राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 29 जुलाई, 2022 ADM/WEST/LAC/2022/655.—जबकि समुचित सरकार को ऐसा प्रतीत होता है कि लोक प्रयोजन के लिए बक्करवाला ग्राम पंजाबी बाग़ तहसील पश्चिमी दिल्ली ज़िले में कुल 0.1853 हेक्टेयर भूमि गाँव के श्मशान घाट तक पहुंचने के लिए रास्ता हेतु अपेक्षित है। सामाजिक समाघात मूल्यांकन अध्ययन (एस. आई. ए) स्कूल ऑफ ह्यूमन इकोलॉजी, अंबेडकर विश्वविद्यालय, दिल्ली द्वारा किया गया था। सामाजिक समाघात मूल्यांकन रिपोर्ट/प्रारंभिक जांच का सार इस प्रकार है (एस. आई. ए. रिपोर्ट की एक प्रति सलंगन है)
भूमि के प्रस्तावित अधिग्रहण से कुल 14 जमींदार और 24 परिवारों के प्रभावित होने की संभावना है। विस्तृत रिपोर्ट कारण सहित एस. आई.ए. रिपोर्ट के पृष्ठ संख्या 6-7 पर खण्ड 7.1 मे सामाजिक प्रभाव आकलन अध्ययन रिपोर्ट मे दी गई हैै। अतिरिक्त जिला मजिस्ट्रेट, पश्चिम, राजस्व विभाग, दिल्ली सरकार राष्ट्रीय राजधानी क्षेत्र को प्रभावित कुटुम्बों के पुनर्वसन एवं पुनव्र्यस्थापना के प्रयोजन हेतु प्रशासक के रूप मे पहले ही भूमि एवम भवन विभाग की अधिसूचना दिनांक 10/09/2015 के द्वारा नियुक्त किया गया है। अतः जिले पश्चिमी दिल्ली की तहसील पंजाबी बाग़ के ग्राम बक्करवाला मे उक्त परियोजना के लिए 0.1853 हेक्टेयर माप के एक भूखंड, जिसका विवरण नियमनुसार है का अर्जन किया जाने के अंतर्गत है।

यह अधिसूचना इससे सम्बंधित सभी व्यक्तियो के लिये भूमि अर्जन, पुनर्वास और पुनर्वायस्थपान मे उचित प्रतिकर और पारदर्शिता अधिकार अधिनियम, 2013 (2013 का 30) की धारा 11(1) के उपबंधों के अधीन जारी की गई हैं। भूमि से सम्बंधित रेखांकन कलेक्टर के कार्यालय मे और कार्यकारी अभियंता, सिविल लोक निर्माण विभाग, पश्चिम दिल्ली को किसी भी कार्य दिवस को कार्य समय के दौरान देखा जा सकता है।
अधिनियम की धारा 11(4) के अधीन कोई भी व्यक्ति कलेक्टर के पूर्व अनुमोदन के बिना ऐसी अधिसूचना के प्रकाशन की तारीख से भूमि का कोई भी संव्यवहार नहीं होने देगा अथार्त, क्रय/विक्रय आदि नहीं करेगा या ऐसी भूमि पर कोई भी विल्लंगम सृजित नहीं करेगा।
अधिनियम की धारा 15 के अधीन यथा उपबंधित इस अधिसूचना के प्रकाशन की तारिख से 60 (साठ) दिनों के भीतर किसी भी इच्छुक व्यक्ति द्वारा भूमि अर्जन के बारे मे कलेक्टर के समक्ष आक्षेप, यदि कोई हो, फाइल किये जा सकेंगे। संलग्नक : उपरोक्तानुसार

PRELIMINARY NOTIFICATION
Delhi, the 29th July, 2022
F. No. ADM/WEST/LAC/2022/655.—In the exercise of the power conferred by sub section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition , Rehabilitation and Resettlement Act, 2013 read with Government of India, Ministry of Home Affairs Notification No. S.O. 2740 (E) dated 21st October, 2014, read with S.O. 2014 (E) dated 21.07.2015, it appears to Lieutenant Governor of National Capital Territory of Delhi, being the appropriate Government that in total 1853 Sq. Mtr. (0.1853 hectares) land is required in the Bakkarwala Village of Sub Division Punjabi Bagh in District West for public purpose for providing approach road/path to cremation[PART IV DELHI GAZETTE : EXTRAORDINARY 3 ground at Bakkarwala village, New Delhi. Social Impact Assessment Study was carried out by SIA Unit, School of Human Ecology, Ambedkar University, Delhi and SIA report was submitted on 24th February, 2020. The summary of the Social Impact Assessment Report/ preliminary investigation is as follows (copy of SIA report is enclosed herewith as Annexure 'A').
The total number of 14 land owners and 24 families are likely to be effected due to the proposed acquisition of land. The detailed report is given in the Social Impact Assessment study report in Para 7.1 at page No.6 - 7 of S.I.A. report.
The Additional District Magistrate, West, Revenue District, Government of National Capital Territory of Delhi is appointed as administrator under the provision of Section 43 of RFCTLARR Act, 2013 for purpose of rehabilitation and resettlement of the affected families. Therefore it is notified that for the above said project in the Bakkarwala Village of Sub Division Punjabi Bagh in District West, a piece of land under acquisition measuring 1853 Sq. Mtr. (0.1853 hectares) whose detailed description is as following is under acquisition:-

The Plan and other details of the land to be acquired can be inspected by the interested person in the office of the District Collector District (West) Revenue Department, Government of NCT of Delhi and Office of the Executive Engineer (Civil), Public Works Department, West, Delhi on any working day during the working hours.
Under section 11 (4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase etc, or create any encumbrances on such land from the date of publication of such notification without prior approval of the collector.
Objection to the acquisition, if any may be filed by the person interested within 60 (Sixty) days from the date of publication of this notification as provided under section15 of the Act before the Collector.
If the Government of National Capital Territory of Delhi is satisfied that the said land is needed for public purpose, a final Notification will be published in the Delhi Gazette in due course.
