फा. सं. ए/डी/एम/एल.ए.सी/द०पू०/2023/10/पार्ट-II/135.—भारत सरकार गृह मंत्रालय की अधिसूचना संख्या का.आ. 2740 (अ) दिनांक 21 अक्तूबर 2014 को एस.ओ. 2014 (अ) दिनांक 21.07.2015 के साथ पठित उचित मुआवजा और भूमि अधिग्रहण में पारर्दर्शता, पुनर्वास और पुनःस्थापन अधिकार अधिनियम 2013 की धारा 11 की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र के उपराज्यपाल को प्रतीत होता है, उपयुक्त सरकार होने के नाते सराय काले खां से मयूर विहार नई दिल्ली तक शुरू होने वाली बारापुल्ला नाला के ऊपर एलिवेटेड रोड के निर्माण हेतु परियोजना के तीसरे चरण के लिए सार्वजनिक प्रयोजन के लिए जिला दक्षिण पूर्व में सब डिवीजन डिफें स कॉलोनी के नगली रजापुर गांव में कु ल 6298.437 वगर्मीटर (0.6298437 हेक्टेयर) भूमि की आवश्यकता है । सामाजिक प्रभाव आकलन यूनिट स्कू ल ऑफ ह्यूमन इकोलॉजी, अंबेडकर विश्वविद्यालय, दिल्ली द्वारा। एक सामाजिक प्रभाव आकलन अध्ययन किया। गया था और एसआईए ने 14 मार्च, 2018 को रिपोर्ट प्रस्तुत की थी । उचित मुआवजा और 3556 DG/2023
(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] भूमि अधिग्रहण, पुनर्वास और पुनःस्थापन (सामाजिक प्रभाव आकलन और सहमति) के नियम 4 के अन्तर्गत कलेक्टर द्वारा गठित एक टीम ने प्रारंभिक जांच की थी। सामाजिक प्रभाव आकलन रिपोर्ट / प्रारंभिक जांच का सारांश निम्नानुसार है (एसआईए रिपोर्ट की प्रतिलिपि संलग्नक ए के रूप में संलग्न है। ) ।
भूमि के प्रस्तावित अधिग्रहण के संयुक्त सवेक्षण के दोरान कु ल 5 परिवार पाए गए, हालाकि किसी भी परिवार के विस्थापित होने की संभावना नहीं है। संयुक्त सवेक्षण के दोरान किसी भी प्रकार के वृक्ष एवम संरचना नहीं पाए गए । अतिरिक्त जिला मजिस्ट्रेट, दक्षिण पूर्व, राजस्व विभाग दिल्ली सरकार के राष्ट्रीय राजधानी क्षेत्र को प्रभावित परिवारों के पुनर्वास और पुनः स्थापन के उद्देश्य के लिए प्रशासक के रूप में नियुक्त किया गया है। इसलिए अधिग्रहण के अधीन मापन 6298.437 वगर्मीटर (0.6298437 हेक्टेयर) भूमि का हिस्सा जिला दक्षिण पूर्व में सब डिवीजन डिफें स कॉलोनी के नगली रजापुर गांव में उपरोक्त परियोजना के लिए अधिसूचित किया जाता है. जिसका विस्तृत विवरण निम्नलिखित है।

यह अधिसूचना सभी संबंधित के लिए उचित मुआवजा और भूमि अधिग्रहण में पारर्दर्शता, पुनर्वास और पुनःस्थापन अधिकार अधिनियम, 2013 के अन्तर्गत बनाई गई है।
अधिग्रहित की जाने वाली भूमि योजना तथा अन्य विवरण हितधारी व्यक्तियों द्वारा कार्यालय, जिला क्लेक्टर, जिला (दक्षिण पूर्व), राजस्व विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार और मुख्य परियोजना प्रबन्धक (फलाईओवर), लोक निर्माण विभाग, दिल्ली, में कार्य समय के दौरान किसी भी कार्य दिवस में निरीक्षण किया जा सकता है ।
अधिनियम की धारा 11 (4) के अधीन कोई भी व्यक्ति क्लेक्टर के पूर्व अनुमोदन के बिना ऐसी अधिसूचना के प्रकाशन की तिथि से ऐसी किसी भी भूमि का कोई लेन देन नहीं करेगा या लेन देन का कारण नहीं बनेगा अर्थात् बिक्री / खरीद इत्यादि या ऐसी भूमि पर कोई अतिक्रमण नहीं करेगा।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 अधिग्रहण की आपत्ति यदि कोई हो तो हितधारी व्यक्ति क्लेक्टर के समक्ष अधिनियम की धारा 15 के अधीन यथा उपबन्धित इस अधिसूचना के प्रकाशन की तिथि से 60 दिनों के भीतर आपत्ति दायर कर सकता है।

PRELIMINARY NOTIFICATION
Delhi, the 6th June, 2023
F. No. ADM/LAC/SE/2023/10/Part-II/135.—In the exercise of the power conferred by sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 read with Government of India, Ministry of Home Affairs Notification No S.O. 2740 (e) dated 21 October, 2014, read with S.O. 2014(E) dated 21.07.2015, it appears to Lieutenant Governor of National Capital Territory of Delhi, being the appropriate Government that in total 6298.437 Sq. Mtr. (0.6298437 hectares) land is required in the Nangli Razapur Village of Sub-Division Defence Colony in District South East for public purpose for the 3rd phase of the project, for construction of Elevated Road over the Barapullaha Nallah starting from Sarai Kale Khan to Mayur Vihar, New Delhi. Social Impact Assessment Study was carried out by SIA Unit, School of Human Ecology, Ambedkar University Delhi and SIA report was submitted on 14th March, 2018 extended by the Appropriate Government from time to time. Preliminary investigation was conducted by a team constituted by Collector as laid down under rule 4 of the Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement (Social Impact Assessment and Content) Rules, 2014. The summary of the Social Impact Assessment Report/ preliminary investigation is attached as (Annexure A).
There were 5 families at the time of joint survey. However, no family is likely to be displaced due to the proposed acquisition of land. Also, no tree or any other structure was found during the joint survey.
The Additional District Magistrate, South East Revenue District, Government of National Capital Territory of Delhi is appointed as administrator for purpose of rehabilitation and resettlement of the affected families. Therefore it is notified that for the above said project in the Nangli Razapur Village of Sub-Division Defence Colony in District South-East, the piece of land under acquisition measuring 6298.437sqm (0.6298437 hectares) whose detailed description is as following:-

This notification is made under the provisions of section 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013) to all whom it may concern.
The land Plan and other details of the land to be acquired can be inspected by the interested person in the office of the District Collector, District (South East), Revenue Department, Government of NCT of Delhi and Chief Project Manager (Flyover) Public Works Department, Delhi on any working day during the working hours.
Under section 11 (4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase etc, or create any encumbrances on such land from the date of publication of such notification without prior approval of the collector.
Objection to the acquisition, if any may be filed by the person interested within 60 (Sixty) days from the date of publication of this notification as provided under section 15 of the Act before the Collector.
