है, और वह इस अध्यादेश के प्रावधानों से भिन्न है, तो ऐसी स्थिति में अध्यादेश में संशोधन लंबित रहते, वैधानिक नियामक निकाय का विनियम लागू होगा।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 16. इस अध्यादेश में किसी बात के होते हुए भी, कोई अप्रत्याशित मुद्दा उत्पन्न होने, जो इस अध्यादेश में कवर न किया गया हो, अथवा किसी मुद्दे की व्याख्या में मतभेद होने की स्थिति में, कुलपति कोई निर्णय ले सकते हैं।

ORDINANCE FOR UNDERGRADUATE AND POST-GRADUATE
PROGRAMMES OF THE UNIVERSITY
ORDINANCE-II
F.No. 220(52)/2020/ESTT/NSUT/110 dated :29th June 2020.—The following Ordinance is made by the Board of Management of Netaji Subhas University of Technology in exercise of the powers conferred by sub-section (1) of the section 23 of the Delhi Netaji Subhas University of Technology Act, 2017 (Delhi Act 6 of 2018), It shall apply to all programmes leading to all Bachelor's/ Master's degrees of Netaji Subhas University of Technology (other than those programmes for which a separate Ordinance may be notified) from Academic Session 2019-2020.
1. Definitions:
1.1. An Academic Year shall mean a period of nearly twelve months devoted to completion of requirements specified in the Scheme of Courses and Evaluation.
1.2. Academic Programme shall mean a programme of courses and/or any other component leading to a Bachelor's/Master's degree.
1.3. Board of Management (BoM) shall mean the Board of Management of the University.
1.4. Board of Studies (BoS) shall mean the Board of Studies of the Department concerned, offering the programme.
1.5. CGPA shall mean Cumulative Grade Point Average.
1.6. Controller of Examinations (CoE) shall mean the Controller of Examinations of the University.
1.7. Course shall mean a component of the academic programme, carrying a distinctive code number and specific credits assigned to it.
1.8. Regulations shall mean the Regulations made for overall governance of admission, teaching and evaluation of the students and all other related issues, in the various undergraduate and post-graduate programmes of the University as recommended by the Senate and approved by the Board of Management.
1.9. Senate shall mean the Senate of the University.
1.10. Student shall mean a candidate admitted to any of the academic programmes, to which this Ordinance is applicable.
1.11. University shall mean Netaji Subhas University of Technology.
2. Academic Programmes: All Undergraduate and Postgraduate programmes offered by the University shall have Regulations duly recommended and approved by the Senate and the Board of Management.
3. Admissions: Admission to each programme of study shall be governed by the respective Regulations.
4. Fees: The University shall notify the applicable fees for different programmes. Students are required to make the fee payment as notified.
[PART IV DELHI GAZETTE : EXTRAORDINARY 45. Programmes curriculum, duration, structure and withdrawal: These aspects of all the programmes would be dealt with as per the concerned Regulations.
6. Academic Calendar: The academic schedule of undergraduate and postgraduate programmes shall be governed by the respective academic calendar.
7. Attendance and detention: Students shall maintain the required attendance in the registered courses as prescribed in the Regulations. Failure to do so may lead to detention.
8. Passing a Course and promotion: Criteria for Passing Courses, Promotion, Grades and Divisions would be as per the specified Regulations applicable to the concerned course(s).
9. Evaluation, Assessment, Grading and Examination: There shall be a well defined procedure for examination. The evaluation, assessment and grading shall be done as per the Regulations. Examination shall be governed by the guidelines as notified by the Controller of Examinations.
Examinations of the University shall be open to students of the University for a period as prescribed in the concerned Regulations.
The Senate may allow any other category of candidates to take the University Examinations for any specified academic programme subject to the fulfillment of such conditions as may be laid down by the Senate from time to time.
10. Students' Grievances: University shall take appropriate measures to address various students' grievances.
11. Result, Award of Degrees and Medals: The results of all the University examinations shall be declared by the CoE, on completion of the semester. Degrees and Medals shall be awarded as stipulated in the Regulations.
12. Curriculum Upgradation: The curriculum shall be updated periodically as and when considered necessary, to keep pace with the advancements in the subject areas of the concerned programme.
13. Migration from NSIT (University of Delhi) during transition period: Migration from NSIT, University of Delhi, to NSUT shall be allowed for the students having year-back and his/her credits shall be transferred as per the University norms. Migration shall not be permitted from any other University.
14. Student exchange programme: Transfer of credits from the Organizations, with which the University has an MOU to NSUT, shall be allowed as per the University rules.
15. If a regulation is issued by the statutory regulation body, and the same is at variance with the provisions of this ordinance, then the regulation of the statutory regulatory body shall prevail, pending amendment in the ordinance.
16. Notwithstanding anything stated in this Ordinance, for any unforeseen issues arising and not covered by this Ordinance or in the event of differences of interpretation, the Vice-Chancellor may take a decision.
