गृह मंत्रालय, भारत सरकार की दिनांक 24 सितंबर, 1968 की अधिसूचना सं0 24/78/68-डीएच(एस) तथा दिनांक 13 जुलाई, 1959 की सं0 फा0 27/59-हिम (i)के साथ पठित संविधान के अनुच्छेद 309 के प्रावधान द्वारा प्रदा शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल एतद् द्वारा शिक्षा निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में के पद की भर्ती पद्धति को विनियमित करने के लिये निम्नलिखित नियम बनाते हैं, अर्थात् :-
(i) इन नियमों को खेल निदेशालय, मुख्य खेल सलाहकार (सा0के0से0 समूह - क, अलिपिकवर्गीय पद), भर्ती नियमावली, 2020 कहा जायेगा।
(ii) ये शासकीय राजपत्र में अपने प्रकाशन की तारीख से लागू हाेंगे।
उक्त पदों की संख्या, इनका वर्गीकरण तथा वेतनमान इन नियमों के साथ संलग्न अनुसूची के कॉलम (02) से (04) में यथा विनिर्दिष्ट होंगे।
उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यता एवं इससे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] वह व्यक्ति, (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है; या
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
बशर्ते यह है कि यदि राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार सन्तुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकता है। 5. जहां यदि सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह संघ लोक सेवा आयोग के साथ परामर्श से कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों की किसी श्रेणी या वर्ग के इन नियमों के किसी उपबंध को छूट दे सकता है। 6. इन नियमों के संबंध में केन्द्रीय सरकार द्वारा समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिक, अन्य पिछड़ा वर्ग एवं अन्य विशेष वर्गों के व्यक्तियों के लिये प्रदान किए जाने वाले अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| पदधारी, अथवा (ii) मूल संवर्ग अथवा विभाग में स्तर 12 (78,800-8,09,200/- रुपये) के पदों में नियमित आधार पर नियुक्ति के पश्चात पांच वर्ष की सेेवा सहित। तथा (ख) किसी मान्यता प्राप्त विश्वविद्यालय/संस्थान से शारीरिक शिक्षा में शारीरिक शिक्षा स्नातक की उपाधि धारी। तथा (ग) (i) ओलंपिक खेलों में पदक प्राप्त कर चुका हो। अथवा (ii) एशियाई खेलों में पदक प्राप्त कर चुका हो। अथवा (iii) राष्ट्रमंडल खेलों में पदक प्राप्त कर चुका हो। अथवा (iv) विश्व चैम्पियनशिप में पदक प्राप्त कर चुका हो। (घ) खेलों व क्रीड़ाओं के क्षेत्र में पांच वर्ष का संगठनात्मक एवं प्रशासनिक अनुभव। किसी भी खेल में राष्ट्रीय खेल संस्थान से (i) डिप्लोमा/प्रमाण-पत्र। (ii) किसी भी मान्यता प्राप्त विश्वविद्यालय/संस्थान से शारीरिक शिक्षा में निष्णात उपाधि। (iii) राज्य एवं अंतर्राज्यीय स्तर पर खेलों, क्रीड़ाओं, टूर्नामेंटों के आयोजन में अनुभव। केंद्रीय सरकार के उसी या कुछ अन्य संगठन विभाग में इस नियुक्ति से तुरंत पूर्ववर्ती किसी अन्य बाह्य पद में प्रतिनियुक्ति की अवधि सम्मिलित है, जो सामान्यतः पाँच वर्षों से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा हुई नियुक्ति के उम्मीदवारों की अधिकतम आयु-सीमा आवेदन प्राप्ति की अंतिम तिथि को 56 वर्ष से अधिक नहीं होगी।) | ||||

Delhi, the 6th September, 2021
No.F.8(34)/SECTT./EDN./2019/645-653:—In exercise of the Powers conferred by provision to article 309 of the Constitution, read with Government of India, Ministry of Home Affair's Notification No. 24/78/68-DH(S) dated 24-09-1968; No.F.27/59-Him(i) dated 13th July, 1959, the Lieutenant Governor of the National Capital Territory of Delhi, hereby makes rules regulating the method of recruitment to the post of Chief Sports Advisor in the Directorate of Education, Government of National Capital Territory of Delhi as following, namely:
1. Short title and commencement— (i) These rules may be called the Directorate of Education, Chief Sports Advisor (GCS Group – A, Non –Ministerial Post) Recruitment Rules, 2020.
(ii) They shall come into force with effect from the date of their publication in the Official Gazette.
2. Number of posts, its classification and Pay level in the pay matrix—The number of the said post, its classification and the scale of pay attached thereto shall be as specified in columns (02) to (04) of the Scheduled annexed to these rules.
3. Method of recruitment, age limit, qualification, etc. —The method of recruitment to the said post, age limit, qualification and other matters connected therewith shall be as specified in columns (5) to (13) of the said schedule.
4. Disqualifications—No person:
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who have a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Government of National Capital Territory of Delhi, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this regulation.
5. Power to relax—Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, in consultation with Union Public Service Commission, may relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, Other Backward Classes and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.
