वर्ष 2022-2023 से संबंधित कार्यों के लिए राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि से भुगतान प्राधिकृत करने तथा कुछ और राशि का विनियोजन करने के लिए एक विधेयक

भारत गणराज्य के चौहत्तरवें वर्ष में राष्ट्रीय राजधानी क्षेत्र दिल्ली की विधान सभा द्वारा निम्नलिखित रूप में यह अधिनियमित हो :-

1. इस अधिनियम का संक्षिप्त नाम दिल्ली विनियोग (संंख्या 2) अधिनियम 2023 है।

` 159,16,54,000 2. राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि में से प्रदत्त और प्रयुक्त राशि जो अनुसूची के कालम (5) में विनिर्दिष्ट से अधिक नहीं, जो कुछ प्रभारों की अदायगी की कुल के लिए राशि के बराबर है, जो अनुसूची के कालम (2) मेें विनिर्दिष्ट कार्यो के सम्बन्ध में वर्ष 2022-2023 की अवधि के दौरान भुगतान के रूप में प्रयुक्त होंगी।

3. इस अधिनियम द्वारा राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार की संचित निधि में से प्रदत्त और प्रयुक्त किए जाने के लिए प्राधिकृत राशि उक्त अवधि के सम्बन्ध में अनुसूची में उल्लिखित कार्यों और उद्देश्यों के लिए विनियोजित की जायेगी।

राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार अधिनियम, 1991 (1992 का 1) की धारा 29 की उपधारा (1) के साथ पठित धारा 30 (1) (क) में राष्ट्रीय राजधानी क्षेत्र दिल्ली की विधान सभा द्वारा पारित राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि पर भारित व स्वीकृृत व्यय को वहन करने के लिए आवश्यक धन राशि के राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि से विनियोजन की व्यवस्था के लिए दिल्ली विनियोग (संख्या 2) अधिनियम 2023, विधेयक प्रस्तुत किया जाता है।

यह विधेयक उपर्युक्त उद्देश्यों को प्राप्त करना चाहता है।

दिल्ली, 22 मार्च, 2023 कैलाश गहलोत, वित्त मंत्री दिल्ली विनियोग (संंख्या 2) विधेयक, 2023 का उद्‌देश्य किसी अधीनस्थ अधिकारी को अतिरिक्त विधायी शक्ति प्रदान करना नहीं है।

BILL No. 03 OF 2023 THE DELHI APPROPRIATION (No. 2) BILL, 2023

A BILL

to authorise payment and appropriation of certain further sums from and out of the Consolidated Fund of the National Capital Territory of Delhi for the services in respect of the financial year 2022-2023.

BE it enacted by the Legislative Assembly of the National Capital Territory of Delhi in the Seventy-forth Year of the Republic of India as follows:-

Short title. 1. This Act may be called the Delhi Appropriation (No. 2) Act, 2023.

Issue of ` 159,16,54,000/- from and out of the Consolidated Fund of the National Capital Territory of Delhi for the financial year 2022- 2023.

2. From and out of the Consolidated Fund of the National Capital Territory of Delhi, there may be paid and applied further sums not exceeding those specified in column (5) of the Schedule, amounting in the aggregate to the sum of Rupees one hundred fifty nine crore sixteen lakh fifty four thousand only towards defraying the several charges which will come in the course of payment during the financial year 2022-2023 in respect of the services specified in column (2) of the Schedule.

Appropriation.

3. The sums authorised to be paid and applied from and out of the Consolidated Fund of the National Capital Territory of Delhi by this Act, shall be appropriated for the services and purposes expressed in the Schedule in relation to the said year.

STATEMENT OF OBJECTS AND REASONS

The Delhi Appropriation (No. 2) Bill, 2023 is introduced in pursuance of sub-section (1) of section 29 read with clause (a) of sub-section (1) of section 30 of the Government of National Capital Territory of Delhi Act,1991 (1 of 1992) to provide for the appropriation out of the Consolidated Fund of the National Capital Territory of Delhi, of the moneys required to meet the expenditure charged on the Consolidated Fund and the grants voted by the Legislative Assembly for the expenditure of Government of National Capital Territory of Delhi for the financial year 2022-2023.

This bill seeks to achieve the above objectives.
