भारत गणराज्य के तिहत्तरवें वर्ष में राष्ट्रीय राजधानी क्षेत्र दिल्ली की विधान सभा द्वारा निम्नलिखित रूप में यह अधिनियमित हो :-
1. इस अधिनियम का संक्षिप्त नाम दिल्ली विनियोग (संंख्या 4) अधिनियम 2023 है।
` 2. राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि में से प्रदत्त और प्रयुक्त राशि जो अनुसूची के कालम (5) में विनिर्दिष्ट स अधिक नहीं, जो कुछ प्रभारों की अदायगी के लिए की कुल राशि के बराबर है, जो अनुसूची के कालम (2) मेें विनिर्दिष्ट कार्यो के सम्बन्ध में वर्ष 2023-2024 की अवधि के दौरान भुगतान के रूप में प्रयुक्त होंगी। 3. इस अधिनियम द्वारा राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार की संचित निधि में से प्रदत्त और प्रयुक्त किए जाने के लिए प्राधिकृत राशि उक्त अवधि के सम्बन्ध में अनुसूची में उल्लिखित कार्यों और उद्देश्यों के लिए विनियोजित की जायेगी। `

राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार अधिनियम, 1991 (1992 का 1) की धारा 29 की उपधारा (1) के साथ पठित धारा 30 (1) (क) में राष्ट्रीय राजधानी क्षेत्र दिल्ली की विधानसभा द्वारा पारित राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि पर भारित व स्वीकृृत व्यय को वहन करने के लिए आवश्यक धन राशि के राष्ट्रीय राजधानी क्षेत्र दिल्ली की संचित निधि से विनियोजन की व्यवस्था के लिए दिल्ली विनियोग (संख्या 4) अधिनियम 2023, विधेयक प्रस्तुत किया जाता है।
यह विधेयक उपर्युक्त उद्देश्यों को प्राप्त करना चाहता है।
दिल्ली 14 दिसम्बर, 2023 आतिशी, वित्त मंत्री दिल्ली विनियोग (संंख्या 4) विधेयक, 2023 का उद्देश्य किसी अधीनस्थ अधिकारी को अतिरिक्त विधायी शक्ति प्रदान करना नहीं है।

to authorise payment and appropriation of certain further sums from and out of the ConsolidatedFund of the National Capital Territory of Delhi for the services in respect of the financial year 2023-2024.
BE it enacted by the Legislative Assembly of the National Capital Territoryof Delhi in the Seventy-thirdYear of the Republic of India as follows:-
Short title. 1. This Act may be called the Delhi Appropriation (No.4) Act, 2023.

of Delhi, there maybe paid and applied further sums not exceeding those specified incolumn(5) of the Schedule, amounting in the aggregate to the sum of Rupees two thousand one hundred sixty five crore fifty six lakh sixty eight thousand only towards defraying the several charges which will come in the course of payment during the financial year 2023- 2024 in respect of the services specified in column(2) of the Schedule.
Appropriation.
3. The sums authorised to be paid and applied from and outof the Consolidated Fund of the National Capital Territory of Delhi by this Act, shall be appropriated for the services and purposes expressed in the Schedule in relation to the said year.

STATEMENT OF OBJECTS AND REASONS
The Delhi Appropriation (No. 4) Bill,2023 is introduced in pursuance of sub-section (1) of section 29 read with clause (a) of sub-section (1) of section 30 of the Government of National Capital Territory of Delhi Act,1991 (1 of 1992) to provide for the appropriation out of the Consolidated Fund of the National Capital Territory of Delhi, of the moneys required to meet the expenditure charged on the Consolidated Fund and the grants voted by the Legislative Assembly for the expenditure of Government of National Capital Territory of Delhi for the financial year 2023-2024.
This bill seeks to achieve the above objectives.
