—दिनांक 17 अगस्त, 2022 जबकि, सेवाओं या लाभों अथवा सब्सिडी के वितरण हेतु पहचान संबंधी दस्तावेज के रूप में आधार का उपयोग सरकारी वितरण प्रक्रिया में पारदर्शिता तथा कुशलता लाकर उसे सुगम बनाता है, तथा लाभार्थियों को प्रत्यक्ष रूप से उनके अधिकारों को सुविधाजनक तथा निर्बाध तरीके से प्राप्त करने में सक्षम बनाता है।
और जबकि, आधार प्रमाणीकरण के नियम 5 के साथ पठित आधार (वित्तीय तथा अन्य सब्सिडी, लाभ एवं सेवाओं का लक्षित वितरण) अधिनियम, 2016 (यथासंशोधित) (यहाँ अधिनियम के रूप में संदर्भित) की धारा 4 की उपधारा (4) के खंड (ख) के परिच्छेद (ii) के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए भारतीय विशिष्ट पहचान प्राधिकरण तथा इलेक्ट्रॉनिक एवं सूचना प्रौद्योगिकी मंत्रालय ने सुशासन (समाज-कल्याण, नवाचार ज्ञान) नियमावली 2020 हेतु उद्योग विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार को निम्न उल्लिखित 08(आठ)

5575 DG/2022DELHI GAZETTE : EXTRAORDINARY PART IV] ऑनलाइन सेवाओं का लाभ प्राप्त करने वाले निवासियों की पहचान के लिए स्वैच्छिक आधार पर आधार प्रमाणीकरण के उपयोग हेतु प्राधिकृत किया है :
| (i) गिरवी की अनुमति | (v) पट्टे-दस्तावेजों का नवीनीकरण |
| (ii) पूर्ण-स्वामित्व में रूपांतरण | (vi) आधिपत्य हेतु आवेदन |
| (iii) नियोजन में परिवर्तन | देय राशियों का ऑनलाइन (vii) भुगतान |
| (iv) प्रतिदाय हेतु अनुरोध | निर्माण ह तु समय-सीमा े में (viii) विस्तार |
उक्त अधिकरण निम्नलिखित शर्तों के अधीन स्वीकृत किए गए हैं-
i उद्योग विभाग को केवल 'हाँ/नहीं' प्रमाणीकरण सुविधा हेतु अनुमोदन दिया गया है। इस प्रयोजनार्थ दिल्ली राज्य औद्योगिक और आधारभूत विकास निगम (डीएसआईआईडीसी) लिमिटेड एवं उद्योग विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार प्रमाणीकरण उपयोगकर्ता एजेंसी (एयूए)/ई-केवाईसी उपयोगकर्ता एजेंसी (केयूए) होंगे।
ii आधार अधिनियम, 2016 की धारा 29 के निबंधनों में प्रमाणीकरण के प्रयोजनार्थ निवासी की सूचित सहमति को प्राप्त किया जाएगा। इसके प्रयोजनार्थ आधार संख्या तथा संबंधित सूचना एवं जिस तरीके से आधार माँगा गया है, के बारे में स्पष्ट रूप से निवासी को सूचित किया जाएगा।
iii. अपवाद प्रबंधन से संबंधित प्रावधानों को आधार अधिनियम, 2016 तथा इससे संबद्ध विनियमनों के अनुसार सख्ती से लागू किया जाएगा।
iv. आधार प्रमाणीकरण के तत्काल उपयोग की अनुमति पूर्ण रूप से स्वैच्छिक आधार पर है तथा निवासियों को पहचान सत्यापन के वैकल्पिक तंत्र के बारे में सूचित किया जाएगा।
v. निवासी को आधार आधारित प्रमाणीकरण के असफल होने के कारण किसी भी सेवा या लाभ देने से इंकार नहीं किया जाएगा।
vi. व्यवस्था में कहीं भी आधार संख्या को प्रदर्शित नहीं किया जाएगा तथा जहां कहीं भी आवश्यक हो आधार संख्या के केवल अंतिम चार अंक प्रदर्शित किए जा सकते हैं।
vii. आधार संख्या को आधार आंकड़ा कोष्ठ में सुरक्षित संग्रहित किया जाएगा।
viii. दिल्ली राज्य औद्योगिक और आधारभूत विकास निगम (डीएसआईआईडीसी) लिमिटेड तथा उद्योग विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार आधार अधिनियम के समस्त संबंधित प्रावधानों, इससे संबद्ध विनियमनों तथा समय-समय पर भारतीय विशिष्ट पहचान प्राधिकरण द्वारा जारी अन्य निर्देशों का पालन करेंगे।
यह अधिसूचना शासकीय राजपत्र में प्रकाशन की तिथि से प्रभावी होंगी।

NOTIFICATION
Delhi, the 17th August, 2022
No. F. 1/CI/DSIIDC/Policy/480/2022/2447.—dated 17thAugust, 2022 whereas , the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery process, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner.
And whereas, In exercise of the powers conferred by Para (ii) of clause (b) under sub-section (4) of section 4 of the Aadhaar (Target delivery of financial and other subsidies, Benefits and Services) Act, 2016 (as amended) (here in referred to as "act") read with Rule 5 of the Aadhaar Authentication for Good Governance (Social, Welfare, Innovation Knowledge) Rules, 2020, Unique Identification Authority of India (UIDAI) and Ministry of Electronics and Information Technology, Government of India have authorized Industries Department, Government of National Capital Territory of Delhi, to use Aadhaar Authentication, on voluntary basis for identifying the resident availing 08 (eight) online services mentioned below :
| (i) Permission of Mortgage | (v) Restoration of lease deed |
| (ii) Conversion to freehold | (vi) Application for possession |
| (iii) Change of Constitution | (vii) Online payment of dues |
| (iv) Request for refund | (viii) Extension for time for construction |
The said authorization has been granted subject to the following conditions :
i. The approval granted to the Industries Department is only for 'Yes/No' authentication facility. DSIIDDC Ltd. & Industries Department, GNCTD shall be the Authentication User Agency (AUA) /e-KYC User Agency (KUA) for this purpose.
ii. The informed consent of the resident shall be obtained for the purpose of authentication in terms of Section 29 of the Aadhaar Act, 2016. The purposes for which the Aadhaar number and related information and the manner in which the Aadhaar is being sought shall be communicated clearly to the resident.
iii. Provisions related to exception handling shall be implemented strictly in accordance with Aadhaar Act, 2016 and its associated regulations.
iv. As the instant usage of Aadhaar authentication is permitted purely on voluntary basis, the residents would be informed of alternate mechanism of identification verification.
v. There shall not be denial of any service or benefit to resident on account of failure of Aadhaar based authentication.
vi. There shall not be display of Aadhaar number anywhere in system and wherever required only last four digit of Aadhaar number may be displayed.
vii. Aadhaar numbers shall be stored securely in Aadhaar Data Vault.
viii. DSIIDC Ltd. & Industries Department, GNCTD shall comply with all the relevant provisions of the Aadhaar Act, its associated regulations and other instructions issued by UIDAI from time to time.
This notification shall come into effect from the date of publication in Official Gazette.
