राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली 19 दिसम्बर, 2023 .—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 जीएसआर 840 के साथ पठित भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद् द्वारा माप एवं तौल विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में 'मल्टी टास्किंग स्टाफ (एमटीएस)' के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :- 1.
(i) इन नियमों कोे माप एवं तौल विभाग, 'मल्टी टास्किंग स्टाफ (एमटीएस)' भर्ती नियमावली, 2023 कहा जाए। (ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे। — उक्त पदों की संख्या, उनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे।
उक्त पदों की भर्ती पद्धति, आयु-सीमा, योग्यताएं एवं इससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] वह व्यक्ति, (क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या (ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर चुका है, वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है। जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए तथा सक्षम प्राधिकारी के परामर्श से आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन नियमों के किसी उपबंध को छूट दे सकती है। - इन नियमों में भारत सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वगार्,ें भूतपूर्व सैनिक या अन्य विशेष वर्गों के व्यक्तियों के लिए उपबन्धित किए जाने के लिए अपेक्षित आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

NOTIFICATION

F.No. F.6(119)W&M/Recruitment Rule MTS/2022/778.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs, notification number GSR 840 dated the 13thJuly, 1959, the Lt. Governor of the National Capital Territory of Delhi, is pleased to make the following Rules regulating the method of recruitment to the post of 'Multi Tasking Staff (MTS)' in Weights & MeasuresDepartment, Government of National Capital Territory of Delhi, namely: -
1. Short title and commencement: -
(i) These rules may be called the Weights & Measures Department, 'Multi Tasking Staff (MTS)', Recruitment Rules, 2023.
(ii) They shall come into force from the date of their publication in the Delhi Gazette.
2. Number of Posts, their Classification and level in the pay matrix: - The number of the said posts, their classification and Level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, Qualifications, etc: - The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in the columns (5) to (13) of the said Schedule.
4. Disqualification: - No persons,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax: Where the government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultant with the Competent Authority, relax any of the provisions of these Rules with respect to any class or category of persons.
6. Saving: Nothing in these Rules shall affect reservations, relaxation of age limit and other concessions required to be provided for Scheduled Caste, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with orders issued by Government of India from time to time, in this regard.
