I - .—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं. फा. 27/59-एचआईएम (i) के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, समाज कल्याण विभाग की दिनांक 26 दिसम्बर, 1986 की अधिसूचना सं. 2(37)/82/एस- II तथा दिनांक 6.2.1989 की अधिसूचना सं. 6(2)/86-डीएसडब्ल्यू स्था. के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या किये जाने के लिए हटाई गई बातों को छोड़कर राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल संघ लोक सेवा आयोग के पूर्व परामर्ष से एतद्द्वारा समाज कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में प्रधानाचार्य, राजकीय लेडी नॉइस मूक और बधिर विद्यालय के पद हेतु नियमों में आवष्यक संषोधन करतेे हैं, अर्थात् :-
(i) इन नियमों को समाज कल्याण विभाग प्रधानाचार्य, राजकीय लेडी नॉइस मूक और बधिर विद्यालय, भर्ती नियमावली, 2022 कहा जायेगा।
(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तारीख से लागू हाेंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] पदों की संख्या, इनका वर्गीकरण तथा वेतनमान इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यता एवं इससे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
वह व्यक्ति, (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है। 5. शिथिल शक्ति जहां सरकार का यह मत हो कि ऐसा करना आवश्यक समीचीन है, तो वह संघ लोक सेवा आयोग के परामर्ष से कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों की किसी श्रेणी या वर्ग के इन नियमों के किसी उपबंध को छूट दे सकती है। 6. इन नियमों में किसी उल्लेख से केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों तथा अन्य विशेष वर्गों के व्यक्तियों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| 11. | ः | ग्रेड में 10 वर्ष की नियमित सेवा सहित वेतन मैट्रिक्स के स्तर - 9(53100 -1,67,800/-रूपये) में (समाज कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अधीन राजकीय लेडी नोयसी मूक और बधिर विद्यालय, जीएलएनएस काम्प्लैक्स, दिल्ली गेट तथा मूक विद्यालय, कालकाजी) उप-प्रधानाचार्य । जिन कनिष्ठ अधिकारियों ने अपनी अर्हक/पात्रता सेवा पूरी कर ली है वे पदोन्नति के लिए विचारणीय है। उनके वरिष्ठ अधिकारी भी पदोन्नति के लिए विचारणीय होंगे बशर्ते कि उनके लिए अपेक्षित अर्हक/पात्रता सेवा की अवधि के आधे से न्यून या दो वर्ष से कम न हो और उन्होंने आगामी उच्च ग्रेड पर पदोन्नति के लिए अपनी परिवीक्षा अवधि अपने कनिष्ठ अधिकारियों के साथ सफलतापूर्वक पूरी कर ली होे, जिन्होंने (कनिष्ठ अधिकारी) उतनी अर्हक/पात्रता पहले ही पूरी कर ली है। |
| केन्द्रीय या राज्य सरकार या संघ राज्य प्रशासन या सार्वजनिक क्षेत्र के उपक्रम या सांविधिक या स्वायत्त निकाय या मान्यताप्राप्त विश्वविद्यालय या संस्थान के निम्नलिखित अधिकारीः- क. (i) मूल संवर्ग या विभाग मे नियमित आधार पर समरूप पदधारण करने वाले; अथवा (ii) वेतन मैट्रिक्स के स्तर -11 (67700-208700/-रू.) में पॉच वर्ष की नियमित सेवा सहित, अथवा मूल संवर्ग या विभाग में समकक्ष, तथा (ख) निम्नलिखित शैक्षिक योग्यताएँ एवं अनुभव रखने वालेः (i) किसी मान्यताप्राप्त विश्वविद्यालय/संस्थान से मास्टर डिग्री । (ii) भारतीय पुर्नवास परिषद् (आरसीआई) द्वारा मान्यताप्राप्त किसी संस्थान से श्रवण यंत्र में बी.एड विशेष शिक्षा (B.Ed. Spl.Ed.HI) (iii) पुर्नवास पेशेवर के रूप में वैद्य भारतीय पुर्नवास परिषद् का पंजीकरण प्रमाण-पत्र (iv) भारतीय पुर्नवास परिषद् (आरसीआई) द्वारा मान्यताप्राप्त किसी संस्थान से संकेत भाषा में प्रमाण-पत्र/डिप्लोमा। द ोषपूर्ण श्रवण के लिए किसी सरकारी या स्वैच्छिक संस्थान में 10 वर्षों का शिक्षण अनुभव । (i) दोषपूर्ण श्रवण के लिए किसी प्रषिक्षण संस्थान के प्रमुख या संस्थान के प्रषासनिक प्रभारी के रूप में कम से कम एक वर्ष का अनुभव । (ii) मैट्रिक स्तर पर विषय के रूप में हिन्दी का अध्ययन । भरक श्रेणी के विभागीय अधिकारी जो कि पदोन्नति की सीधी श्रृखंला में है वे प्रतिनियुक्ति पर नियुक्ति हेतु विचारणीय नहीं होंगे। इसी तरह, प्रतिनियुक्ति वाले भी पदोन्नति द्वारा नियुक्ति हेतु विचारणीय नहीं होंगे। केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर-संवर्ग पद में प्रतिनियुक्ति (अल्पकालिक संविदा सहित) की अवधि भी सम्मिलित है, यह सामान्यतः चार वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति (अल्पकालिक संविदा सहित) पर स्थानान्तरण द्वारा नियुक्ति हेतु अधिकतम आयु-सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होगी। | |||

No. F. 10(390)/2018/A-I/DSW/Estt./RRs/9793-9799.—in exercise of the powers conferred by the provision to article 309 of the Constitution, read with the Government of India, Ministry of Home Affairs Notification No. F. 27/59-Him. (i) dated, the 13th July, 1959, and in supersession of the Government of National Capital Territory of Delhi, Department of Social Welfare's notification No. F. 2(37)/82-S.II dated 26thDecember, 1986 and notification No. F. 6(2)/86-DSW.Estt dated 06.02.1989 except as respect things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi with prior consultation of UPSC, is pleased to make necessary amendment in the rules for the post of Principal, Government Lady Noyce School for Deaf and Dumb, Department of Social Welfare, Government of National Capital Territory of Delhi, as following namely:
1. Short title and commencement. – (i) These rules may be called the Department of Social Welfare, Principal, Government Lady Noyce School for Deaf and Dumb, Recruitment Rules, 2022.
(ii) They shall come into force with effect from the date of their publication in the Delhi Gazette.
2. Number of posts, classification and scale of pay-The number of the said posts, their classification and the scale of pay attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification etc. – the method of recruitment to the said posts, age-limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said schedule.
4. Disqualifications. – No person, -
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) Who having a spouse living, has entered into or contracted a marriage with a person,
Shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing exempt any person from the operation of this rule.
5. Power to relax. – Where the Government is of the opinion that it is necessary of expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Deputation (ISTC): Officers of the Central or State Government or Union Territory Administration or Public Sector Undertaking or Statutory or Autonomous Bodies or recognized Universities or Institutions: a. (i) holding analogues posts on a regular basis in the parent cadre or department; or , (ii) with 5 years regular service in posts in Level 11 (Rs.67700- 208700/-) in the pay matrix or equivalent in the parent cadre or department; and (b) Possessing the following educational qualifications and experience: Essential Qualification: (i) Master Degree from a recognized University/Institute. (ii) B.Ed Special Education in Hearing Imparment [B.Ed. Spl. Ed.(HI)] from an Institute recognized by Rehabilitation Council of India (RCI). (iii) A valid Rehabilitation Council of India (RCI) registration Certificate as Rehabilitation Professional. (iv) A certificate/diploma in sign language from an institute recognized by Rehabilitation Council of India (RCI). Essential Experience: 10 years teaching experience in a Govt. or Voluntary Institution for the Hearing Impaired. Desirable: (i) At least one year experience as Head of Training Institute or Administrative In-charge of an Institute for Hearing Impaired. (ii) Should have studied Hindi as a subject at matric level. Standard Notes: Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of Deputation (ISTC) including the period of Deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other organization/Department of |
| the Central Government shall ordinarily not exceed four years. The maximum age limit for appointment by deputation shall not exceed 56 years as on the closing date of receipt of applications. | |
