फा. सं. 19/78/एआर/प्रषा./2022/1921—गृह मंत्रालय, भारत सरकार की दिनांक 13 जुलाई, 1959 की अधिसूचना सं0 फा0 27/59-एचआईएम (i) के साथ पठित संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदा शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, समूह 'ग' पद हेतु सेवाएं विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार के पूर्व परामर्श से, एतद् द्वारा प्रशासनिक सुधार विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार में 'स्टाफ कार चालक, सामान्य ग्रेड' के पद हेतु भर्ती नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त शीर्षक एवं प्रारंभ :- (i) इन नियमों को 'प्रशासनिक सुधार विभाग, स्टाफ कार चालक, सामान्य ग्रेड, भर्ती नियमावली, 2024' कहा जाए।
(ii) ये दिल्ली राजपत्र में अपने प्रकाशन की तिथि से लागू होंगे।
2. पदों की संख्या, वर्गीकरण तथा वेतन मैट्रिक्स में स्तर :-उक्त पदों की संख्या, उनका वर्गीकरण तथा वेतन मैट्रिक्स में स्तर इन नियमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाविनिर्दिष्ट होंगे। 4148 DG/2024
(1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 3. भर्ती पद्धति, आयु सीमा, योग्यता इत्यादि ः-उक्त पदों की भर्ती पद्धति, आयु सीमा, योग्यताएं एवं इससे संबंधित अन्य मामले उक्त अनुसूची के कॉलम (5) से (13) में यथाविनिर्दिष्ट होंगे।
4. अयोग्यता :- वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है; या विवाह की संविदा की है या
(ख) जो एक जीवित पति/पत्नी के होते हुए किसी व्यक्ति से विवाह कर चुका है या विवाह अनुबंध कर चुका है, वह उक्त पद पर नियुक्ति का पात्र नहीं होगा।
शर्त यह है कि यदि सरकार संतुष्ट है कि ऐसा विवाह ऐसे व्यक्ति एवं विवाह के अन्य पक्ष पर लागू व्यक्तिगत कानून के अंतर्गत अनुमत है और ऐसा करने के लिये अन्य आधार हैं किसी ऐसे व्यक्ति को इस नियम के प्रवर्तन की छूट दे सकती है।
5. षिथिल करने की षक्ति ः- जहां राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार का यह मत हो कि ऐसा करना आवश्यक अथवा समीचीन है, तो वह कारणों को लिखित में अभिलेखबद्ध करते हुए, आदेश द्वारा, व्यक्तियों की किसी श्रेणी या वर्ग के इन नियमों के किसी उपबंध को छूट दे सकती है।
6. बचाव :- इन नियमों में राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार द्वारा इस संबंध में समय-समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिक या अन्य विशेष वर्गों के व्यक्तियों के लिए उपबन्धित किए जाने वाले अपेक्षित आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर कोई प्रभाव नहीं पड़ेगा।

| 7. | सीधी भर्ती वाले उम्मीदवारों से अपेक्षित शैक्षिक तथा अन्य योग्यताएं | ः अनिवार्यः- | (i) दसवीं कक्षा उत्तीर्ण हो। (ii) मोटर कार हेतु वैध ड्राइविंग लाइसेंस का होना; (iii) मोटर तंत्र की जानकारी (उम्मीदवार को वाहन में मामूली खराबी को दूर करने में सक्षम होना चाहिए); |
| (iv) मोटर कार चालक का कम से कम 3 वर्ष का अनुभव हो; वांछनीयः- होम गार्ड/नागरिक स्वयंसेवकों के रूप में 3 वर्ष की सेवा। टीप 1ः अन्यथा सुयोग्य उम्मीदवारों के मामले में योग्यताएं, सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। टीप 2 ः यदि चयन की किसी अवस्था में सक्षम प्राधिकारी के अभिमत से अनुसूचित जातियों अथवा अनुसूचित जनजातियों के लिए आरक्षित रिक्तियों को भरने हेतु अपेक्षित अनुभव रखने वाले इन जातियों के उम्मीदवारों के पर्याप्त संख्या में मिलने की संभावना नहीं है, तो अनुभव संबंधी योग्यता (योग्यताएं) सक्षम प्राधिकारी के विवेक पर शिथिलनीय है। | |||

| 11. | यदि पदोन्नति / प्रतिनियुक्ति / समावेशन द्वारा भर्ती होनी हो तो ग्रेड जिनसे पदोन्नति /प्रतिनियुक्ति /समावेशन किया जाना है | ः प्रतिनियुक्ति/समावेषन : | मोटर कार चलाने की सक्षमता का आंकलन करने के लिए वाहन चालक परीक्षा के आधार पर मोटर कार हेतु वैध ड्राइविंग रखने वाले राज्य सरकार/केंद्र शासित प्रदेश मे ं वेतन मैट्रिक्स के स्तर 1 के रुपये 18000-56900/-में नियमित डिस्पैच राइडर (समूह-ग) तथा समूह-ग कर्मचारियों में से जिसके न होने पर कॉलम संख्या 7 में यथा उल्लिखित आवश्यक योग्यता को पूर्ण करने वाले उन अन्य मंत्रालयों में वेतन मैट्रिक्स के स्तर 1 के रुपये 18000-56900/- में नियमित आधार पर डिस्पैच राइडर का पद धारण करने वाले कर्मचारियों में से अथवा नियमित समूह-ग कर्मचारियों में से। स शस्त्र बल कार्मिक हेतु प्रतिनियुक्ति/पुनः रोजगार : सशस्त्र बल कार्मिक जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने अथवा रिजर्व में स्थानांतरित किए जाने हैं तथा उनके पास अपेक्षित अनुभव तथा निर्धारित योग्यता है; तो वे भी विचारणीय होंगे। ऐसे व्यक्तियों को उस तिथि तक प्रतिनियुक्ति अवधि पर रखा जाएगा जब तक कि वे सशस्त्र बल से कार्यमुक्त होने के लिए |
| नियत है; तत्पश्चात् वे पुनःरोजगार पर बने रहेंगे। ट ीप 1 :- प्रतिनियुक्ति की अवधि में केन्द्र सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त प ूर्वधारित किसी अन्य गैर संवर्ग पद की प्रतिनियुक्ति की अवधि भी सम्मिलित है; यह सामान्यतः तीन वर्षों से अधिक नहीं होगी। प्रतिनियुक्ति/समावेशन द्वारा नियुक्ति हेतु अधिकतम आयु सीमा आवेदन प्राप्ति की अन्तिम तारीख को छप्पन (56)वर्षों से अधिक नहीं होगी। | |||

NOTIFICATION
Delhi, the 8th July, 2024
F. No. 19/78/AR/Admn./2022/1921—In exercise of the powers conferred by proviso to article 309 of the Constitution read with Government of India, Ministry of Home Affairs, notification No. 27/59-Him (i) dated 13th July 1959 the Lt. Governor of the National capital Territory of Delhi, after prior consultation with the Services Department, Government of National Capital Territory of Delhi for Group C Posts, is pleased to make recruitment rules for the post of 'Staff Car Driver, Ordinary grade' in the Administrative Reforms Department, Government of National Capital Territory of Delhi, namely:-
1. Short title and commencement:- (i) These rules may be called 'The Administrative Reforms Department ,Staff Car Driver ( Ordinary Grade) Recruitment Rules 2024'.
(ii) They shall come into force from the post of their publication in the Delhi Gazette.
2. Number of Posts, classification and Level in the pay matrix:- The number of the said post, its classification and Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, Age limit and Qualification, etc:- The method of recruitment of the said post, age limit, qualifications and other matter concerned therewith ,shall be as specified in the columns (5) to (13) of the said Schedule.
[PART IV DELHI GAZETTE : EXTRAORDINARY 54. Disqualification:- No person,
a) Who has entered into or contracted a marriagewitha person having a spouse living; or
b) Who having a spouse living, has entered into or contracted a marriage with any person;
shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personnel law applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt any person form the operation of this rule.
5. Power to relax:- Where the Government of National Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect of any class or category of persons.
6. Saving:- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedules Castes, Schedules Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Government of National Capital Territory of Delhi from time to time in this regard.
