फ़ा. न. 17(1212)/डीबीओसीडब्लूडब्लू /22/.5153-5163.—जबकि सेवाओं या लाभों या सब्सिडी के वितरण के लिए पहचान दस्तावेज के रूप में आधार का उपयोग सरकारी वितरण प्रयििा को सरल बनाता है, पारर्दर्शता और दक्षता लाता है और लार्भार्थयों को सुविधाजनक और निर्बाध तरीके से सीधे उनके अधिकार प्राप्त करने में सक्षम बनाता है और आधार किसी की पहचान साबित करने के लिए कई दस्तावेज़ बनाने की आवश्यकता से छु टकारा दिलाता है l 2. और जबकि दिल्ली भवन एवं अन्य संनिर्माण श्रमिक कल्याण बोर्ड, राष्ट्रीय राजधानी क्षेत्र, दिल्ली सरकार (यहाँ डीबीओसीडब्लूडब्लू बोर्ड/यििान्वयन एजेंसी), निम्नलिखित कल्याणकारी योजनाएं लागू करता है (इसके बाद इसे योजनाओं के रूप में जाना जाएगा), नामतः-

3. और जबकि पूवोक्त योजनाओं के तहत कार्यान्वयन एजेंसी द्वारा मानदंडों/निधि उपलब्धता की सीमा के अनुसार पात्र लाभार्थी को लाभ प्रदान किया जाता है।
4. और जबकिउपरोक्त योजनाओं में डीबीओसीडब्ल्यूडब्ल्यू बोर्ड, जीएनसीटीडी के उपकर निधि से किया गया आवर्ती व्यय शामिल है।
5. अब, इसलिए, आधार (वित्तीय और अन्य सब्सिडी, लाभ और सेवाओं का लक्षित वितरण) अधिनियम, 2016 (2016 का 18) (इसके बाद उक्त अधिनियम के रूप में संर्दर्भत) की धारा 7 के प्रावधानों के अनुसरण में, एनसीटी सरकार निम्नलिखित को अधिसूचित करती है, नामत:-
i) योजनाओं के तहत लाभ प्राप्त करने के इच्छु क व्यक्ति को आधार संख्या होने का प्रमाण प्रस्तुत करना होगा या आधार प्रमाणीकरण से गुजरना होगा।
ii) योजनाओं के तहत लाभ प्राप्त करने का इच्छु क कोई भी व्यक्ति जिसके पास आधार संख्या नहीं है या जिसने अभी तक आधार के लिए नामांकन नहीं किया है, उसे आधार नामांकन के लिए आवेदन करना होगा, बशते कि वह धारा 3 के प्रावधानों के अनुसार आधार प्राप्त करने का हकदार हो। उक्त अधिनियम और ऐसे व्यक्ति आधार नामांकन के लिए किसी भी आधार नामांकन कें द्र (भारतीय विशिष्ट पहचान प्राधिकरण की वेबसाइट पर उपलब्ध सूची) पर जा सकते हैं। iii) कोई भी व्यक्ति जिसने योजना के तहत लाभ प्राप्त करने के लिए अपना आधार नंबर या आधार नामांकन आईडी दिया है या आधार प्रमाणीकरण कराया है।
a) यह माना जाएगा कि उसने आयकर या कर्मचारी राज्य बीमा निगम के साथ योजना के लिए अपनी पात्रता को सत्यापित करने के लिए अपने आधार नंबर या समय-समय पर प्रदान की गई अन्य जानकारी का उपयोग करने के लिए डी बी ओ सी डब्ल्यू डब्ल्यू बोर्ड, जीएनसीटीडी या इस की कार्यान्वयन एजेंसी के माध्यम से अपनी सहमति दे दी है। योजना या कर्मचारी भविष्य निधि या राष्ट्रीय पेंशन योजना में मौजूदा योजना दिशानिदेशों के अनुसार कें द्र सरकार और अन्य संबंधित विभागों या एजेंसियों द्वारा योगदान दिया जाताहै।
b) यह माना जाएगा कि उसने स्वयं द्वारा दी गई जानकारी यूआईडीएआई के पास उपलब्ध मुख्य बायोमेट्रिक्स को छोड़कर अपनी जानकारी श्रम विभाग, जीएनसीटीडी या उसकी कार्यान्वयन एजेंसी के माध्यम से समय-समय पर सत्यता के सत्यापन के लिए साझा करने के लिए भारतीय विशिष्ट पहचान प्राधिकरण को अपनी सहमति दे दी है।
iv) लाभों को डीबीओसीडब्ल्यूडब्ल्यू बोर्डद्वारा इस उद्देश्य के लिए बनाए गए उपकर निधि के माध्यम से हस्तांतरित किया जाएगा।
v)आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियमन 12 के अनुसार, डीबीओसीडब्ल्यूडब्ल्यू बोर्ड, जीएनसीटीडी को अपनी कार्यान्वयन एजेंसी के माध्यम से उन लार्भार्थयों के लिए आधार नामांकन सुविधाएं प्रदान करना आवश्यक है जो अभी तक आधार के लिए नामांकित नहीं हैं और यदि कोई आधार नामांकन कें द्र नहीं है। संबंधित ब्लॉक या तालुका या तहसील में स्थित, डीबीओसीडब्ल्यूडब्ल्यू बोर्ड, जीएनसीटीडी अपनी कार्यान्वयन एजेंसी के माध्यम से यूआईडीएआई के मौजूदा रजिस्ट्रारों के साथ समन्वय में या स्वयं यूआईडीएआई रजिस्ट्रार बनकर सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगा।बशतेकि जब तक आधार को व्यक्तिगत आधार पर आवंटित नहीं किया जाता है, तब तक योजना के तहत लाभ ऐसे व्यक्तियों को निम्नलिखित दस्तावेजों के उत्पादन के अधीन दिया जाएगा, नामत:-
a) यदि उसने अपना आधार नामांकन पहचान दस्तावेज पर्ची दर्ज कर लिया है; और
(i) निम्नलिखित दस्तावेजों में से कोई एक: बैंक पासबुक या फोटो सहित पोस्ट ऑफिस पासबुक
(ii)चुनावी फोटो पहचान पत्र (ईपीआईसी) भारत के चुनाव आयोग द्वारा जारी किया गया
(iii) स्थायी खाता संख्या (PAN) कार्ड या
(iv) पासपोर्ट या4 DELHI GAZETTE : EXTRAORDINARY PART IV] (v) मोटर वाहन अधिनियम, 1988 (59 of 1988) के तहत लाइसेंस प्राधिकारी द्वारा जारी किया गया ड्राइविंग लाइसेंस
(vi) राशन कार्ड या
(vii) महात्मा गाँधीराष्ट्रीय ािमीण रोजगार गारंटी अधिनियम कार्ड या
(viii) किसान फोटो पासबुक या
(ix) राजपत्रित अधकारी या तहसीलदार द्वारा आधिकारिक लेटर हेड पर जारी ऐसे व्यक्ति की फोटो वाला पहचान प्रमाण पत्र
(x) मंत्रालय द्वारा र्निर्दष्ट कोई अन्य दस्तावेज़
बशते कि उपरोक्त दस्तावेज़ की जाँच उस उद्देश्य के लिए मंत्रालय द्वारा नामित अधिकारी द्वारा की जाएगी l 6. योजनाओं के तहत लार्भार्थयों को सुविधाजनक और परेशानी मुक्त लाभ प्रदान करने के लिए डीबीओसीडब्ल्यूडब्ल्यूबी, जीएनसीटीडी अपनी कार्यान्वयन एजेंसी के माध्यम से लार्भार्थयों को आवश्यकता के बारे में जागरूक करने के लिए मीडिया के माध्यम से व्यापक प्रचार सुनितिि करने के लिए सभी आवश्यक व्यवस्था करेगा। 7. सभी मामलों में, जहां लार्भार्थयों के खराब बायोमेट्रिक्स या किसी अन्य कारण से आधार प्रमाणीकरण विफल हो जाता है, निम्नलिखित अपवाद प्रबंधन तंत्र अपनाए जाएंगे, नामत:-
(a) खराब फफं गरप्रिंट गुणवत्ता के मामले में, प्रमाणीकरण के लिए एकीकृ त जोखिम सूचना प्रणाली स्कै न या फे स प्रमाणीकरण सुविधा को अपनाया जाएगा, जिससे डीबीओसीडब्ल्यूडब्ल्यू बोर्ड, जीएनसीटीडी अपनी कार्यान्वयन एजेंसी के माध्यम से निर्बाध तरीके से लाभ के वितरण के लिए फफं गर-प्रिंट प्रमाणीकरण के साथ-साथ एकीकृ त जोखिम सूचना प्रणाली स्कै नर या फे स प्रमाणीकरण के लिए प्रावधान करेगा।
(b) उंगलियों के निशान या एकीकृ त जोखिम सूचना प्रणाली या चेहरे के माध्यम से बायोमेट्रिक प्रमाणीकरण सफल नहीं होने की स्थिति में, जहां भी संभव और स्वीकार्य हो, आधार वन टाइम पासवर्ड या सीमित समय वैधता के साथ समय आधारित वन टाइम पासवर्ड, जैसा भी मामला हो, द्वारा प्रमाणीकरण की पेशकश की जाएगी।
(c) अन्य सभी मामलों में जहां बायोमेट्रिक या वन टाइम पासवर्ड या समय आधारित वन टाइम पासवर्ड प्रमाणीकरण संभव नहीं है, भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसकी प्रामाणिकता को आधार पत्र पर मुद्रित त्वरित प्रतियििा कोड के माध्यम से सत्यापित किया जा सकता है। त्वरित प्रतियििा कार्यान्वयन एजेंसी के माध्यम से कोड रीडर की आवश्यक व्यवस्था डीबीओसीडब्ल्यूडब्ल्यूबी, जीएनसीटीडी द्वारा सुविधाजनक स्थानों पर प्रदान की जाएगी।
8. यह अधिसूचना आधिकारिक राजपत्र में इसके प्रकाशन की तारीख से लागू होगी।
9. उपरोक्त के अलावा, यह सुनितिि करने के लिए कि योजना के तहत कोई भी वास्तविक लाभार्थी अपने उचित लाभ से वंचित नहीं है, विभाग अपनी कार्यान्वयन एजेंसी के माध्यम से डीबीटी मिशन कै बिनेट सचिवालय, भारत सरकार के कार्यालय ज्ञापन दिनांक 19 दिसंबर, 2017में उल्लिखित अपवाद हैंडलिंग तंत्र का पालन करेगा।

NOTIFICATION
F.No.17(1212)/DBOCWWB/22/5153-5163.— Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one's identity;
And whereas, the Delhi Building & Other Construction Workers Welfare Board, Government of National Capital Territory of Delhi (hereinafter referred to as the DBOCWW Board / Implementing Agency), implements the following Welfare schemes (hereinafter referred to as the Schemes), namely:-

3. And whereas, under the aforesaid Schemes, the benefits are extended to eligible beneficiaries by the implementing Agency as per the extant norms/fund availability.
4. And whereas, the aforesaid schemes involves recurring expenditure incurred from the Cess Fund of DBOCWW Board, National Capital Territory of Delhi.
5. Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Government of National Capital Territory of Delhi hereby notifies the following, namely,-
i) An individual desirous of availing the benefits under Schemes shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication.
ii) Any individual desirous of availing the benefits under Schemes, who does not possess the Aadhaar number or has not yet enrolled for an Aadhaar, shall have to apply for Aadhaar enrolment provided he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India website www.uidai.gov.in) for Aadhaar enrolment.
iii) Any individual who has given his or her Aadhaar number or Aadhaar Enrolment ID or has undergone Aadhaar authentication for availing the benefits under the Scheme,
a. shall be deemed to have given his or her consent to the DBOCWW Board, Govt. of National Capital Territory of Delhi or through its implementing agency to use his or her Aadhaar number and other information provided from time to time to verify his eligibility for scheme with income tax or employee State insurance corporation scheme or employee provident fund scheme or National Pension Scheme contributed by central government and other concerned departments or agencies as per the extant scheme guidelines.
b. shall be deemed to have given his or her consent to Unique Identification Authority of India to share his or her information except core biometrics available with UIDAI to the Department of Labour, Govt. of National Capital Territory of Delhi or through its implementing agency from time to time for verification of the veracity of the information provided by him.
iv) The benefit shall be transferred by the DBOCWW Board through the cess fund created for the purpose to the beneficiaries account maintained by the implementing agency.
v) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the DBOCWW Board, Govt. of National Capital Territory of Delhi through its implementing agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar, and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the DBOCWW Board, Govt. of National Capital Territory of Delhi through its implementing agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrars themselves. Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:–
(a) if he or she or has enrolled, his Aadhaar Enrolment identity Document slip; and
(i) Any one of the following documents: Bank Passbook or Post office Passbook with photo;
or[PART IV DELHI GAZETTE : EXTRAORDINARY 7 (ii) Electoral Photo Identity Card (EPIC) issued by the Election Commission of India; or (iii) Permanent Account Number (PAN) Card; or (iv) Passport; or (v) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or
(vi) Ration Card; or (vii) Mahatma Gandhi National Rural Employment Guarantee Act Card; or (viii) Kisan Photo Passbook; or (ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or
(x) any other document as specified by the Ministry:
Provided further that the above documents shall be checked by an officer designated by the Ministry for that purpose.
6. In order to provide convenient and hassle free benefits to the beneficiaries under Schemes, the DBOCWW Board, Govt. of National Capital Territory of Delhi through its implementing agency shall make all the required arrangements to ensure wide publicity through media is given to the beneficiaries to make them aware of the requirement.
7. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following exception handling mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, Integrated Risk Information System scan or face authentication facility shall be adopted for authentication, thereby the DBOCWW Board, Govt. of National Capital Territory of Delhi through its implementing agency shall make provisions for Integrated Risk Information System scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) in case of biometric authentication through fingerprints or Integrated Risk Information System or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or One Time Password or Time-based One-Time Password authentication is not possible, benefit may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter. The necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the DBOCWW Board, Govt. of National Capital Territory of Delhi through its implementing agency;
8. This notification shall come into Force from the date of its publication in the Official Gazette.
9. In addition to the above, in order to ensure that no bonafide beneficiary under the scheme is deprived of his/her due benefits, the Department through its implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.
