राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 25 अक्तूबर, 2022 .—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं. फा. 27/59-एचआईएम (i) के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, दिल्ली अभिलेखागार विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में जिल्दसाज के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ :-

(1) इन नियमों को दिल्ली अभिलेखागार विभाग, जिल्दसाज भर्ती नियमावली, 2022 कहा जाएगा।

(2) ये दिल्ली राजपत्र में अपने प्रकाशन की तारीख से लागू होंगे।

उक्त पद की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।

उक्त पद की भर्ती पद्धति, आयु-सीमा, योग्यताएं एवं इससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (11) में यथाविनिर्दिष्ट होंगे।

ऐसा कोई भी व्यक्ति

(क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है, या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।

शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकेगा।

जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो आदेश द्वारा तथा कारणों को अभिलेखबद्ध करते हुए सक्षम प्राधिकारी व्यक्तियों की किसी श्रेणी या वर्ग के संबंध में इन नियमों के उपबंधों में से किसी को भी शिथिल कर सकेंगे।

इन नियमों की किसी भी बात का भारत सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिक, तथा अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण अपेक्षित आयु-सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

1.	ः	जिल्दसाज।
2.	ः	02* (2022) *इसमें परिवर्तन कार्यभार पर निर्भर है।
3.	ः	सामान्य केन्द्रीय सेवा अलिपिकीय, अराजपत्रित, समूह 'ग'
4.	ः	स्तर -1 (18,000-56,900/- रुपये )
5.	ः	लागू नहीं ।
6.	ः	18 से 25 वर्ष के बीच* *अखिल भारतीय खुली प्रतियोगिता द्वारा भरे जाने वाले पद के मामले में - 18 वर्ष से 27 वर्ष के बीच। आयु-सीमा निर्धारण के लिए निर्णायक तिथि दिल्ली अधीनस्थ सेवा चयन बोर्ड द्वारा यथाविज्ञाप्ति होगी। केन्द्र सरकार द्वारा जारी निदेशों या आदेशों के अनुसार विभागीय उम्मीदवार के लिए अधिकतम आयु-सीमा में 40 वर्ष तक की छूट है।
7.	ः	किसी मान्यताप्राप्त बोर्ड/संस्थान से ब ुक बाइंडिग में आईटीआई या इसके समकक्ष उत्तीर्ण। अन्यथा सुयोग्य उम्मीदवारों के मामले में कारणोें को लिखित में अभिलेखबद्ध करते हुए योग्यता सक्षम प्राधिकारी के विवेक पर शिथिलनीय है।
8.	ः	लागू नहीं।
9.	ः	दो वर्ष।
10.	ः	सीधी भर्ती द्वारा ।
11.	ः	लागू नहीं ।

12.	ः	'ग' वर्गीय विभागीय स्थायीकरण समिति : प्रधान सचिव / सचिव (उर्जा), राष्ट्रीय राजधानी 1. क्षेत्र दिल्ली सरकार - । सचिव (कला, संस्कृति एवं भाषा /अभिलेखागार), 2. राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार - । उप सचिव (वित्त), राष्ट्रीय राजधानी क्षेत्र दिल्ली 3. सरकार - । यदि समिति के अधिसूचित अध्यक्ष के, समिति के अन्य सदस्य से कनिष्ठ होने की स्थिति में विभागीय स्थायीकरण समिति का वरिष्ठतम सदस्य स्थायीकरण पर विचार करने के लिए अध्यक्ष के रूप में कार्य करेगा ।
13.	ः	लागू नहीं।

NOTIFICATION

Delhi, the 25th October, 2022

No. F. DA-A014/2/2022-Administration/1373.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, read with Government of India, Ministry of Home Affairs notification number F.27/59-Him(i) dated the 13th July, 1959, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of Book Binder in the Department of Delhi Archives, Government of National Capital Territory of Delhi, namely:-

1. Short Title and Commencement.

(1) These rules may called the Department of Delhi Archives, Book Binder Recruitment Rules, 2022.

(2) They shall come into force on the date of their publication in the Delhi Gazette.

2. Number of Posts, its classification and level in pay matrix.

The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualification etc.

The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in the columns (5) to (11) of the said Schedule.

4. Disqualifications.

No persons, -

(a) Who has entered into or contracted marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.

Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Competent Authority, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.

Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with orders issued by Government of India from time to time, in this regard.

SCHEDULE

1.	Name of Post.	Book Binder.
2.	Number of Posts.	02* (2022). * Subject to variation dependent on workload.
3.	Classification.	General Central Service Non-Ministerial, Non-Gazetted, Group C.
4.	Pay Level in the Pay Matrix.	Level – 1 (Rs. 18,000-56,900).
5.	Whether Selection Post / Non -Selection Post.	Not applicable.
6.	Age limits for Direct Recruits.	Between 18-25 Years. In case of post being filled up by All-India Open Competition, it would be – between 18 years and 27 years. Note 1: The crucial date for determining the age limit shall be as advertised by the DSSSB. Note 2: The upper age-limit is relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government.
7.	Educational and other qualification required for direct recruits.	ITI in Book Binding or equivalent pass from a recognized Board/ Institution. Note : Qualifications are relaxable at the discretion of the Competent Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
8.	Whether age and educational qualification prescribed for Direct Recruitment will apply in the case of promotees.	Not applicable.
9.	Period of Probation if any.	Two years.
10. Method of Recruitment.		By direct recruitment.
11.	In case of recruitment by promotion/deputation/ absorption grades from which promotion/deputation/ absorption to be made.	Not applicable.
12.	If a Departmental Promotion Committee exists, what is its composition.	Composition of Group -'C' Departmental Confirmation Committee (for considering confirmation): 1. Principal Secretary/ Secretary (Power), GNCT of Delhi : Chairperson
		2. Secretary (ACL/Archives), GNCT of De lhi : Member 3. Deputy Secretary (Finance), GNCT of Delhi: Member. Note : Senior most member of the Departmental Confirmation Committee for considering confirmation shall act as Chairperson in case the notified chairperson of the Committee happens to be junior to another member of the Committee.
13. Circumstances	in which UPSC to be consulted in making recruitment.	Not applicable.
