II जबकि गृह विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार ने अधिसूचना सं. फा. 03/06/हेस्मा /2017/गृह पुलिस-II /874-886 दिनांक 25.04.2020 के द्वारा आउटसोर्स एजेंसी के माध्यम से केन्द्रीकृत दुर्घटना एवं आघात सेवाएं (कैट्स), राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में लगाए गए संविदा कर्मचारियों के विरूद्ध छह माह की अवधि के लिए दिल्ली के नागरिकों के जीवन हेतु आवश्यक अबाध स्वास्थ्य सेवाओं के लिए हरियाणा आवश्यक सेवा अनुरक्षण अधिनियम (हेस्मा) लगाया गया था। यह अधिसूचना 03.11.2020 तक वैध हैं।
और जबकि, उपराज्यापाल, राष्ट्रीय राजधानी क्षेत्र दिल्ली आगे इस बात से संतुष्ट हैं कि दिल्ली के नागरिकों की जीवन की रक्षा हेतु निर्बाध एम्बुलेंस सेवाएं अनिवार्य रखने हेतु यह आवश्यक है कि आउटसोर्स एजेंसी के माध्यम से केन्द्रीयकृत दुघर्टना एवं आघात सेवाएं (कैट्स) में लगे। संविदा कर्मचारियों के विरूद्ध आगे छह माह की अवधि के लिए हरियाणा आवश्यक सेवा अनुरक्षण अधिनियम (हेस्मा) आगे बढ़ाया जाये। 2 DELHI GAZETTE : EXTRAORDINARY PART IV] दिल्ली के उपराज्यपाल एतद्द्वारा उक्त सेवा को अनिवार्य सेवा घोषित करते है तथा आउटसोर्स एजेंसी के माध्यम से राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार द्वारा चलाई जाने वाली एम्बुलेंस सेवा के लिए केन्द्रीकृत दुर्घटना एवं आघात सेवाएं (कैट्स) में लगाए गए संविदा कर्मचारियों को हड़ताल/प्रदर्शन पर दिनांक 04.12.2020 से 03.06.2021 तक आगे छह माह की अवधि के लिए निषेध करते हैं। राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल के आदेश से तथा उनके नाम पर,

NOTIFICATION
Delhi, the 4th December, 2020
No. F.03/06/HESMA/2017/HP-II/5175-5187.—Whereas vide Home Department GNCTD notification No. F.03/06/HESMA/2017/HP-II/874-886 dated 25.04.2020 HESMA was imposed against contract employees engaged through outsourced agency in Centralised Accident & Trauma Services (CATS), GNCTD for a period of six months to secure uninterrupted health services necessary for the life of the community of the citizen of Delhi. The said notification was valid up to 03.11.2020.
And whereas the Lt. Governor of the National Capital Territory of Delhi is further satisfied that to ensure life saving essential services of ambulances uninterruptedly to the citizen of Delhi, it is necessary to extend HESMA for another period of six months against contractual employees engaged through outsourced agency in Centralised Accident & Trauma Services (CATS).
Now, therefore, the Lt. Governor of the National Capital Territory of Delhi, in exercise of Powers conferred upon him under section 3 read with section 4A of the Haryana Essential Services Maintenance Act 1974 (Haryana Act No. 40 of 1974) as extended to the National Capital Territory of Delhi vide Govt. of India, Ministry of Home Affairs Notification No. GSR 526(E) dated 30.07.93, hereby declares the above-said services as essential services and prohibits the strike/agitation by any of the contractual employees engaged through outsourced agency in Centralised Accident & Trauma Services (CATS), ambulance services run by the Government of National Capital Territory of Delhi for another period of six months w.e.f 04.12.2020 up to 03.06.2021.
