फा. सं. 10(33)/2010/आर.आर.वरि.अधी./डीएसडब्ल्यू/स्था./206.-गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना संख्या जी0एस0आर0 840 के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा समाज कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार की दिनांक 17 जुलाई, 1990 की अधिसूचना संख्या फा. 1 (7)/70-डीएसडब्ल्यू/स्था0 के अधिक्रमण में, ऐसे अधिक्रमण से पूर्व की गई या विलोप की जाने वाली बातों को छोड़कर, राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल संघ लोक सेवा आयोग के पूर्व परामर्ष के पश्चात्, एतद् द्वारा समाज कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में वरिष्ठ अधीक्षक (तकनीकी) के पद की भर्ती पद्धति को विनियमित करने के लिए निम्नलिखित नियमों में संषोधन करते हैं; अर्थात् :-
1. संक्षिप्त शीर्षक एवं प्रारंभ :- (i) इन नियमों को समाज कल्याण विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में वरिष्ठ अधीक्षक (तकनीकी) भर्ती नियमावली, 2024 कहा जाए।
(ii) ये आधिकारिक राजपत्र में अपने प्रकाषन की तिथि से लागू होंगे।

(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 2. पदों की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर :-उक्त पदों की संख्या, उनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में विनिर्दिष्ट होंगे।
3. भर्ती पद्धति, आयु-सीमा, योग्यता इत्यादि :-उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यता एवं इससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :-वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; अथवा
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह की संविदा कर चुका है, वह उक्त पद पर नियुक्ति के लिए पात्र नहीं होगा।
षर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं, तो वह किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है। 5. षिथिल करने की षक्ति :-जहां सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए तथा संघ लोक सेवा आयोग के परामर्ष से, आदेश द्वारा व्यक्तियों के किसी वर्ग या श्रेणी के संबंध में इन नियमों के उपबंधों को छूट दे सकती है।
6. बचाव :- इन नियमों में केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों तथा अन्य विषेष वर्ग के व्यक्तियों के लिये उपबंधित किए जाने वाले अपेक्षित आरक्षण, आयुु-सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| 7. | सीधी भर्ती वाले उम्मीदवारों से अपेक्षित शैक्षिक तथा अन्य योग्यता | ः | अनिवार्य :- किसी मान्यता प्राप्त विष्वविद्यालय से सामाजिक कार्य/गृह (i) विज्ञान/समाज षास्त्र/बाल विकास/पोषण में मास्टर डिग्री। (ii) किसी सरकारी, गैर सरकारी अथवा मान्यता प्राप्त संस्थान में पर्यवेक्षी पद पर पांच वर्षों का प्रषासनिक अनुभव सहित सामाजिक कार्य में दस वर्षों का अनुभव। वांछनीय :- (i) सामाजिक बाधाओं के क्षेत्र में अनुसंधान कार्य। (ii) केस कार्य अभिविन्यास तथा विषेष रूप से संगठन कार्य एवं सामान्य रूप से दिव्यांगों के साथ सामाजिक कार्य में अनुभव। टीप 1ः अन्यथा सुयोग्य उम्मीदवारों के मामले में योग्यता संघ लोक सेवा आयोग के विवेक पर षिथिलनीय हैं। टीप 2ः यदि चयन की किसी अवस्था में संघ लोक सेवा आयोग के अभिमत |
| से अनुसूचित जाति अथवा अनुसूचित जनजाति के लिए आरक्षित रिक्तियों को भरने हेतु अपेक्षित अनुभव रखने वाले इन जातियों के उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है, तो अनुभव संबंधी योग्यता (योग्यताएँ) संघ लोक सेवा आयोग के विवेक पर षिथिलनीय है। | |||

| 11. | यदि पदोन्नति/प्रतिनियुक्ति/समावेषन द्वारा भर्ती होनी हो तो ग्रेड जिनसे पदोन्नति/प्रतिनियुक्ति/समावेषन किया जाना है | ः | पदोन्नति : नियमित आधार पर उसकी नियुक्ति के पश्चात् प्रदत्त पद/ग्रेड में सात वर्षों की नियमित सेवा सहित स्तर-7 (वेतन मैट्रिक्स में सातवे वेतन आयोग के अनुसार) में 44900-142400/-रुपये के वेतनमान पर अधीक्षक (गैर संवर्ग) तथा कॉलम संख्या 7 में सीधी भर्ती हेतु यथानिर्धारित शैक्षिक योग्यता रखने वाले । क ेवल नियमित तथा तदर्थ नहीं, पदोन्नति के प्रयोजन हेतु सेवा अवधि को ध्यान में रखा जाता है। टीपः- जिन कनिष्ठ अधिकारियों ने अपनी अर्हक/पात्रता सेवा पूरी कर ली है वे पदोन्नति के लिए विचारणीय है। उनके वरिष्ठ अधिकारी भी पदोन्नति क े लिए विचारणीय होंगे बशर्तें कि उनके लिए अपेक्षित अर्हक/पात्रता सेवा ऐसी अपेक्षित अर्हक/पात्रता सेवा की अवधि के आधे से अधिक या दो वर्ष, जो भी कम हो और उन्होंने आगामी उच्च ग्रेड पर पदोन्नति के लिए अपनी परीवीक्षा अवधि अपने कनिष्ठ अधिकारियों के साथ सफलतापूर्वक पूरी कर ली होे, जिन्होंने (कनिष्ठ अधिकारी) उतनी अर्हक/पात्रता पहले ही पूरी कर ली है। प्रतिनियुक्ति :- क ेन्द्र सरकार/राज्य सरकार/केन्द्र षासित प्रदेष के अधिकारी : (क) (i) नियमित आधार पर समरूप पदधारी; अथवा ( स्तर-10 (वेतन मैट्रिक्स में सातवें वेतन आयोग के अनुसार), ii) 65100-177500/-रुपये के वेतनमान के पदों में 05 वर्षों की नियमित सेवा सहित, तथा ( ख) कालम 7 के अन्तर्गत सीधी भर्ती के लिए निर्धारित योग्यताएँ एवं अनुभव रखने वाले। टीपः भरक श्रेणी के विभागीय अधिकारी जो कि पदोन्नति की सीधी श्रृखंला म ें है वे प्रतिनियुक्ति पर नियुक्ति हेतु विचारणीय नहीं होंगे। इसी तरह, प्रतिनियुक्ति वाले भी पदोन्नति द्वारा नियुक्ति हेतु विचारणीय नहीं होंगे। (प्रतिनियुक्ति की अवधि में केन्द्र सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य गैर संवर्ग पद में प्रतिनियुक्ति की अवधि भी सम्मिलित है, यह सामान्यतः तीन वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति द्वारा नियुक्ति हेतु अधिकतम आयु-सीमा आवेदन प्राप्ति की अन्तिम तिथि को छप्पन (56) वर्षों से अधिक नहीं होगी।) |

NOTIFICATION
Delhi, the 16th May, 2024
No. F. 10(33)/2010/RRs of Sr. Supdt./DSW/Estt./206.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, read with the Government of India, Ministry of Home Affairs, notification number G.S.R. 840 dated 13th July,1959 and in supersession of the Government of National Capital Territory of Delhi, Department of Social Welfare's Notification no. F.1(7)/70-DSW/Estt. dated 17th July, 1990 except as things done or omitted to be done before such supersession the Lt. Governor of the National Capital Territory of Delhi after prior consultation with Union Public Service Commission, is pleased to make following amendment in the rules regulating the method of recruitment for the posts of Senior Superintendent (Technical) in the Department of Social Welfare, Government of National Capital Territory of Delhi, namely:
1. Short title and commencement: – (i) These rules may be called Department of Social Welfare,GNCTD, Senior Superintendent (Technical), Recruitment Rules, 2024.
(ii) They shall come into force with effect from the date of its publication in the official gazette.
2. Number of posts, classification and level in the pay matrix:- The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualification etc: – The method of recruitment to the said post, age limit, qualification and other matters connected therewith, shall be as specified in column (5) to (13) of the said Schedule.
4. Disqualifications: – No person, -
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who having a spouse living, has entered into or contracted a marriage with a person,
Shall be eligible for appointment to the said post:
[PART IV DELHI GAZETTE : EXTRAORDINARY 5Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax: – Where the Government is of the opinion that it is necessary of expedient so to do, it may by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving: – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

| Essential:- i) Master's degree in Social Work/ Home Science/ Sociology/ Child Development/ Nutrition from a recognized university or equivalent. ii) 10 years experience in social work including 5 years administrative experience in supervisory post in any Govt., Semi-Govt. or recognized institutions. Desirable:- i) Research work in the field of Social Work problems. ii) Case work orientation and experience in organization work in particular and social work with the handicapped in general. iii) Knowledge of Hindi. Note 1 – Qualification are relaxable at the discretion of the UPSC in case of candidates otherwise well qualified. N ote:-The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. ( Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the central Govt. shall ordinarily not exceed four years. The maximum age limit for appointment by transfer on deputation (including short-term contract)/transfer shall be not exceeding 56 years, as on the closing date of receipt of applications.) | NaN |
