-गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना संख्या जी0एस0आर0 840 के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल एतद् द्वारा मद्य निषेध निदेशालय, महिला एवं बाल विकास विभाग, के पद की भर्ती पद्धति को राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में विनियमित करने के लिये निम्नलिखित नियम बनाते हैं, अर्थात् :-
1.
(क) इन नियमों को मद्य निषेध निदेशालय, महिला एवं बाल विकास विभाग में " भर्ती नियमावली, 2021 कहा जायेगा। (ख) ये दिल्ली राजपत्र में उनके प्रकाशन की तारीख से लागू होंगे।
2. ये नियम इन नियमों के साथ संलग्न अनुसूची के कॉलम 1 में विनिर्दिष्ट पदों पर लागू होंगे। उक्त पदों की संख्या, इनका वर्गीकरण तथा उससे संलग्न वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में यथाविनिर्दिष्ट होंगे। 4714 DG/2021
(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
ऐसा कोई भी व्यक्ति, (क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है; या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा :
शर्त यह है कि यदि केन्द्र सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकेगा। 6. जहां केन्द्र सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को अभिलिखित करते हुए तथा संघ लोक सेवा आयोग के परामर्श से आदेश द्वारा व्यक्तियों की किसी श्रेणी या वर्ग के संबंध में इन नियमों के उपबंध में से किसी को भी शिथिल कर सकेंगे। 7. इन नियमों की किसी भी बात का केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिक तथा अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण अपेक्षित आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| पदोन्नति)ः--- क ेन्द्र सरकार या राज्य सरकार या केन्द्र शासित प्रदेशों या स्वायत्त निकायों या सांविधिक निकायों या सार्वजनिक क्षेत्र के उपक्रमों या मान्यता प्राप्त विश्वविद्यालयों या मान्यता प्राप्त अनुसंधान संस्थानों के अधिकारी :- ( क)(i) मूल संवर्ग/विभाग में नियमित आधार पर समरूप पदधारण करने वाले; अथवा ( ii) पदों में स्तर-5 (29,200-92,300/-रुपये) पर नियमित आधार पर नियुक्ति के पश्चात् ग्रेड में छह वर्ष की नियमित सेवा सहित या मूल संवर्ग अथवा विभाग में समकक्ष; त था ( ख) निम्नलिखित शैक्षिक योग्यता एवं अनुभव रखने वाले : अ निवार्यः........ ( अ)(i) किसी मान्यता प्राप्त विश्वविद्यालय/संस्थान से मनोविज्ञान में उपाधि/स्नोकोत्तर उपाधि; अथवा ि कसी मान्यता प्राप्त विश्वविद्यालय/संस्थान से स्नातक; तथा मान्यता प्राप्त विश्वविद्यालय/संस्थान से परामर्श मनोविज्ञान में स्नातकोत्तर डिप्लोमा। ( ब) हिन्दी का कार्य साधक ज्ञान। व ांछनीयः....... (i) केन्द्र/राज्य सरकार अथवा इस प्रकार की सेवाएं उपलब्ध कराने वाले केन्द्रीय/राज्य विभाग द्वारा मान्यता प्राप्त निवारक जागरूकता/विषहरण केन्द्र में परामर्श का एक वर्ष का अनुभव। ( ii) कम्प्यूटर का कार्य साधक ज्ञान। गे्रड में छह वर्ष की नियमित सेवा सहित स्तर - 5 (29,200-92,300/-रुपये) में विभागीय कार्यक्रम आयोजक/सामाजिक कार्यकर्ता (परामर्श) तथा बाहरी उम्मीदवारों के साथ-साथ प्रतिनियुक्ति हेतु निर्धारित शैक्षणिक योग्यता एवं अनुभव रखने वाले भी विचारणीय होंगे और यदि उनका चयन पद पर नियुक्ति हेतु होता है तो वह पदोन्नति के द्वारा भरा समझा माना जाएगा। प तिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि इसमें उसी ्र या केन्द्र सरकार के किसी अन्य संगठन/विभाग ने इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद में प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि भी सम्मिलित है, सामान्यतः तीन वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति पर स्थानान्तरण द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होंगी। | ||||||

NOTIFICATION
Delhi, the 24th August, 2021
F. No. 5(3)/DOP/RRs/2016-17/465.—In exercise of the powers conferred by the proviso to article 309 of the Constitution read with the Government of India, Ministry of Home Affairs, notification number G.S.R 840 dated the 13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment for the post of Assistant Prohibition Propaganda officer (Counseling) in the Directorate of Prohibition, Department of Women and Child Development, Government of National Capital Territory of Delhi, namely:—
1. Short title and commencement :- (a) These rules may be called the Directorate of Prohibition, Department of Women and Child Development, "Assistant Prohibition Propaganda officer (Counseling)" Recruitment Rules, 2021.
(b) They shall come into force on the date of their publication in the Delhi Gazette.
2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.
3. Number of post, classification and Level in the Pay Matrix :- The number of the post, its classification and level in the pay matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules.
4. Method of recruitment, age limit, other qualifications, etc. :- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification :- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post;
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax :- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving :- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Desirable: ...... (i) One year experience in the field of preventive awareness / counseling in detox centre recognised by the Central / State Government or Central / State Department providing such services. (ii) Working knowledge of Computer. Note 1: The departmental Programme Organizer / Social Worker (Counseling) in Level-5 (Rs. 29,200 - 92,300 ) with six years regular service in the grade; and possessing the educational qualifications and experience prescribed for deputationists will also be considered along with outsiders and in case he/she is selected for appointment to the post, the same shall be deemed to have been filled by promotion. Note 2: The period of deputation (ISTC) including the period of deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other organization / department of the Central Government shall ordinarily not exceed three years. The Maximum age limit for appointment by deputation shall be Not exceeding 56 years as on the last date of receipt of applications. |
