फा. सं. 1/आईटीआई(2)/भर्ती नियम/2019/2319.—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना संख्या जीएसआर 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा दिनांक 07.11.1990 की अधिसूचना संख्या फा0 21/58/90-प्रशि 0/प्रशा0/23175 द्वारा अधिसूचित क्राफ्ट अनुदेशक (आशुलिपि) के पद हेतु भर्ती नियम के अधिक्रमण में तथा साथ ही इस सरकार की दिनांक 03.03.1994 की अधिसूचना सं0फा021/58/90-प्रशि0/प्रशा0 के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या विलोप की जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल संघ लोक सेवा आयोग की पूर्व सहमति से,एतद् द्वारा प्रशिक्षण एवं तकनीकी शिक्षा निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के अधीन प्रशिक्षण विंग में क्राफ्ट अनुदेशक [आशुलिपिक तथा सचिवीय सहायक (अंग्रेजी/हिंदी)]के पद की भर्ती पद्धति के संबंध में निम्नलिखित भर्ती नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त शीर्षक एवं प्रारंभ ः- (i) इन नियमों को क्राफ्ट अनुदेशक [आशुलिपिक तथा सचिवीय सहायक (अंग्रेजी/हिंदी)] भर्ती नियमावली, 2023 कहा जाए।

2. पदों की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर :-पदों की संख्या, उनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
3. भर्ती पद्धति, आयु सीमा तथा अन्य योग्यताएं :-उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :-वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है;
अथवा
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर चुका है,
वह उक्त पदों में से किसी पर भी नियुक्ति के लिए पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इन नियमों के प्रवर्तन की छूट दे सकती है।
5. शिथिल करने की शक्ति ः-जहां राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह संघ लोक सेवा आयोग के परामर्श से तथा कारणों को लिखित में अभिलेखबद्ध करते हुए आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन नियमों के किसी उपबंध को छूट दे सकती है।
6. बचावः- इन नियमों में केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों तथा अनुसूचित जनजातियों एवं अन्य विशेष वर्ग के व्यक्तियों के लिये उपबंधित किए जाने वाले अपेक्षित आरक्षणों तथा अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| प्रासंगिक राष्ट्रीय क्राफ्ट अनुदेशक (एनसीआईसी) प्रमाण-पत्र। टीप 1ः-कुल पदों ख्क्राफ्ट अनुदेशक - आशुलिपिक तथा सचिवीय सहायक (अंग्रेजी/हिंदी), का 50 प्रतिशत राष्ट्रीय ट्रेड प्रमाण-पत्र (एनटीसी) अथवा राष्ट्रीय प्रशिक्षुता प्रमाण-पत्र (एनएसी) जैसी व्यावसायिक योग्यता रखने वाले व्यक्तियों द्वारा तथा 50 प्रतिशत उपयुक्त शाखा(शैक्षिक योग्यता में यथा उल्लिखित) में उपाधि/डिप्लोमा जैसी व्यावसायिक योग्यता रखने वाले व्यक्तियों द्वारा भरे जाएंगे। तथापि, राष्ट्रीय क्राफ्ट अनुदेशक प्रमाण-पत्र (एनसीआईसी) ऐसे ट्रेडो ं मे ं सभी उम्मीदवारों के लिए आवश्यक है जहाँ राष्ट्रीय क्राफ्ट अनुदेशक प्रमाण-पत्र हेतु क्राफ्ट अनुदेशक प्रशिक्षण योजना (सीआईटीएस) के अंतर्गत पाठ्यक्रम उपलब्ध हैं। टीप 2ः-रिक्तियों का अभिप्राय उपाधि/डिप्लोमा धारकों के लिए, यदि क्राफ्ट अनुदेशक प्रशिक्षण योजना (सीआईटीएस) के अंतर्गत राष्ट्रीय क्राफ्ट अनुदेशक प्रमाण-पत्र (एनसीआईसी) के साथ उपाधि/डिप्लोमा रखने वाले प्रशिक्षित उम्मीदवार रिक्तियों के बराबर उपलब्ध नहीं हैं अथवा ऐसी रिक्तियों के लिए बिल्कुल भी उपलब्ध नहीं है, तो वह उपाधि/डिप्लोमा धारकों (गैर-सीआईटीएस/एनसीआईसी प्रशिक्षित) से भरी जाएँगी। बशर्तें कि उन्हें प्रशिक्षण महानिदेशालय (डीजीटी), भारत सरकार के दिशानिर्देशो ं के अनुरूप सरकारी प्रशिक्षक प्रशिक्षण संस्थान (आईटीओटी) में कम से कम 3 माह का नियमित प्रशिक्षण लेने के पश्चात् परिवीक्षा अवधि के भीतर एनसीआईसी योग्यता अवश्य प्राप्त करनी होगा। टीप 3ः-अन्यथा सुयोग्य उम्मीदवारों के मामले में लिखित मे ं कारणों को अभिलेखबद्ध करते हुए योग्यताएं दिल्ली अधीनस्थ सेवा चयन बोर्ड/सक्षम प्राधिकारी के विवेक पर शिथिलनीय हैं। टीप 4ः-यदि चयन की किसी अवस्था में दिल्ली अधीनस्थ सेवा चयन बोर्ड/सक्षम प्राधिकारी के अभिमत से अनुसूचित जाति अथवा अनुसूचित जनजाति के लिए आरक्षित रिक्तियो ं को भरने हेतु अपेक्षित अनुभव रखने वाले इन जातियो ं के उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है, तो अनुभव संबंधी योग्यता (योग्यताएँ) सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। | की अन्तिम तारीख को छप्पन (56) वर्षों से अधिक नहीं होंगी।) | NaN | ||

NOTIFICATION
Delhi, the 30th October, 2023
F. No. 1/ITI(2)/RR/2019/2319.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home affairs notification Number GSR 840 dated the 13th July 1959, and in supersession of the recruitment rules for the post of Craft Instructor (Stenography) notified vide notification No. F.21/58/90-Trg./Admn./23175 dated 07.11.1990 and also in supersession of Notification of this Government, No. F.21/58/90-Trg./Admn. Dated 03.03.1994 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, with the prior concurrence of the Union Public Service Commission, is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Craft Instructor [Stenographer and Secretarial Assistant (English/Hindi)] in the Training Wing under the Directorate of Training and Technical Education, Government of National Capital Territory of Delhi, namely:
1. Short title and commencement:- (i) These rules may be called the Craft Instructor [Stenographer and Secretarial Assistant (English/Hindi)] Recruitment Rules, 2023
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and Level in the Pay Matrix: - The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto.
3. Method of Recruitment, Age limit and other qualification: - The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualifications: No person,
(a) Who has entered or contracted marriage with the person having a spouse living, or
(b) Who having a spouse living, has entered into or contracted marriage with any person;
shall be eligible for appointment to any of the said posts:
Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.

Power to relax:- Whether the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of person.
6. Saving:- Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.

Transcription on computer: 40 minutes (for English) and 55 minutes (for Hindi) (iii) National Craft Instructor Certificate (NCIC) in Office Management trade [for Stenographer and Secretarial Assistant (English)] and relevant NCIC for the trade of Stenographer and Secretarial Assistant (Hindi) under DGT. Note 1: 50 percent of the total posts [Craft Instructor-Stenographer and Secretarial Assistant (English/Hindi)] will be filled up by the persons holding the professional qualification as National Trade Certificate (NTC) or National Apprenticeship Certificate (NAC) and 50 percent with the persons holding the professional qualification as Degree /Diploma in appropriate branch (as mentioned in EQs). However, NCIC is must for all the candidates in such trades where the courses under Craft Instructors Training Scheme (CITS) for NCIC are available. Note 2: For the vacancies meant for Degree/Diploma holders, If the candidates possessing Degree/Diploma with National Craft Instructor Certificate (NCIC) under Craft Instructors Training Scheme (CITS) trained are not available equal to the vacancies or not available at all then such vacancies shall be filled with Degree/Diploma holders (Non-CITS/NCIC trained) subject to condition that they must acquire the NCIC qualification within probation period after undergoing at least 3 months of regular training in Government Institute of Training of Trainers (ITOT) in line with the Directorate General of Training (DGT), GOI Guidelines. Note3: Qualifications are relaxable at the discretion of the DSSSB/Competent Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
