राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 30 जुलाई, 2020 जबकि, निदेशक, (आई.सी.ए.आर.)-राष्ट्रीय अष्व अनुसंधान केन्द्र, हिसार, गलैण्डर्स के लिए राष्ट्रीय रेफरल प्रयोगषाला द्वारा अवगत कराया गया है कि राष्ट्रीय राजधानी क्षेत्र दिल्ली के ज्वाला नगर, शाहदरा राजस्व जिलें से एक अष्व का नमूना, ग्लैण्डर्स रोग के सम्बंध में कॉम्पलीमेंट फिक्सेषन टेस्ट के द्वारा पॉजिटीव पाया गया हैं। ग्लैण्डर्स पॉजिटिव पाया गया अष्व ज्चाला नगर उपकेन्द्र पर स्थित हैंः;
और जबकि गलैण्डर्स अनुसूचित रोग है जो कि क्रमांक ११ के श्रेणी (डी) ('अष्वाें के रोग') ष् के अंतर्गत आता है;
और जबकि गलैण्डर्स पषुओं तथा मनुष्यों को प्रभावित करने वाला जूनोटिक रोग है;
की धारा ऽ की अतः अब ष् उपधारा (१) के द्वारा प्रद्त शक्तियों तथा इसके साथ ही भारत सरकार, मत्स्य पालन, पषुपालन और डेयरी मंत्रालय का प्रंत्राक संख्या K- 11053/57/2019-LH दिनांक २९.॰.२॰२॰ का प्रयोग करते हुए, अनुसूचित रोगाें से बचाव, नियंत्रण एवं उन्मूलन करने के उद्देष्य से, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के द्वारा दिल्ली के ज्वाला नगर, शाहदरा राजस्व जिलें के ॰५ किलोमीटर की परिधि के क्षेत्र जो कि नाभिक/संक्रमण का केन्द्र और/या गलैडर्स रोग की पुष्टी के मामले में संभावित महामारी से जुडी हुई कड़ी, के सम्बंध में नियंत्रित क्षेत्र घोषित करती है। पहले मामले की घटना के ॰३ सप्ताह के भीतर अधिसूचित क्षेत्र के १॰॰% अष्वों की जाँच की जानी है और अगले ॰२ 3419 DG/2020
(1)[PART IV DELHI GAZETTE : EXTRAORDINARY 2 महीनों के अन्दर २१ से ३॰ दिनों के अन्तराल में दो बार नमूनें लिये जायेंगें। अधिसूचित क्षेत्र के बाहर २५ किमी (५-२५ किमी) के दायरे तक २५% अष्वों की ॰३ महीनों मे दोबार जाँच की जायेगी। जोखिम के आकलन और अष्वों की गमनागमन के आधार पर २५ किमी क्षेत्र के बाहर शारिरिक जांच/सेरोसर्वेक्षण किया जायेगा। ज्वाला नगर, शाहदरा राजस्व जिलें के पांच किलोमीटर की परिधि के क्षेत्र, पशुपालन और डेयरी विभाग, मत्स्य पालन, पषुपालन और डेयरी मंत्रालय, भारत सरकार की कार्य योजना एवं दिषा निर्देषानुसार, सघन निगरानी में रहेंगे। दिल्ली में इस अनुसूचित रोग की घटना को संज्ञान में रखते हुए, दिल्ली के ज्चाला नगर, शाहदरा राजस्व जिलें के ॰५ किमी की परीधी से बाहर एवं बाहर से दिल्ली के ज्वाला नगर, शाहदरा राजस्वजिलें मेें, अष्व वर्ग के गमनागमन को, अंतिम पॉजिटिव अष्व की कलिंग से तीन माह की अवधि तक प्रतिबंधित किया जाता है। तीन माह पष्चात्, शारिरिक जांच एवं सीरोलोजिकल जांच के परिणामों के आधार पर सरकार अष्वाें के आगे के गमनागमन पररोक या ढील का निर्णय करेगी।
(२) दिल्ली के ज्वाला नगर, शाहदरा राजस्व जिलेें के ॰५ किमी की परीधी में आने वाले सभी अष्व सम्बंधित संस्थाओं को निर्देषित किया जाता है कि वे अपने अष्वोंं के नमूने, गलैण्डर्स रोग की जांच हेतु, आई.सी.ए.आर.-राष्ट्रीय अष्व अनुसंधान केन्द्र, हिसार को भेजना सुनिष्चित करें। भेजे गए नमूनाें के सम्बंध में तथा उनके जांच के परिणामों की जानकारी निदेषक, पषुपालन इकाई, विकास विभाग, दिल्ली सरकार को तुरंत अवगत कराएंॅ।
(३) इस सम्बंध में, पशुपाल न और डेयरी विभाग, भारत सरकार द्वारा समय-समय पर जारी किए गए दिषा निर्देषानुसार कार्यवाही की जाएगी। (४) पषुपालन इकाई विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के दिल्ली के ज्वाला नगर, शाहदरा राजस्व जिलें के ॰५ किमी की परीधी में कार्यरत सभी पषु चिकित्सा अधिकारियों को अधिकृत और निर्देषित किया जाता है कि वे गलैण्डर्स रोग की निगरानी हेतु अपने सम्बंधित क्षेत्राें में से सभी अष्व वर्ग के नमूने, संक्रमित पषुओं की कलिंग, शवका उचित निपटान, संक्रमण/बिमारी के प्रसार की रोकथाम और इसका उन्मूलन 'पषुओं के सांसर्गिक एवं संक्रामक रोगों के निवारण और नियंत्रण अधिनियम, २॰॰९ के संबंधित प्रावधान और इसके साथ समय-समय पर जारी राष्ट्रीय कार्य योजना, भारत सरकार और राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार की कार्य योजना/दिषा निर्देष के अनुसार कार्यवाही करे।
(५) सभी व्यक्ति, जो दिल्ली के ज्वाला नगर, शाहदरा राजस्व जिलें के ॰५ किमी के परीधी में अष्व वर्ग के मालिक हैं, उनको निर्देषित किया जाता है कि वे, ग्लैन्डर्स के सम्बन्ध में अपने अष्ववर्ग की जॉंच, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार की पशुपालन इकाई के निकटवर्ती पशु चिकित्सालय/डिस्पेंसरी के माध्यम से कराएं।

NOTIFICATION
Delhi, the 30th July, 2020
F.No. 31(1)AHD/2006/07/Glanders/Part III/1664-Whereas, the Director, ICAR- National Research Centre on Equines (NRCE), Hisar, the National Referral Laboratory for Glanders, has informed that one sample collected from one equine at Jwala Nagar, Shahdra Revenue District of Govt. of NCT of Delhi is found positive for Glanders by Complement Fixation Test (CFT). The equine found positive for Glanders is located at the epicentre Jwala Nagar;
And Whereas, Glanders is a Scheduled disease (item No.11 under the category of (d) ('equine diseases') under 'The Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009';
And whereas, Glanders is a zoonotic disease affecting animals and human beings;
Now, therefore, in exercise of the power conferred by sub-section (1) of section 6 of the Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009, read with Government of India, Ministry of Fisheries, Animal Husbandry and Dairying letter No. K-11053/57/2019-LH dated 29.07.2020, with the object of preventing, controlling and eradicating the scheduled disease that is affecting equines, Govt. of National Capital Territory of Delhi declares 5 Km. area around Jwala Nagar, Shahdra Revenue District, the nucleus / focus of infection and/or the possible epidemiological link to a confirmed case of Glanders, a controlled area, in respect of Glanders. Further, 100% equids of the notified area shall be screened within 3 weeks of the incidence of the first case and repeated twice within the next 2 months with samples taken 21-30 days apart. 25% equids shall be screened beyond the notified area of up to 25 km (5-25 km) twice within 3 months. Beyond 25 kms, the physical/ sero- surveillance will be taken based on the risk assessment and movement of equines. Five kilometres radius of Jwala Nagar, Shahdra District of Delhi will be intensively monitored as per the action plan and guidelines of the Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India. In view of presence of this scheduled disease in Jwala Nagar, Shahdra District of Delhi, equine movement to and from 5 Km. area around Jwala Nagar, Shahdra Revenue district of Delhi, is hereby restricted for a period of three months with[PART IV DELHI GAZETTE : EXTRAORDINARY 3 effect from the date of last culling of the positive reactor equine. After three months, based on physical examination and serological test results, further restriction or ease on the movement of equines will be decided by the Government. (2) All organizations within 5 Km. area around Jwala Nagar, Shahdra Revenue District of Delhi having equines are hereby directed to get their equines tested for Glanders from ICAR- National Research Centre on Equines, Hisar, and communicate the details of samples sent and the results so obtained, to the Director, Animal Husbandry Unit, Development Department, Government of National Capital Territory of Delhi immediately.
(3) Further action will be taken as per the National Action Plan and Guidelines issued by the Department of Animal Husbandry and Dairying, Government of India from time to time.
(4) All Veterinary Officers of Animal Husbandry Unit of Government of National Capital Territory of Delhi working in 5 Km. area around Jwala Nagar, Shahdra Revenue District of Delhi are hereby authorized and are directed to undertake measures for surveillance of the disease, collection of the test samples from all the equines in their respective areas, culling of animals found positive with the infection, proper disposal of carcass, prevention of spread of the infection/disease and its eradication as per the respective provisions of the 'The Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009' as well as per the National Action plan of Government of India and Action Plan/ Guidelines of Government of National Capital Territory of Delhi issued from time to time.
(5) All individuals owning equines in the area of 5 Km. area around Jwala Nagar, Shahdara Revenue District of Delhi must get their equines tested for Glanders, through the nearest Veterinary Hospital/Dispensary of the Animal Husbandry Unit of Government of National Capital Territory of Delhi.
