1567.—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं. फा. 27/59-एचआईएम (I) के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा दिनांक 3 सितम्बर, 1981 की अधिसूचना संख्या फा. 2(86)/80/एस. II द्वारा अधिसिूचित सर्वेक्षक के पद के भर्ती नियमों के अधिक्रमण में, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, पुरातत्व विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में सर्वेक्षक के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :-

(1) इन नियमों को पुरातत्व विभाग, सर्वेक्षक भर्ती नियमावली, 2022 कहा जाएगा।

(2) ये दिल्ली राजपत्र में अपने प्रकाशन की तारीख से लागू होंगे। उक्त पद की संख्या, इनका वर्गीकरण तथा इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे। 6669 DG/2022

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (11) में यथाविनिर्दिष्ट होंगे।

ऐसा कोई भी व्यक्ति

(क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है, या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है,

वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।

शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकेगा।

जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो आदेश द्वारा तथा कारणों को अभिलेखबद्ध करते हुए संघ लोक सेवा आयोग के परामर्श से व्यक्तियों की किसी श्रेणी या वर्ग के संबंध में इन नियमों के उपबंधों में से किसी को भी शिथिल कर सकेंगे। 6.

इन नियमों की किसी भी बात का भारत सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिक, तथा अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण अपेक्षित आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

3.	ः	सामान्य केन्द्रीय सेवा अलिपिकीय, अराजपत्रित, समूह 'ख'
4.	ः	स्तर -6 (35400-112400/- रुपये )
5.	ः	लागू नहीं ।
6.	ः	30 वर्ष से अधिक नहीं टीप -1 केन्द्रीय सरकार द्वारा जारी आदेशों या अनुदेशों के अनुसार सरकारी कर्मचारियो के लिये पांच वर्ष तक ं शिथिलनीय। टीप -2 आयु सीमा निर्धारण के लिए निर्णायक तिथि दिल्ली अधीनस्थ सेवा चयन बोर्ड /सक्षम प्राधिकारी द्वारा यथाविज्ञाप्ति होगी ।
7.	ः	(i) किसी मान्यता प्राप्त विश्वविद्यालय/संस्थान से सिविल इंजीनियरिंग में स्नातक उपाधि। अथवा (ii) किसी मान्यता प्राप्त विश्वविद्यालय/संस्थान से सिविल इंजीनियरिंग में डिप्लोमा और सिविल इंजीनियरिंग के क्षेत्र में दो वर्ष का अनुभव

		अन्यथा सुयोग्य उम्मीदवारो के मामले में कारणोें ं को लिखित में अभिलेखबद्ध करते ह ुए योग्यता डीएसएसएसबी/सक्षम प्राधिकारी के विवेक पर शिथिलनीय है।
8.	ः	आयु - लागू नहीं शैक्षणिक योग्यता - लागू नहीं
9.	ः	सीधी भर्ती वालों के लिए दो वर्ष
10.	ः	व्यक्ति के प्रतिनियुक्ति पर या लम्बी बीमारी के कारण या अध्ययन अवकाश या अन्य परिस्थितियो के ं कारण एक वर्ष या अधिक लम्बी अवधि के लिये कार्य से अलग रहने के कारण रिक्त पद को प्रतिनियुक्ति आधार पर केन्द्र सरकार के अधिकारियों में से भरा जा सकता ह ै। (क) (i) नियमित आधार पर समरूप पदधारी; अथवा (ii) वेतन मैट्रिक्स के स्तर -5 के पदों में छः वर्ष की नियमित सेवा सहित ; तथा (ख) कॉलम 7 के अन्तर्गत सीधी भर्ती वालों के लिए निर्धारित योग्यताएं एवं अनुभव रखने वाले ।
11.	ः	लागू नहीं ।
12.	ः	1.वित्तीय आयुक्त, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार-अध्यक्ष। 2. पुरातत्व विभाग का प्रशासनिक सचिव, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार-सदस्य। 3. विशेष/अपर सचिव (सा.प्र.वि.), राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार -सदस्य।
13.	ः	संघ लोक सेवा आयोग से परामर्श आवश्यक नहीं ह ै।

NOTIFICATION

Delhi, the 3rd October, 2022

F. No. 2(23)/Estt./Archy/2017/1567.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, read with Government of India, Ministry of Home Affairs notification number F.27/59- Him(i) dated the 13th July, 1959 and in supersession of the recruitment rules for the post of Surveyor notified vide notification No. F.2(86)/80-S.II dated 3rdSeptember, 1981, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of Surveyor in the Department of Archaeology, Government of National Capital Territory of Delhi, namely:-

1. Short Title and Commencement.

(1)These rules may called the Department of Archaeology, Surveyor Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Delhi Gazette.

2. Number of Posts, its classification and level in pay matrix.

The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification etc.

The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in the columns (5) to (11) of the said Schedule.

4. Disqualifications.

No persons, -

(a) Whohas entered into or contracted marriage with a person having a spouse living; or

(b) Who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.

Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.

Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with orders issued by Government of India from time to time, in this regard.

SCHEDULE

4.	Pay Level i n the Pay Matrix.	Level – 6 (Rs. 35400-112400/-).
5.	Whether Selection Post / Non-Selection Post.	Not Applicable.
6.	Age limits for Direct Recruits.	Not Exceeding 30 Years. Note 1 : Relaxable for Government Servants up to five years in accordance with the instructions or orders issued by the Central Government.
		Note 2 : The crucial date for determining the age limit shall be as advertised by the Delhi Subordinate Services Selection Board/Competent Authority.
7.	Educational and other qualification required for direct recruits.	Essential: (i) Graduate degree in Civil Engineering from a recognized University/Institute; OR (ii) Diploma in Civil Engineering from a recognized University/Institute and two years experience in the field of Civil Engineering. Note : The qualifications are relaxable at the discretion of the DSSSB/Competent Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
8.	Whether age and educational qualification prescribed for Direct Recruitment will apply in the case of promotees.	Age : Not Applicable. Educational Qualification : Not Applicable.
9.	Period of Probation if any.	Two years for direct recruits.
	10. Method of Recruitment.	By Direct Recruitment. Note : Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for a duration of one year or more may be filled on deputation basis from officers of Central Government. (a) (i) holding analogous posts on regular basis; or (ii) with 6 years regular service in posts in level 5 of the pay matrix; and (b) Possessing the qualifications and experience prescribed for direct recruits under Column 7.
11.	Incase of recruitment by promotion/deputation/absorption grades from which promotion/deputation/absorption to be made.	Not Applicable.
12.	If a Departmental Promotion Committee exists, what is its composition.	Departmental Confirmation Committee 1. Financial Commi ssion er, Government of NCT of Delhi : Chairman. 2. Administrative Secretary of the Department of Archaeology, Government of National Capital Territory of Delhi : Member. 3. 13. Circumstances	in which UPSC to be consulted in making recruitment.	Consultation with the Union Public Service Commission is not necessary.
