राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 5 अक्तूबर, 2023 .—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 फा0 27/59-एमआईएन (एच) के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद् द्वारा रजिस्ट्रार सहकारी समितियां विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में के पद हेतु निम्नलिखित भर्ती नियम बनाते हैं, अर्थात् :-
(i) इन नियमों को रजिस्ट्रार सहकारी समितियां विभाग, स्टाफ कार चालक, (सामान्य
ग्रेड) भर्ती नियमावली, 2023 कहा जाए।
(ii) ये दिल्ली के शासकीय राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।
उक्त पदों की संख्या, उनका वर्गीकरण तथा वेतन
मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
उक्त पदों की भर्ती पद्धति, आयु-सीमा, योग्यता एवं इससे
संबंधित अन्य मामले इन नियमों के साथ संलग्न उक्त अनुसूची के कॉलम (5) से (13) में विनिर्दिष्ट होंगे।

वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की
है; या
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर
चुका है, वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू
व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इस
नियम के प्रवर्तन की छूट दे सकती है।
जहां राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का यह मत हो कि ऐसा करना आवश्यक
अथवा समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी
के संबंध में इन नियमों के किसी उपबंध को छूट दे सकती है।
इन नियमों में राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए
आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिक तथा अन्य विशेष वर्गों के व्यक्तियों के
लिये अपेक्षित आरक्षण, आयुु-सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| 7. | ः | अनिवार्यः- (i) दसवीं कक्षा उत्तीर्ण हो। (ii) मोटर कार हेतु वैध ड्राइविंग लाइसेंस रखता हो। (iii) मोटर तंत्र की जानकारी (उम्मीदवार को वाहन में मामूली खराबी को दूर करने में सक्षम होना चाहिए)। (iv) मोटर कार चालक का कम से कम 3 वर्ष का अनुभव हो। ः- होम गार्ड/नागरिक स्वयंसेवक के रूप में 3 वर्ष की सेवा। अन्यथा सुयोग्य उम्मीदवारों के मामले में, योग्यताएं सक्षम प्राधिकारी के विवेक पर शिथिलनीय हैं। |
| यदि चयन की किसी अवस्था में सक्षम प्राधिकारी के अभिमत से अनुसूचित जाति अथवा अनुसूचित जनजाति के लिए आरक्षित रिक्तियों को भरने हेतु अपेक्षित अनुभव रखने वाले उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है, तो अनुभव संबंधी योग्यता (योग्यताएँ) सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। | |||

| 11. | ः | (क) (i) मूल संवर्ग अथवा विभाग में नियमित आधार पर समरूप पदधारी। अथवा (ii) कार्यालय जहां रिक्ति है, में तीन वर्षों की नियमित सेवा सहित वेतन मैट्रिक्स के स्तर-1 (रुपये 18000-56900/-) के समूह 'ग' कर्मचारियों में से; जिसके न होने पर केन्द्र सरकार/राज्य सरकार/केन्द्र शासित प्रदेश में तीन वर्षों की नियमित सेवा सहित वेतन मैट्रिक्स के स्तर-1 (रुपये 18000-56900/-) के समूह 'ग' कर्मचारियों में से तथा मोटर कार चलाने की सक्षमता का आंकलन करने के लिए वाहन चालक परीक्षा के आधार पर। त था ( ख) कॉलम संख्या 7 में यथानिर्धारित निम्नलिखित योग्यता तथा अनुभव रखता हो। प ्रतिनियुक्ति की अवधि में केन्द्र सरकार/राज्य सरकार/केन्द्र शासित प ्रदेश के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद की प्रतिनियुक्ति की अवधि भी सम्मिलित है, यह सामान्यतः तीन वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति/समावेशन द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होंगी। | |

NOTIFICATION
Delhi, the 5th October, 2023
F. No. F.5/62/2022/Estt./Coop./Misc/RR/1631.— In exercise of the powers conferred by proviso to article 309 of the constitution of India read with the Government of India, Ministry of Home Affairs notification No. F.27/59-Min (H) dated the 13th July, 1959, the Lieutenant Governor of the National Capital Territory of Delhi, is pleased to make following recruitment rules for the post of STAFF CAR DRIVER (ORDINARY GRADE) in the Registrar Cooperative Societies Department, Government of National Capital Territory of Delhi, namely :-
1. Short title and commencement – (i) These rules may be called the Department of Registrar Cooperative Societies, Staff Car Driver (Ordinary Grade) Recruitment Rules, 2023.
(ii) They shall come into effect on the date of their publication in the Official Gazette of Delhi.
2. Number of post, classification and pay level in the Pay Matrix- The number of said posts, its classification and pay level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) to the schedule annexed to these rules.
3. Method of Recruitment, age limit, qualification etc. - The method of recruitment, age limit, qualification and other matters relating to the said post shall be specified in columns number (5) to (13) of the said Schedule annexed to these Rules..
4. Disqualifications- No Person,
(a) Who has entered into or contracted a marriage with a person having a spouse, or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.
5. Power to Relax.- Where the Government of National Territory is of the opinion that it is necessary or expedient to do so, he may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the order issued by the Government of National Capital Territory of Delhi from time to time in this regard.

| 7. | Educational and other qualifications required for direct recruits | Essential:- i) Pass in 10th standard. ii) Possession of a Valid Driving License for Motor Cars. iii) Knowledge of motor mechanism (the candidate should be able to remove minor defects in Vehicle. iv) Experience of Driving a Motor Car for at least three years. Desirable: Three year's service as Home Guard/Civil Volunteers. Note 1: Qualifications are relaxable at the discretion of the Competent Authority in the case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is relaxable at the discretion of the Competent Authority in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them. |

| N ote 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation /Department of the Central Government/State Government/UT territories shall ordinarily not exceed three years. N ote 2: The maximum age limit for appointment by deputation/absorption shall be Not Exceeding 56 years as on the closing date of receipt of applications. | ||
