फा. सं.1/15/2018/अ.स.नि./स्था./1267.—भारत के संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा अर्थ. एवं सांख्यिकी निदेशालय में ग्रुप-सी (पूर्ववर्ती समूह-डी) के पद के लिए समय-समय पर जारी किए गए पिछले सभी भर्ती नियमों के अधिक्रमन में, राष्ट्रीय राजधानी क्षेत्र दिल्ली की सरकार के उपराज्यपाल द्वारा अर्थ. एवं सांख्यिकी निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में मल्टी टास्किग स्टाफ (एमटीएस) के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनातें हैं, अर्थात् :-

1. संक्षिप्त शीर्षक और प्रारंभ :–

(i) इन नियमों को अर्थ. और सांख्यिकी निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार, एमटीएस भर्ती नियमावली 2023 कहा जाएगा ।

(ii) ये नियम शासकीय राजपत्र में अपने प्रकाशन की तिथि से लागू होंगें ।

2. पदों की संख्या, उनका बर्गीकरण तथा वेतन मैट्रिक्स में स्तर :- उक्त पदों की संख्या, उनका बर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में यथाविनिदिष्ट होंगें ।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 3. भर्ती पद्धति, आयु- सीमा, योग्यतायें इत्यादि :– उक्त पद की भर्ती पद्धति, आयु-सीमा, योग्यताएं एवं इससे संवंधित अन्य मामले उक्त अनुसूची के कॉलम 5 से 13 में यथाविनिदिष्ट होंगें ।

4. अयोग्यता :- ऐसा कोई भी व्यक्ति,

(क) जो किसी व्यक्ति के जीवित पति / पत्नी के होते हुए विवाह करता है या विवाह का अनुबंध करता है;

या

(ख) जो एक जीवित पति / पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या अनुबंध कर चुका है;

उक्त पद पर नियुक्ति का पात्र नहीं होगा ।

शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्षकार पर लागू व्यक्तिगत कानून के अंतगर्त अनुमत है और इस बात से संतुष्ट हो जाने पर कि ऐसा करने के लिए विशेष आधार है / हैं किसी उम्मीदवार को इस नियम के प्रवर्तन की छू ट दी जा सके गी ।

5. शिथिल करने की शक्ति :- जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो आदेश द्वारा तथा कारणों को लिखित में अभिलेखबद्ध करते हुए व्यक्तियों के किसी वर्ग या श्रेणी के सम्बन्ध में इन नियमों के उपबंधो में से किसी को भी शिथिल कर सकें गें ।

6. बचाव :- इन नियमों कि किसी भी बात का सरकार द्वारा इस संबंध में समय- समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिक, अन्य पिछड़े वर्ग तथा अन्य विशेष वर्गों के व्यक्तियों के लिए उपबन्धित किए जाने के लिए आरक्षण अपेक्षित आयु - सीमा में छू ट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा ।

अनुसूची

1.	पद नाम	मल्टी टास्किग स्टाफ
2.	पदों की संख्या	16* (2023) * इसमें परिवर्तन कार्यभार पर निर्भर है \|
3.	वर्गीकरण	सामान्य कें द्रीय सेवा समूह-'सी', अराजपत्रित, गैर-मंत्रालयी
4.	वेतन मैट्रिक्स में स्तर	पे मैट्रिक्स लेवल -1 (18000-56900 रुपये) में स्तर
5.	चयन पद है या गैर चयन पद	लागू नहीं
6.	सीधी भर्ती के लिए आयु सीमा	18-25 वर्ष के बीच* (कें द्र सरकार द्वारा जारी निर्देशों या आदेशों के अनुसार विभागीय उम्मीदवार के लिए 40 वर्ष तक की छू ट) नोट : आयु सीमा निर्धारण हेतु अंतिम तिथि डी.एस.एस.एस.बी./ सक्ष प्राधिकारी द्वारा विाापित होगी। *अखिल भारतीय खुली प्रतियोगिता द्वारा भरे जाने वाले पद के मामले में, आयु सीमा 18 वर्ष से 27 वर्ष होगी ।
7.	सीधी भर्ती के लिए आवश्यक शैक्षिक और अन्य योग्यताएं।	आवश्यक: मान्यताप्राप्त बोर्ड संस्थान से मैट्रिक या समकक्ष पास ।
8.	क्या सीधी भर्ती के लिए निर्धारित आयु और शैक्षिक योग्यता पदोन्नतियों के मामले में लागू होगी।	लागू नहीं
9.	परिवीक्षा की अवधि, यदि कोई हो	दो वर्ष
10.	भर्ती की विधि; सीधी भर्ती द्वारा या पदोन्नति द्वारा या प्रतिनियुक्ति / समावेश द्वारा और विभिन्न तरीकों से भरी जाने वाली रिक्तियों का प्रतिशत।	सीधी भर्ती द्वारा (100%)
11.	पदोन्नति / प्रतिनियुक्ति / समावेश द्वारा भर्ती के मामले में, ग्रेड जिनसे पदोन्नति / प्रतिनियुक्ति /	लागू नहीं
	अवशोषण किया जाना चाहिए ।
12.	यदि डीपीसी मौजूद है, तो इसकी संरचना	समूह-'सी' विभागीय पुष्टिकरण समिति ( पुष्टि पर विचार करने के लिए ) : • प्रधान सचिव / सचिव ( )श्रम – अध्यक्ष • विभाग प्रमुख ( डीईएस ) - सदस्य • उप सचिव ( सेवाएं ) - सदस्य नोट : विभागीय पुष्टिकरण समिति के वरिष्ठतम सदस्य उस स्थिति में अध्यक्ष क े रूप में कार्य करेंगे जब विभागीय पुष्टिकरण समिति का अधिसूचित अध्यक्ष विभागीय पुष्टिकरण समिति के किसी अन्य सदस्य से कनिष्ठ होगा ।
13.	जिन परिस्थितियों में भर्ती को लागू करने में यूपीएससी से परामर्श किया जाना चाहिए	लागू नहीं

NOTIFICATION

New Delhi, the 23rd June, 2023

No. F. 1/15/2018/DES/Estt./1267.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and in supersession of all previous recruitment rules issued time to time for the post of Group-'C' (erstwhile group-'D') in the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, the Lieutenant Governor, National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of Multi Tasking Staff (MTS) in Directorate of Economics & Statistics, Government of National Capital Territory of Delhi as following namely:-

1. Short title and Commencement:-

(i) These rules may be called the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, MTS Recruitment Rules 2023.

(ii) These rules shall come into force on the date of their publication in the Official Gazette.

2. Number of Posts, its classification and Pay Level in the Pay Matrix:-The number of said posts, its classification and Pay matrix attached shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of Recruitment, Age Limit, Qualification etc.:- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in columns 5 to 13 of the said Schedule.

4. Disqualifications:- No Person,

(a) Who has entered into or contracted a marriage with a person having a spouse living;

(b) Who having a spouse living, has entered into or contracted a marriage with any person;

shall be eligible for appointment to the said posts:

Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation.

5. Power to relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may by, order, for reasons to be recorded in writing, may relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving:– Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard.

Age limit for Direct Recruits	Between 18-25 years* (Relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government) Note: The crucial date for determining the age limit shall be as advertised by DSSSB/Competent Authority. *In case of post being filled up by All India Open Competition, the age limit would be 18 years to 27 years.
7.	Educational & other qualifications required for Direct Recruits.	Essential: Matriculation or equivalent pass from Recognised Board/Institute.
8.	Whether age & educational qualification prescribed for direct recruits will apply in the case of Promotees.	Not Applicable
9.	Period of Probation, if any	Two Years
10.	Method of Recruitment whether by Direct Recruitment or by Promotion or by Deputation/ Absorption & %age of the vacancies to be filled by various methods.	By Direct Recruitment (100%)
11.	In case of Recruitment by Promotion / Deputation/ Absorption, grades from which Promotion/Deputation/ Absorption to be made.	Not Applicable
12.	If DPC exists, what is its composition	Group-'C' Departmental Confirmation Committee (for considering confirmation): • Principal Secretary/Secretary (Labour)- Chairperson • Head of the Department (DES) - Member • Deputy Secretary (Services) - Member Note:- Senior most member of the Departmental Confirmation Committee shall act as Chairperson in case the notified Chairman of the Departmental Confirmation Committee happens to be junior to another member of Departmental Confirmation Committee
13.	Circumstances in which UPSC to be consulted in making recruitment	Not Applicable

Note: This Notification is in supersession of earlier Notification No.F.2(60)/85-S.II dated 1-11-88 issued by Services-II Department, Delhi Administration and was followed by Directorate of Economics & Statistics, Govt. of NCT of Delhi.
