.—जबकि मोटर वाहन अधिनियम 1988 (1988 का 59) की धारा 212 की उपधारा (1) की अपेक्षानुसार दिल्ली मोटर वाहन नियमावली 1993 का पुनः संशोधन करने के लिए नियमों का प्रारूप दिनांक 07.10.2020 की अधिसूचना सं. फा़. डीसी ओप्स टीपीटी 2014 56864 के अनुसार दिल्ली राजपत्र भाग-IV असाधारण में जिस तिथि को उक्त अधिसूचना वाला दिल्ली के राजपत्र की प्रतियां जनता को उपलब्ध कराई गई थी उस तिथि से तीन दिन की अवधि बीतने से पहले इससे प्रभावित होने वाले सभी व्यक्तियों से आपत्तियां तथा सुझाव आमंत्रित करने के लिए प्रकाशित किया गया था
और जबकि, उक्त राजपत्र अधिसूचना की प्रतियां जनता को 07 अक्तूबर 2020 को उपलब्ध कराई गईं थी;
और जबकि, उक्त प्रारूप नियमावली के संबंध में जनता से कोई भी आपत्ति प्राप्त नहीं हुए हैं। और जबकि, उक्त प्रारूप नियमों के सम्बन्ध में जनता से चार (04) सुझाव प्राप्त हुए थे, जिन पर विधिवत विचार कर लिया गया है।
अब इसलिए मोटर वाहन अधिनियम 1988 (1988 का 59) की धारा 65 के साथ पठित दिल्ली मोटर वाहन नियमावली 1993 के नियम 2 (q) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, दिल्ली मोटर वाहन नियमावली 1993 का पुनः संशोधन करने के लिए निम्नलिखित नियम बनाते हैं अर्थात :-

| 1. स्ांक्षिप्त शीर्षक एवं प्रारम्भ | इन नियमों को दिल्ली मोटर वाहन (संशोधन) नियमावली (प्रथम संशोधन) नियम, 2020। य े दिल्ली राजपत्र में अपनी प्रकाशन की अंतिम तिथि से प्रभावी होगा। |
| नियम 34 ए में संलग्न परिशिष्ट 1 में भाग (क) का प्रतिस्थापन | नियम 34 ए में संलग्न परिशिष्ट 1 के भाग (क) को नीचे दिए गए अनुसार प्रतिस्थापित किया जाता है :- (क) निजी वाहनों के लिए़; (केवल स्वयंम् के नाम पर अथवां पति/ पत्नी के नाम पर) i) लोक सभा के अध्यक्ष। ii) केन्द्रीय मंत्री। iii) राज्य सभा के प्रतिपक्ष के नेता। iv) लोक सभा के प्रतिपक्ष के नेता। v) सर्वोच्च न्यायालय के न्यायाधीश। vi) अध्यक्ष, लोक संघ सेवा आयोग। vii) मुख्य चुनाव आयुक्त। viii) भारत के नियंत्रक एवं महालेखा परीक्षक। ix) राज्य सभा के उपाध्यक्ष। x) लोक सभा के उपाध्यक्ष। xi) उपराज्यपाल राष्ट्रीय राजधानी क्षेत्र दिल्ली। xii) दिल्ली के उच्च न्यायालय के न्यायाधीश। xiii) दिल्ली सरकार के मंत्री। xiv) अध्यक्ष, दिल्ली विधान सभा। xv) उपाध्यक्ष, दिल्ली विधान सभा। xvi) संसद सदस्य। xvii) दिल्ली विधान सभा के प्रतिपक्ष के नेता। xviii) दिल्ली विधान सभा के सदस्य। xix) भारत सरकार के सचिव/ समकक्ष अधिकारी तथा उससे उपर के अधिकारी। xx) दिल्ली के मेयर। xxi) मुख्य सचिव, दिल्ली सरकार। xxii) प्रधान सचिव/ सचिव, दिल्ली सरकार। xxiii) राष्ट्रीय राजधानी क्षेत्र दिल्ली के प्रधान जिला एवं सत्र न्यायाधीश। xxiv) राष्ट्रीय राजधानी क्षेत्र, दिल्ली सरकार के भारतीय प्रशासनिक सेवा तथा दानिक्स संवर्ग के अधिकारी (कनिष्ठ प्रशासनिक स्तर के कम नहीं) |
यह अधिसूचना परिवहन मंत्री, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अनुमोदन से जारी की गई है।

NOTIFICATION
Delhi, the 13th October, 2020
No. F. DC/OPS/TPT/2014/58905.—Whereas the draft rules further to amend the Delhi Motor Vehicles Rules, 1993 were published as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide Notification No. F.DC/OPS/TPT/2014/56864 dated 07-10-2020 in the Delhi Gazette Part IV, Extraordinary inviting objections and suggestions from all persons likely to be affected thereby, before expiry of the period of three days from the date on which copies of the Delhi Gazette containing the said notification were made available to public.
And whereas, copies of the said Gazette notification were made available to the public on the 07th October, 2020.
And whereas, no objection has been received from the public in respect of the said draft rules.
And whereas, four suggestions were received from public in respect of said draft rules, which have been duly considered.
Now, therefore, in exercise of the powers conferred by section 65, of the Motor Vehicles Act, 1988 (59 of 1988), read with rule 2(q) of the Delhi Motor Vehicles Rules, 1993, the following rules further to amend the Delhi Motor Vehicles Rules, 1993 are hereby made, namely :

| Short Title and Commencement | 1.(1) These rules may be called the Delhi Motor Vehicles (First Amendment) Rules, 2020. (2) They shall come into force on the date of their final publication in the Delhi Gazette. |
