राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI II गृह मंत्रालय, भारत सरकार की दिनांक 24 सितंबर, 1968 की अधिसूचना सं0 एस.ओ. 3532 के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा इस सरकार की दिनांक 10 जुलाई 1975 की अधिसूचना फा0 सं0 2(41)/72-एस II के अधिक्रमण में एवं ऐसे अधिक्रमण से पूर्व की गई बातों के संबंध में अथवा विलोप की जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, संघ लोक सेवा आयोग के पूर्व परामर्श से एतद् द्वारा शिक्षा निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में के पद की भर्ती-पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैंः- 6555 DG/2022
(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] (i) इन नियमों को , भर्ती नियमावली, 2022 कहा जायेगा। (ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से प्रभावी होंगे।
उक्त पदों की संख्या, इनका 2.
वर्गीकरण तथा वेतन मैट्रिक्स/वेतनमान में वेतन-स्तर इन विनियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में यथाविनिर्दिष्ट होंगे।
उक्त पदों की भर्ती पद्धति, आयु-सीमा, योग्यता तथा उससे 3.
संबंधित अन्य मामले उक्त अनुसूची के कॉलम 5 से 13 में यथाविनिर्दिष्ट होंगे।
4. कोई भी व्यक्ति, (क) जिसने किसी ऐसे व्यक्ति से विवाह किया है जिसका जीवित पति/पत्नी है; या
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह का अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है।
5. जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए संघ लोक सेवा आयोग के परामर्श से एवं आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी के संबंध इन नियमों के किसी उपबंध को छूट दे सकती है।
6. इन नियमों के संबंध में सरकार द्वारा समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों तथा अन्य विशेष वर्गों के व्यक्तियों के लिये अपेक्षित आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

DE.2(8) (37)/E-II/2004/2336:—In exercise of the powers conferred by the proviso to Article 309 of the Constitution read with the Government of India, Ministry of Home Affair's Notification No. S.O. 3532 dated 24th September, 1968 and in supersession of this Government's Notification No. F.2(41)/72-S. II, dated 10th of July 1975 except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi after prior consultation with the Union Public Service Commission, is pleased to make rules regulating the method of recruitment to the post of Post Graduate Teachers (Hindi, Sanskrit, Urdu, Punjabi, Bengali, Agriculture, Biology, Chemistry, Commerce, Economics, English, Geography, History, Horticulture, Mathematics, Physics, Political Science, Sociology and Psychology) in the Directorate of Education, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement.-(i) These rules may be called Post Graduate Teachers (Hindi, Sanskrit, Urdu, Punjabi, Bengali, Agriculture, Biology, Chemistry, Commerce, Economics, English, Geography, History, Horticulture, Mathematics, Physics, Political Science, Sociology and Psychology) Recruitment Rules, 2022.

2. Number of posts, classification and level of pay in the pay matrix/scale of pay. - The number of the
said post, their classification and level in the pay matrix/scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification etc.- The method of recruitment to the said posts, age limit, qualification and other matter connected therewith, shall be as specified in columns 5 to 13 of the said Schedule.
4. Disqualifications - No person,
(a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.- Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.-Nothing in these rules shall effect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the order issued by the Government from time to time in this regard.

Note -1: The qualifications are relaxable at the discretion of the DSSSB/Competent Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
