सं0फा0 1/आईटीआई(5)/आरआर/2021/1042.-गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 जी.एस.आर. 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा दिनांक 8.8.1969 की अधिसूचना फा0 2(13)/68-सेवाएं-II /द्वारा अधिसूचित सहायक स्टोरकीपर के पद के लिए भर्ती नियमों तथा दिनांक 2 जनवरी, 2014 की अधिसूचना फा0 सं0 36(26)/प्रशि0प्रशा0/2008 द्वारा अधिसूचित उत्तरवर्ती संशोधन के अधिक्रमण में, ऐसे अधिक्रमण में की गई या किए जाने के लिए हटाई जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल एतद् द्वारा प्रशिक्षण एवं तकनीकी शिाक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अन्तर्गत प्रशिक्षण विंग में सहायक स्टोरकीपर के पद की भर्ती पद्धति से संबंधित निम्नलिखित भर्ती नियम बनाते हैं, अर्थात्ः 1. संक्षिप्त शीर्षक एवं प्रारंभ :-(i) इन नियमों को सहायक स्टोरकीपर भर्ती नियमावली, 2023 प्रशिक्षण एवं तकनीकी शिक्षा विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, कहा जायेगा।
(ii) ये शासकीय राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 2. पदों की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर :-उक्त पदों की संख्या, इनका वर्गीकरण तथा इनसे सम्बद्ध वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे। 3. भर्ती पद्धति, आयु सीमा तथा अन्य योग्यता :-उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इनसे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :-ऐसा कोई भी व्यक्ति
(क) जो किसी व्यक्ति के जीवित पति/पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है; या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा;
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत्त है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिये विशेष आधार है/हैं किसी भी ऐसे उम्मीदवार को इस नियम के प्रवर्तन की छूट दे सकती है।
5. शिथिल करने की शक्ति :- जहां सरकार का मत है कि ऐसा करना आवश्यक या समीचीन है तो वह आदेश द्वारा तथा कारणों को लिखित में अभिलेखबद्ध करते हुए व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन विनियमों के उपबंधों से छूट प्रदान कर सकती है।
6. बचावः- इन नियमों की किसी भी बात का केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों और अनुसूचित जनजातियों और अन्य विशेष वर्गों के व्यक्तियों के लिये उपबन्धित किये जाने के लिये आरक्षण, आयु सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

NOTIFICATION
Delhi, 28th April, 2023
F.No. 1/ITI (5)/RR/2021/1042.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home Affairs Notification Number G.S.R 840 dated the 13th July, 1959 and in supersession of the recruitment rules for the post of Assistant Storekeeper notified vide notification F.2(13)/68-Services-II dated 08.08.1969 and subsequent amendment notified vide notification F.No.36(26)/Trg. Admn./2008 dated 2nd January 2014, except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Assistant Storekeeper in the Training Wing under the Department of Training and Technical Education, Government of National Capital Territory of Delhi, namely:
1. Short title and commencement:- (i) These rules may be called the Assistant Storekeeper Recruitment Rules, 2023 Department of Training and Technical Education, Government of National Capital Territory of Delhi.
(ii) They shall come into force on the date of their publication in the Official Gazette.
[PART IV DELHI GAZETTE : EXTRAORDINARY 52. Number of posts, classification and Level in the Pay Matrix:- The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto.
3. Method of Recruitment, Age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualifications:- No person,
(a) Who has entered or contracted marriage with the person having a spouse living, or (b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to any of the said posts:
Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.
5. Power to relax:- Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, may relax any of the provision of these rules with respect to any class or category of person.
6. Saving:- Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.
