.—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं.फा. 27/59-एचआईएम (I) के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा दिनांक 16 जून 1983 की अधिसूचना सं. फा. 2(30)/82-एस.II द्वारा अधिसूचित पुरातात्विक अभियंता के पद के भर्ती नियमों के अधिक्रमण में, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल एतद् द्वारा पुरातत्व विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में 'पुरातात्विक अभियंता' के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

(1) इन नियमों को राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, पुरातत्व विभाग, 'पुरातात्विक अभियंता' के पद हेतु भर्ती नियमावली 2023 कहा जाएगा।
(2) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।

ये नियम इन नियमों के साथ संलग्न अनुसूची के कॉलम (1) में निर्दिष्ट पदों के लिए लागू होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] उक्त पद की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
4.
उक्त पद की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।

ऐसा कोई भी व्यक्ति
(क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है, या
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकेगा।

जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो आदेश द्वारा, कारणों को लिखित में अभिलेखबद्ध करते हुए तथा संघ लोक सेवा आयोग के परामर्श से व्यक्तियों की किसी श्रेणी या वर्ग के संबंध में इन नियमों के उपबंधों में से किसी को भी शिथिल कर सकेंगे।

इन नियमों की किसी भी बात का भारत सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिक, तथा अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण अपेक्षित आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| (i) मूल संवर्ग/विभाग मे नियमित आधार पर समरूप पदधारण करने वाले; अथवा (ii) वेतन मैट्रिक्स के स्तर -6 के पदों में नियमित आधार पर नियुक्ति के उपरांत ग्रेेड में पांच वर्ष की सेवा सहित अथवा मूल संवर्ग/विभाग में समकक्ष। तथा (ख) निम्नलिखित शैक्षिक योग्यताएँ एवं अनुभव रखने वाले : अनिवार्य योग्यता : किसी मान्यता प्राप्त विश्वविद्यालय से सिविल इंजीनियरिंग में स्नातक उपाधि। अनिवार्य अनुभव : सिविल इंजीनियरिंग के क्षेत्र में तीन वर्ष का अनुभव। टीप 1 - ग्रेड में पांच वर्ष की नियमित सेवा सहित वेतन मैट्रिक्स के स्तर 6 (35400 -112400/-रूपये) में विभागीय पर्यवेक्षक तथा उपाधि की योग्यता या सिविल इंजीनियरिंग में डिप्लोमा रखने वाले भी बाहरी उम्मीदवारों के साथ विचारणीय होंगे तथा यदि पद पर नियुक्ति के लिए उनका चयन होता है तो उसे पदोन्नति द्वारा भरा समझा जाएगा । टीप 2 - केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग म ें इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद में प्रतिनियुक्ति की अवधि भी सम्मिलित है, यह सामान्यतः तीन वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति पर नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होगी। | |||

NOTIFICATION
Delhi, the 15th March, 2023
No. F. 2(21)/Estt./Archy/2017/644.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, read with Government of India, Ministry of Home Affairs Notification number F.27/59-Him(i) dated the 13th July, 1959 and in supersession of the recruitment rules for the post of Archaeological Engineer notified vide notification No. F.2(30)/82-S.II dated 16th June, 1983, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of Archaeological Engineer in the Department of Archaeology, Government of National Capital Territory of Delhi, namely :-
1. Short Title and Commencement.
(1) These rules may called the Government of National Capital Territory of Delhi, Department of Archaeology, Archaeological Engineer Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Delhi Gazette.
2. Application.
These rules shall apply to the posts specified in column (1) of Schedule annexed to these rules.

The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age limit, qualification etc.
The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in the columns (5) to (13) of the said Schedule.
5. Disqualifications.
No persons, -
(a) Who has entered into or contracted marriage with a person having a spouse living; or
(b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax.
Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with orders issued by Government of India from time to time, in this regard.

Experience : Three years experience in the field of Civil Engineering. Note 1: The Departmental Surveyor in Level-6 (Rs. 35400 - 112400) of the pay matrix with five years regular service in the grade and possessing the qualification of Degree or Diploma in Civil Engineering will also be considered along with outsiders and in case he/she is selected for appointment to the post, the same shall be deemed to have been filled by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not exceed 56 years as on the last date of receipt of applications. | ||
