राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 23 सितम्बर, 2022 .—दिल्ली प्रौद्योगिकी विश्वविद्यालय अधिनियम, 2009 (2009 का दिल्ली अधिनियम संख्या 6) की धारा 32 की उप-धारा (1) (ए) के साथ पठित धारा 23 की उप-धारा (1) के तहत प्रदत्त शक्तियों का प्रयोग करते हुए और बी.टेक से संबंधित सभी पिछले अध्यादेशों के अधिक्रमण में, दिल्ली प्रौद्योगिकी विश्वविद्यालय के प्रबंधक मंडल द्वारा से संबंधित निम्नलिखित अध्यादेश (प्रथम - बी ) निम्नांकित अनुसार मंजूरी दी :-
(क) इस अध्यादेश को अध्यादेश (प्रथम-बी), 2018 कहा जाएगा, जो दिल्ली प्रौद्योगिकी विश्वविद्यालय के 2018-19 से आगे के बैचों के लिए पीएचडी को छोड़कर स्नातक और स्नातकोत्तर डिग्री पाठ््यक्रमों से सम्बंधित है।
(ख) यह अध्यादेश राजपत्र में इसके प्रकाशन की तिथि से प्रभावी होगा।

(क) इस अध्यादेश में, जब तक कि सन्दर्भ से भिन्न अन्यथा अपेक्षित न होः-
1. और का अर्थ होगा दिल्ली प्रौद्योगिकी विश्वविद्यालय की विद्वत परिषद्। 2. का अर्थ होगा विश्वविद्यालय का प्रबंधक मंडल। 3. का अर्थ होगा विभाग/पीठ का अध्ययन मंडल। 4. का अर्थ होगा संचयी ग्रेड प्वाइंट औसत। 5. का अर्थ होगा विश्वविद्यालय का अध्ययन विभाग। 6. का अर्थ होगा विश्वविद्यालय का अध्ययन केंद्र। 7. का अर्थ होगा सेमेस्टर ग्रेड प्वाइंट औसत। 8. का अर्थ होगा स्नातक और स्नातकोत्तर पाठ््यक्रम के लिए पंजी—त विद्यार्थी। 9. का अर्थ होगा दिल्ली प्रौद्योगिकी विश्वविद्यालय। 10. का अर्थ होगा विश्वविद्यालय समय सारिणी समिति। (ख) इस अध्यादेश में प्रयुक्त, परन्तु परिभाषित नहीं किए गए शब्दों और अभिव्यक्तियों, जिन्हें दिल्ली प्रौद्योगिकी विश्वविद्यालय अधिनियम या संविधियों में परिभाषित किया गया हो, का वही अर्थ होगा जो उन्हें उस अधिनियम या संविधि में विहित किया गया हो। 1. विश्वविद्यालय विद्वत परिषद(ए.सी.) द्वारा स्वयं या किसी विभाग / अध्ययन-केंद्र की पहल पर और /अथवाप्रबंधक मंडल (बीओएम) के निर्देश पर बीओएम द्वारा अनुमोदित किए गए स्नातक और स्नातकोत्तर पाठ््यक्रमों की पेशकश करेगा।
2. न्यूनतम प्रवेश योग्यता और पाठ््यक्रमों में प्रवेश की नीति और प्रक्रिया ऐसी होगी जो विद्वत परिषद(ए.सी.) द्वारा अनुमोदित की गयी हो।
3. किसी पाठ््यक्रम के विद्यार्थी को विश्वविद्यालय या विनियमों में निर्दिष्ट् अन्य संस्थानों/उद्योगों में विभिन्न पाठ््यक्रम घटकों जैसे शिक्षण/प्रयोगशाला/स्टूडियो पाठ््यक्रम, सेमिनार, औद्योगिक प्रशिक्षण, परियोजना आदि के माध्यम से न्यूनतम संख्या में क्रेडिट अर्जित करने की आवश्यकता होगी।
4. किसी भी विद्यार्थी को स्नातक अथवा स्नातकोत्तर उपाधि प्राप्त करने के लिए विनियमों में निर्दिष्ट अवधि के भीतर सभी अपेक्षाएं पूरी करनी होंगी।
5. किसी भी विद्यार्थी के लिए सामान्य रूप से प्रत्येक लेक्चर, टयूटोरियल, स्टूडियो और प्रयोगशाला कक्षा में उपस्थित होना आवश्यक होगा। परन्तु, विनियमों के प्रावधानों के अनुसार देर से पंजीकरण, बीमारी या इसी तरह के अन्य कारणों के आधार पर, अनुपस्थिति की अनुमति दी जा सकती है।
6. किसी विद्यार्थी को ऐसी छात्रवृति/अध्येतावृत्ति/सहायता/वजीफा आदि प्रदान किए जा सकते हैं और ऐसे पुरुस्कार और पदक प्रदान किए जा सकते हैं, जैसा कि भारत सरकार/राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के निर्देशों के अनुसार और/अथवा विद्वत परिषद्/प्रबंधक बोर्ड के निर्णय के अनुसार विनियमों में निर्दिष्ट किया गया हो।
7. किसी पाठ््यक्रम से नाम वापस लेने की प्रक्रिया, पाठ््यक्रम को फिर से शुरू करना और ऐसे सभी मामले जो किसी पाठ््यक्रम के संचालन से जुड़े हों, वे सभी विनियमों में निर्दिष्ट अनुसार होंगे।
8. परीक्षा के संचालन की प्रक्रिया, मूल्यांकन, ग्रेड प्रदान करना और एसजीपीए/सीजीपीए, गोपनीयता और परिणाम की घोषणा आदि विनियमों में निर्धारित प्रक्रिया के अनुसार होंगे।
9. किसी पात्र विद्यार्थी को स्नातक या स्नातकोत्तर उपाधि विनियमों में निर्धारित प्रक्रिया के अनुसार प्रदान की जाएगी।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 10. किसी पाठ््यक्रम को अस्थायी रूप से निलंबित करने या चरणबद्ध तरीके से बंद करने की प्रक्रिया विनियमों में निर्धारित प्रक्रिया के अनुसार होगी।
11. उपरोक्त अध्यादेश में किसी बात के होते हुए, किसी पाठ््यक्रम की अवधि, छात्रों की संख्या, प्रवेश की प्रक्रिया, विभिन्न श्रेणियों के विद्यार्थियों के प्रतिशत के सम्बन्ध में कोई भी विनियमन ए.सी./बीओएम के निर्णय के विपरीत नहीं किया जाएगा। स्नातक और स्नातकोत्तर डिग्री पाठ््यक्रमों के लिए विनियम समय-समय पर तैयार/ संशोधित / परिवर्तित किए जा सकते हैं और उसके लिए विद्वत परिषद् का अनुमोदन आवश्यक होगा।
12. अधिनियम और कानूनों और इन अध्यादेशों के प्रावधानों के अधीन, इन अध्यादेशों में शामिल नहीं किए गए मुद्दे या व्याख्या के मतभेदों की स्थिति में, कुलपति विश्वविद्यालय के किसी अधिष्ठाता अथवा सभी अधिष्ठाताओं की समिति की राय लेने के बाद निर्णय ले सकते हैं। कुलपति का निर्णय अंतिम होगा। 13. विशेष परिस्थितियों में, कुलपति, बीओएम की ओर से, किसी अध्यादेश के संशोधन, परिवर्तन, प्रविष्टि या विलोपन को मंजूरी दे सकते हैं, जो किसी पाठ््यक्रम के सुचारूरूप से चलने के लिए उनकी नजरों में आवश्यक या उपयोगी हो, परन्तु ऐसे सभी परिवर्तनों को अनुसमर्थन के लिए बीओएम की अगली बैठक में प्रस्तुत करना अनिवार्य होगा।

NOTIFICATION
Delhi, the 23rd September, 2022
F. No. F. DTU/Council/BOM-AC/Notification/31/2018/1756.— In exercise of the powers conferred under sub-section (1) of section 23 read with sub-section (1)(a) of Section 32 of the Delhi Technological University Act, 2009 (Delhi Act 6 of 2009) and in supersession of all previous ordinances relating to B.Tech, the Board of Management, Delhi Technological University, hereby makes the following Ordinance (First-B), 2018 relating to "Admission to Courses of Study, Conduct and Evaluation of Examinations for all Under Graduate and Post Graduate degree programs (except Ph.D.)of Delhi Technological University for batches 2018-19 onwards".
1. Short title and Commencement:
i. This ordinance shall be called the Ordinance (First-B), 2018 meant for the undergraduate and post graduate degree programs (except Ph.D.) of Delhi Technological University for batches 2018-19 onwards.
ii. This ordinance shall come into force on the date of its publication in the official Gazette.
2. Definitions:
(a) In this ordinance, unless the contents otherwise require-
i. "AC" and "Council" shall mean the Academic Council of the Delhi Technological University.
ii. "BoM" shall mean the Board of Management of the University.
iii. "BoS" shall mean Board of Studies of the Department/ School
iv. "CGPA" shall mean the Cumulative Grade Point Average.
v. "Department" shall mean a department of studies of the university.
vi. "School" shall mean a school of studies of the university.
vii. "SGPA" shall mean the Semester Grade Point Average.
viii. "Student" shall mean a student registered for undergraduate or post graduate program.
ix. "University" shall mean the Delhi Technological University.

(b) Words and expressions used but not defined in this ordinance and defined in the Act and Statutes, shall have the same meaning as assigned to them in the Act or Statute.
Note :„he", „him" and „his" implies „he/she", „him/her" and „his/her", respectively.
3. Ordinance:
i. The University shall offer Undergraduate and Post Graduate programs as approved by the BoM on the recommendation of the AC either on its own or on the initiative of a Department/ School, and/or on the direction of the BoM.
ii. The minimum entry qualifications and the policy and procedure of admission to the programs shall be such as may be approved by the AC.
iii. A student of a program shall be required to earn a minimum number of credits through various curricular components like teaching/laboratory/studio courses, seminar, industrial training, project etc. at the University or at such other institutions/industry as may be specified in the Regulations.
iv. A student shall be required to complete all the requirements for the award of the Bachelor or Master degree within such period as may be specified in the Regulations.
v. A student shall be required normally to attend every lecture, tutorial, studio and laboratory class. However, for late registration, sickness or other such exigencies, absence may be allowed as provided for in the Regulations.
vi. A student may be granted such scholarship/ studentship/ assistantship/ stipend, etc. and awarded such prizes and medals as may be specified in the Regulations in accordance with the directions of the Government of India/Government of National Capital Territory of Delhi and/or the decision of the AC/BoM.
vii. The procedure for the withdrawal from a program, re-joining the program, and all such matters as may be connected with the running of a program shall be such as may be specified in the Regulations.
viii. The procedure of conduct of examination, evaluation, the award of grades and the SGPA/CGPA, secrecy, and declaration of result shall be such as may be specified in the Regulations.
ix. The award of the Bachelor or Master degree to an eligible student shall be made in accordance with the procedure laid down in the Regulations.
x. The procedure for temporarily suspending or phasing out of a program, shall be such, as may be laid down in the Regulations.
xi. Notwithstanding anything contained in the above Ordinance, no Regulations shall be made in contravention of the decision of the AC/BoM in regard to the duration of the program, the number of studentships, the procedure of admission, the percentage of students of various categories. The Regulations for the undergraduate and post graduate degree programs can be prepared/ modified/ amended from time to time and the same shall be approved by the AC.
xii. Subject to the provisions of the Act and Statutes and these Ordinances, the issues not covered in these Ordinances or in the event of differences of interpretation, the Vice Chancellor may take a decision, after obtaining the opinion of a Committee consisting of any or all the Deans of the University. The decision of the Vice Chancellor shall be final.
xiii. In special circumstances, the Vice Chancellor may, on behalf of the BoM, approve amendment, modification, insertion or deletion of an ordinance(s), which in his opinion is necessary or expedient for the smooth running of a program, provided that all such changes shall be reported to the BoM in its next meeting for ratification.
