- .—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना संख्या-27/59-एच.आई.एम. (i) के साथ पठित संविधान के अनुच्छेद-309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा पद से संबंधित पूर्ववर्ती नियमों के अधिक्रमण से पूर्व की गई या हटाए जाने के लिए की जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र, दिल्ली के उपराज्यपाल, एतद् द्वारा विधान सभा सचिवालय, राष्ट्रीय राजधानी क्षेत्र, दिल्ली सरकार में अनुवादक (हिंदी) के पद की भर्ती पद्धति को विनियमित करते हुए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. श ः (i) इन नियमों को दिल्ली विधान सभा, सचिवालय भर्ती नियमावली, 2020 के नाम से जाना जाएगा।
(ii) ये दिल्ली राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे।
पदों की संख्या, इनका वर्गीकरण और वेतन मैट्रिक्स
2. में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।

3. संबंधित अन्य मामलेें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
(क जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है, या
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अन्तर्गत अनुमत है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिए विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकेगा।
5. जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो आदेश द्वारा तथा कारणों को अभिलेखबद्ध करते हुए संघ लोक सेवा आयोग के परामर्श से व्यक्तियों की किसी श्रेणी या वर्ग के संबंध में इन नियमों के उपबंधों में से किसी को भी शिथिल कर सकेंंगे।
6. इन नियमों की किसी भी बात का सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों तथा अन्य विशेष वर्गों के व्यक्तियों के लिए उपबंधित किए जाने के लिये आरक्षण अपेक्षित आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| किसी मान्यताप्राप्त विश्वविद्यालय से अनिवार्य या वैकल्पिक विषय या स्नातक स्तर परीक्षा के माध्यम के रूप में अंग्रेजी सहित हिन्दी में स्नातकोत्तर की उपाधि। किसी मान्यताप्राप्त विश्वविद्यालय से अनिवार्य या वैकल्पिक विषय या स्नातक स्तर परीक्षा के माध्यम के रूप में हिन्दी सहित अंग्रेजी में स्नातकोत्तर उपाधि। किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंग्रेजी को छोड़कर किसी भी विषय में हिन्दी माध्यम और अंग्रेजी के एक अनिवार्य या वैकल्पिक विषय या स्नातक स्तर परीक्षा के माध्यम के रूप म ें स्नातकोत्तर उपाधि। किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंग्रेजी को छोड़कर किसी भी विषय में अंग्रेजी माध्यम और हिन्दी के एक अनिवार्य या वैकल्पिक विषय या स्नातक स्तर परीक्षा के माध्यम के रूप म ें स्नातकोत्तर उपाधि। किसी मान्यताप्राप्त विश्वविद्यालय से हिन्दी या अंग्रेजी को छोड़कर किसी भी विषय में हिन्दी और अंग्रेजी के एक अनिवार्य या वैकल्पिक विषय के रूप में या दोनों में से किसी एक के परीक्षा के माध्यम और दूसरे के एक अनिवार्य या वैकल्पिक | भारत सरकार के उपक्रम सहित केन्द्र या राज्य सरकार के कार्यालय में हिन्दी से अंग्रेजी और विलोमत में मान्यताप्राप्त डिप्लोमा या सर्टिफिकेट कोर्स अथवा हिन्दी से अंगेजी और विलोमत में अनुवाद कार्य म ें दो साल का अनुभव। | हिंदी (i) पारिभाषिक शब्दावली का ज्ञान. | अन्यथा योग्य उम्मीदवारों के मामले में शैक्षणिक योग्यता में छूट लिखित में दर्ज किए जाने वाले कारणों के लिए, डी.एस.एस.एस.बी./सक्षम प्राधिकारी के विवेक पर निर्भर है। यदि चयन प्रक्रिया के किसी भी स्तर पर डी.एस.एस.एस.बी./सक्षम प्राधिकारी को ऐसा लगता है कि अनुसूचित जाति या अनुसूचित जनजाति से संबंधित वांछित अनुभव रखने वाले उम्मीदवारों की उनके लिए आरक्षित रिक्तियों के अनुपात में पर्याप्त संख्या में मिलने की संभावना नहीं है, तो उनके द्वारा इन समुदायों के उम्मीदवारों के मामले में, लिखित में दर्ज किए जाने के कारणों के लिए, अनुभव से संबंधित योग्यता (ओं) में छूट दी जा सकती है। | ||||||

NOTIFICATION
Delhi, the 27th January, 2021
No. F.19(08)/2017/LAS/Estt./1050-56.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, read with the Government of India, Ministry of Home Affairs Notification No.F.27/59-Him(i) dated the 13th July, 1959 and in supersession of the earlier rules relating to the post except as respect things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post of Translator(Hindi) in Legislative Assembly Secretariat, Delhi of Government of National Capital Territory of Delhi, namely:-
4 DELHI GAZETTE : EXTRAORDINARY PART IV]1. Short title and commencement:- (i) These rules may be called Legislative Assembly Secretariat, Delhi Translator (Hindi) Recruitment Rules, 2020.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and level in the pay matrix:- The number of said post, its classification and level of the Pay Matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in Columns (5) to (13) of the said Schedule.
4. Disqualifications:- No person;
(a) Who has entered into or contracted a marriage with a person having a spouse living: or (b) Who, having a spouse living, has entered into or contracted a marriage with a person;
shall be eligible for appointment to the said posts;
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may by order, and for reasons to be recorded in writing, relax in consultation with UPSC for any of the provisions of these rules with respect of any class or category of persons.
6. Saving:- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.
