राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI (दिल्ली सरकार के अधिनियम 2009 की संख्या 6 के अधीन स्थापित) दिल्ली, 23 सितम्बर, 2022 .—दिल्ली प्रौद्योगिकी विश्वविद्यालय अधिनियम, 2009 (2009 का दिल्ली अधिनियम संख्या 6) की धारा 32 की उप-धारा (1) (ए) के साथ पठित धारा 23 की उप-धारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, दिल्ली प्रौद्योगिकी विश्वविद्यालय के प्रबंधक मंडल ने अध्यादेश (सातवां), 2018 का अनुमोदन किया जो
से संबंधित है, अर्थात :
(क) इस अध्यादेश को
से संबंधित दिल्ली प्रौद्योगिकी विश्वविद्यालय अध्यादेश (सातवां), 2018 कहा जाएगा।
(ख) यह अध्यादेश राजपत्र में इसके प्रकाशन की तिथि से प्रभावी होगा।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] विश्वविद्यालय की उपाधि और अन्य सम्मान प्रदान करने के लिए दीक्षांत समारोह हर वर्ष कुलाधिपति द्वारा तय की गयी तिथि को दिल्ली में आयोजित किया जायेगा।
परन्तु यह उपबंधित है कि आगे अध्ययन के लिए विदेश जा रहे विद्यार्थियों अथवा अन्य ऐसी स्थिति में जहां ऐसा करना अनिवार्य प्रतीत हो, कुलपति वार्षिक दीक्षांत समारोह से पहले डिग्री प्रदान कर सकते हैं। विशेष व्यक्ति(यों) को मानद उपाधि प्रदान करने के लिए विशेष दीक्षांत समारोह का आयोजन किया जायेगा। विशेष समारोह के शैक्षणिक जुलूस का निर्धारण विनियमों के अनुसार किया जायेगा। कुलपति विशिष्ट व्यक्तियों का स्वागत करेंगे और प्रशस्ति पत्र पढ़ेंगे तथा कुलाधिपति से मानद उपाधि प्रदान करने का अनुरोध करेंगे। कुलसचिव या कुलपति द्वारा इस प्रयोजन के लिए निर्दिष्ट अधिकारी द्वारा दीक्षांत समारोह के लिए कम से कम चार सप्ताह का नोटिस दिया जायेगा। कुलसचिव या इस प्रयोजन के लिए निर्दिष्ट अधिकारी दीक्षांत समारोह के प्रत्येक सदस्य को नोटिस के साथ दीक्षांत समारोह के कार्यक्रम और वहां अपनायी जाने वाली प्रक्रिया की जानकारी की एक प्रति प्रेषित करेगा।
शुल्क जो उम्मीदवार दीक्षांत समारोह में उपस्थित नहीं हो पाते या समारोह में उपस्थित हुए बिना डिग्री प्राप्त करना चाहते हैं तो उन्हें विश्वविद्यालय द्वारा समय-समय पर तय शुल्क का भुगतान करना होगा। दीक्षांत समारोह के बाद उनका डिग्री प्रमाण पत्र रजिस्टर्ड डाक से प्रेक्षित किया जाएगा। मानद उपाधि दीक्षांत/विशेष दीक्षांत समारोह में प्रदान की जाएगी और इसे वहां उपस्थित या अनुपस्थित रहकर प्राप्त किया जा सकता है। दीक्षांत समारोह में मानद उपाधि प्राप्त करने वाले व्यक्तियों को कुलपति या उनके द्वारा नामित व्यक्ति द्वारा प्रस्तुत किया जाएगा। विश्वविद्यालय के दीक्षांत समारोह के लिए शैक्षणिक पोषाक वही होगी जैसा कि विनियम में निर्धारित है। दीक्षांत समारोह में वरीयता का क्रम विनियमों में निर्धारित प्रक्रिया से होगा। दीक्षांत समारोह प्रक्रिया नियमों के अनुरूप होगी। अधिनियमों और संविधियों तथा इन अध्यादेशों के प्रावधानों के आधार पर, इन अध्यादेशों के तहत नहीं आने वाले मुद्दों या व्याख्या के मतभेदों की स्थिति में कुलपति, विश्वविद्यालय के किसी भी अधिष्ठाता या सभी अधिष्ठाताओं की समिति की राय लेने के बाद निर्णय ले सकते हैं। कुलपति का निर्णय अंतिम होगा। विशेष परिस्थितियों में, कुलपति, बीओएम की ओर से, किसी अध्यादेश के संशोधन, परिवर्तन, प्रविष्टि या विलोपन को मंजूरी दे सकते हैं, जो किसी पाठ््यक्रम के सुचारूरूप से चलने के लिए उनकी नजरों में आवश्यक या उपयोगी हो, परन्तु ऐसे सभी परिवर्तनों को अनुसमर्थन के लिए बीओएम की अगली बैठक में प्रस्तुत करना अनिवार्य होगा।

NOTIFICATION
Delhi, the 23rd September, 2022
F. DTU/Council/BOM-AC/Notification/31/2018/1757.—In exercise of the powers conferred by sub-section (1) of section 23 read with sub-section (1)(a) of Section 32 of the Delhi Technological University Act, 2009 (Delhi Act 6 of 2009), the Board of Management, Delhi Technological University hereby makes the following Ordinance (Seventh), 2018 relating to "Convocation in Delhi Technological University".
1. Short Title and Commencement
(a) This Ordinance may be called the Delhi Technological University Ordinance(Seventh), 2018 relating to "Convocation in Delhi Technological University".
(b) This ordinance shall come into force on the date of its publication in the official Gazette.
2. Convocation
Convocation for the purpose of conferring degrees and other distinctions of the University shall be held annually at Delhi on such date as the Chancellor may fix.
Provided that the Vice Chancellor may confer a degree in advance of the Annual Convocation on students proceeding to Universities abroad for further studies or in any other situation where considered essential.
3. Special Convocation
A special Convocation shall be held for the purpose of conferring Honorary Degree on a distinguished person (s). The Academic procession of the special convocation shall be formed as per regulations. The Vice Chancellor shall welcome the distinguished person(s) and shall read out the citation and request the Chancellor to confer the Honorary Degree.
4. Notice
Not less than four weeks' notice of the Convocation shall be given by the Registrar or an Officer designated for the purpose by the Vice Chancellor.The Registrar, or the Officer designated for the purpose, shall issue to each member of the Convocation along with the notice, a copy of the program of the Convocation and information about the procedure to be observed thereat.
5. Fee
The candidates who fail to attend the Convocation or wish to obtain their degree in absentia shall pay a fee as prescribed by the University from time to time. Their degree certificates will be mailed by registered insured post after the Convocation.
6. Honorary Degree
Honorary Degree shall be conferred at Convocation/Special Convocation and may be taken in person or in absentia. The presentation of the persons at the Convocation on whom Honorary Degrees are to be conferred shall be made by the Vice -Chancellor or by a person nominated by him.
7. Academic Dress
The Academic Dress of the University for the Convocation shall be in a manner as prescribed in the Regulations.
8. Convocation Precedence
The order of precedence in the convocation shall be in a manner as prescribed in the Regulations.
9. Convocation Procedure
The Convocation procedure shall be as laid down in the Regulations.
10. Subject to the provisions of the Act, Statues and Ordinances, the issues not covered in this Ordinance or in the event of differences of interpretation, the Vice Chancellor may take a decision, after obtaining the opinion of a Committee consisting of any or all the Deans of the University. The decision of the Vice Chancellor shall be final.
11. In special circumstances, the Vice Chancellor may, on behalf of the BoM, approve amendment, modification, insertion or deletion of an Ordinance(s), which in his opinion is necessary or expedient for the smooth running of a program, provided that all such changes shall be reported to the BoM in its next meeting for ratification.
