राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 10 अक्तूबर, 2023 .—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 जी0एस0आर0 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद्द्वारा अनुसूचित जाति/अनुसूचित जनजाति/अन्य पिछड़ा वर्ग कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में ''स्टाफ कार चालक, ग्रेड-II''के पद की भर्ती पद्धति को विनियमित करने के लिए निम्न लिखित नियम बनाते हैं, अर्थात् :-
(i) इन नियमों को ''स्टाफ कार चालक, ग्रेड-II'' भर्ती नियमावली, 2023 कहा जाए।"
(ii) ये दिल्ली राजपत्र में अपने प्रकाषन की तिथि से लागू होंगे।
पदों की संख्या, उनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 में यथाविनिर्दिष्ट होंगे। 6441 DG/2023
(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] उक्त पदों की भर्ती पद्धति, आयु-सीमा, योग्यताएं एवं इससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम 5 से 13 में यथाविनिर्दिष्ट होंगे। वह व्यक्ति, (i) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या
(ii) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर चुका है, वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतष्ुट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है। जहां सरकार का यह मत हो कि ऐसा करना आवश्यक एवं समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इस नियम के किसी भी उपबंध को छूट दे सकती है। इन नियमों में सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिक अथवा अन्य विशेष वर्गों के व्यक्तियों के लिए अपेक्षित आरक्षण, आयुु-सीमा में छूट तथा अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा। II

| मैट्रिक्स के स्तर-2 (रुपये 19900-63200/-) मे ं स्टाफ कार चालक (सामान्य ग्रेड) तथा उन्होनें राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार द्वारा निर्दिष्ट ट्रेड परीक्षा उत्तीर्ण किया हो। - जिन कनिष्ठ अधिकारियो ं ने अपनी अर्हक/पात्रता सेवा पूरी कर ली है; वे पदोन्नति के लिए विचारणीय है। उनके वरिष्ठ अधिकारी भी पदोन्नति के लिए विचारणीय होंगे; बशर्तें कि अपेक्षित अर्हक/पात्रता सेवा ऐसी अपेक्ष्ति अर्हक/पात्रता सेवा से न्यून न हो, आधे से अधिक हो अथवा दो वर्ष, इनमें से जो भी कम हो, तथा उन्होने अगामी उच्च ग ्रेड पर पदोन्नति के लिए अपनी परिवीक्षा अवधि अपने कनिष्ठ अधिकारियों के साथ सफलतापूर्वक पूरी कर ली हो, जिन्होने अर्हक/पात्रता सेवा पूरी कर ली है। | प्रधान सचिव/सचिव (लोक 1. निर्माण विभाग) - विभागाध्यक्ष 2. संबंधित - 3. उप-सचिव (षहरी विकास) - यदि विभागीय पदोन्नति समिति का अधिसूचित अध्यक्ष विभागीय पदोन्नति समिति के किसी भी अन्य सदस्य से कनिष्ठ है, तो पदोन्नति के विचारार्थ विभागीय पदोन्नति समिति का वरिष्ठतम सदस्य अध्यक्ष के रूप में कार्य करेगा। |

NOTIFICATION
Delhi, the 10th October, 2023
F. 1(760)/Admn/DSCST/2023/25295.—In exercise of the powers conferred by proviso to Article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs Notification number G.S.R. 840, dated the 13th July, 1959, the Lt. Governor, National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of "Staff Car Driver, Grade-II" in the Department for the Welfare of SC/ST/OBC, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement:- i) These rules may be called "Staff Car Driver, Grade-II" Recruitment Rules, 2023.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and Level in the Pay Matrix- The number of post, its classification and Level in the Pay matrix shall be as specified in columns 2 to 4 of the Schedule attached with these rules.
3. Method of recruitment, age limit and other qualification, etc.- The method of recruitment to the said post, age limit, qualifications and other matter relating thereto shall be as specified in the columns 5 to 13 of the said Schedule.
4. Disqualifications- No person,-
i) Who has entered into or contracted a marriage with a person having a spouse living; or
ii) Who having a spouse living, has entered into or contracted a marriage with any person;
Shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied, that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax- Where the Government is of the opinion that it is necessary expedient so to do, it may by order, and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons.
6. Saving- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-serviceman or any special category of persons in accordance with the orders issued by the Government from time to time in this regard.
