—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं. फा .27/59-एचआईएम (i) के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा इस सरकार की दिनांक 27 जनवरी, 1971 की अधिसूचना सं. फा. 2(50)/70-सेवाएं-II के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या हटाए जाने के लिए की जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल,् सूचना एवं प्रचार निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में के पद हेतु निम्नलिखित नियम बनाते हैं, अर्थात् :-

(i) इन नियमों को सूचना एवं प्रचार निदेशालय, प्रचार सहायक भर्ती नियमावली 2021
कहा जाए।
(ii) ये दिल्ली राजपत्र में उनके प्रकाशन की तारीख से लागू होंंगे।

ः-उक्त पदों की संख्या, इसका वर्गीकरण तथा वेतन
मैट्रिक्स में स्तर के साथ संबद्ध इन विनियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे। 3716 DG/2021

:-उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यता तथा उससे संबंधित
अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. :-कोई भी व्यक्ति
(क) जिसने किसी ऐसे व्यक्ति से विवाह किया है जिसका जीवित पति/पत्नी है; या
(ख) जिसने जीवित पत्नी/पति के रहते हुए किसी अन्य व्यक्ति के साथ विवाह किया है,
वह उक्त पद पर नियुक्ति के लिये अयोग्य होगा :
उपबंध है कि सरकार यदि इस बात से संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति या अन्य पार्टी पर लागू व्यक्तिगत कानून के अन्तर्गत अनुमति योग्य है तथा ऐसा करने के अन्य आधार हैं तब किसी व्यक्ति को इस नियम के प्रचालन से छूट प्रदान की जा सकती है।

:-जहां सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है तो वह आदेश द्वारा तथा कारणों को लिखित में अभिलेखबद्ध करते हुए व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन नियमों के उपबंधों से छूट प्रदान कर सकती है।
6. :- इन नियमों में कोई भी बात इस संबंध में सरकार द्वारा समय-समय पर जारी आदेशों के अनुसार अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिक या व्यक्तियों के अन्य विशेष वर्गों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट एवं अन्य रियायतों पर प्रभाव नहीं डालेगी।

| 7. | सीधी भर्ती वाले उम्मीदवारों से अपेक्षित शैक्षिक तथा अन्य योग्यताएं | ः | 1. किसी मान्यता प्राप्त विश्वविद्यालय से अंग्रेजी अथवा हिन्दी एक विषय के रूप में स्नातक की उपाधि के साथ पत्रकारिता एवं जनसंचार/विज्ञापन तथा जनसंपर्क में मान्यता प्राप्त संस्थान/विश्वविद्यालय से एक वर्ष का स्नातकोत्तर डिप्लोमा। मान्यता प्राप्त विश्वविद्यालय से पत्रकारिता एवं जन संचार मे ं तीन वर्ष की स्नातक उपाधि। 2. जनसंपर्क अथवा बाह्य प्रचार या विज्ञापन ईकाई के क्षेत्र मे ं किसी ख्याति प्राप्त प्रचार संगठन में दो वर्ष का कार्य-अनुभव। 1. बैठकों, सम्मेलनों, सांस्कृतिक गतिविधियों के आयोजन के |

NOTIFICATION
Delhi, the 5th July, 2021
No.6(8)/2014-15/DIP/Estt/4145- In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs, Notification No.F.27/59-HIM(i), dated the 13th July, 1959, and in supersession of this Government's Notification No.F.2 (50)/70-Services-II dated-27th January, 1971 for the post of Publicity Assistant except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following rules for the post of 'Publicity Assistant' in the Directorate of Information and Publicity, Government of National Capital Territory, Delhi, namely:-
1. Short title and commencement:—(i) These rules may be called the Directorate of Information and Publicity, Publicity Assistant Recruitment Rules, 2021.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and pay level in Pay Matrix:—The number of said post, its classification and level in the Pay Matrix shall be as specified in Columns (2) to (4) of the Schedule attached with these rules.
3. Method of recruitment, age limit qualification, etc.:—The method of recruitment to the said post, age- limit, qualification and other matters relating thereto, shall be as specified in Columns (5) to (13) of the said Schedule.
4. Disqualifications:—No person,
(a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax:—Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving:—Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions, required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.

Bachelor's Degree of a recognised university with English or Hindi as one of the subject alongwith one year Post Graduate Diploma in Journalism and Mass Communication/ Advertising and Public Relations of a recognised institute/university. OR Three year Graduation Degree in Journalism and Mass Communication of a recognised university. 2. Two years experience of working in a publicity organisation of repute in the field of public relation or outdoor publicity or advertisement unit. Desirable: 1. Experience in organising meetings, conferences, cultural activities alongwith Knowledge of creative writing/ slogans. 2. Proficiency in computer operation and ability to work on MS Office, Internet, Social Media. |
