राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 23 जून, 2023 II .—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 फा0 27/59-एचआईएम (i) के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए तथा इस सरकार की दिनांक 31.07.2007 की अधिसूचना सं0 फा0 12(1)/2005-डीएसडब्ल्यू/स्था0/8969-979 के अधिक्रमण में ऐसे अधिक्रमण से पूर्व की गई या किए जाने के लिए हटाई गई बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल एतद्द्वारा महिला एवं बाल विकास विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में ''पर्यवेक्षक ग्रेड -II (महिला)'' के पद हेतु भर्ती नियम बनाते है, अर्थात् :-
(i) इन नियमों को 'महिला एवं बाल विकास विभाग, ''पर्यवेक्षक ग्रेड -II (महिला)'' भर्ती नियमावली, 2023 कहा जायेगा।
(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू हाेंगे।
उक्त पदों की संख्या, इनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] उक्त पदों की भर्ती पद्धति, आयु-सीमा, योग्यताएं एवं इससे संबंधित अन्य मामलें उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
वह व्यक्ति, (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है या
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है। . जहां सरकार का यह मत हो कि ऐसा करना आवश्यक समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों की किसी श्रेणी या वर्ग के इन नियमों के किसी उपबंध को छूट दे सकती है। . इन नियमों में किसी उल्लेख से केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों तथा अन्य विशेष वर्गों के व्यक्तियों के लिये अपेक्षित आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| 6. | ः | 18 एवं 25 वर्ष के बीच* *यदि पद अखिल भारतीय खुली प्रतियोगिता द्वारा भरे जाते हैं तो आयु-सीमा 18 वर्ष एवं 27 वर्ष के बीच होगी । (केन्द्र सरकार द्वारा जारी अनुदेशों या आदेशों के अनुसरण में विभागीय उम्मीदवारों के लिए अधिकतम आयु-सीमा 40 वर्ष तक शिथिलनीय है ।) आंगनवाड़ी कार्यकत्र्ता के रूप में सेवा की अवधि तक छूट, अधिकतम 15 वर्ष की छूट के अधीन। आयु-सीमा निर्धारण के लिए निर्णायक तिथि दिल्ली अधीनस्थ सेवा चयन बोर्ड/सक्षम प्राधिकारी द्वारा यथाविज्ञाप्ति होगी । | |
| 7. | ः | किसी सरकारी मान्यताप्राप्त विश्वविद्यालय/बोर्ड से गृह विज्ञान अथवा बाल विकास अथवा पोषण अथवा समाज कार्य में स्नातक ; अथवा आंगवाड़ी कार्यकत्र्ता के रूप में 10 वर्षों के अनुभव सहित किसी सरकारी मान्यताप्राप्त विश्वविद्यालय /बोर्ड से गृह विज्ञान अथवा बाल विकास अथवा पोषण अथवा समाज कार्य में स्नातक । अन्यथा सुयोग्य उम्मीदवार के मामले में योग्यताएं सक्षम प्राधिकारी के विवेक पर शिथिलनीय हैं । यदि चयन की किसी अवस्था में सक्षम प्राधिकारी के अभिमत से अनुसूचित जाति/जनजातियों के लिए आरक्षित रिक्त पदों को भरने के लिए अपेक्षित अनुभव रखने वाले इन जातियों के उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है, तो अनुभव संबंधी योग्यताएं सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। |

NOTIFICATION
Delhi, the 23rd June, 2023
F. No. 8(47)/Adm/WCD/RR for Supervisor-II/2021/1176.—In exercise of the powers conferred by the proviso to article 309 of the Constitution read with the Government of India, Ministry of Home Affairs, notification number F-27/59-Him. (i), dated the 13th July, 1959, and in supersession of this Government"s Notification No. F.12(1)/2005-DSW/Estt/8969-979 dated 31.07.2007, except as respect things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi is pleased to make recruitment rules for the post of Supervisor, Grade-II (Women) in the Department of Women and Child Development, Government of National Capital Territory of Delhi, namely: -
1. Short title and commencement: - (i) These rules may be called the „Department of Women and Child Development, Supervisor, Grade-II (Women), Recruitment Rules, 2023".
(ii) They shall come into force from the date of their publication in the Delhi Gazette.
2. Number of Posts, Classification and level in the pay matrix: - The number of the said posts, their classification and Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, Qualifications, etc: - The method of recruitment to the said posts, age limit, qualification and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification: - No person:-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Powers to relax: - Where the Government is of the opinion that it is necessary or expedient so to do, it may, by an order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.
