( ) / —सांख्यिकी संग्रहण नियमावली, 2011 के नियम 5 और 7 के साथ पठनीय सांख्यिकी संग्रहण अधिनियम, 2008 (2009 का 21) यथा संशोधित 2017 (2017 का 21) की धारा 3 और 4 के द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए उपराज्यपाल राष्ट्रीय राजधानी क्षेत्र दिल्ली एतद्‌द्वारा नीचे दी गई अनुसूची-I में उल्लिखित विवरण के अनुसार, विनिर्माण और इससे संबंधित कार्यकलापों के बारे में सांख्यिकी सर्वेक्षण के माध्यम से आंकड़ों के संग्रहण, अब से "वार्षिक औद्योगिक सर्वेक्षण 2022-23 (राज्य प्रतिदर्श)" के रूप में संदर्भित करने का निर्देश देते है ।

2. आगे, उपराज्यपाल, उक्त निर्देश के सन्दर्भ में नीचे दी गई अनुसूची-2 में उल्लिखित अधिकारी को वार्षिक

औद्योगिक सर्वेक्षण 2022-23 (राज्य प्रतिदर्श) में दी गई भौगौलिक इकाईयों के सम्बन्ध में सांख्यिकी अधिकारी के रूप में नामित

करते है।

3. संबधित सांख्यिकी अधिकारी द्वारा प्राधिकृत व्यक्तियों को प्रत्येक सूचनादाता द्वारा प्रदत्त सूचना के सत्यापन,

तत्संबंधी रिकार्डों के निरीक्षण और जैसा भी आवश्यक हो, स्पष्टीकरण मांगने के कार्य में लगाया जाएगा। प्रत्येक व्यक्ति संबंधित

सांख्यिकी अधिकारी द्वारा जारी फोटो पहचान पत्र अथवा प्राधिकार पत्र अपने साथ रखेगा।

4. वार्षिक औद्योगिक सर्वेक्षण 2022-23 के संबंध में भाग-I तथा भाग- II में सूचना प्रदाता द्वारा प्रदत्त किए गए

आंकड़ों को विधिवत्‌ सत्यापन और जांच के बाद अर्थ एवं सांख्यिकी निदेशालय, राष्ट्रीय राजधानी क्षेत्र दिल्ली में कार्यरत

अधिकारियों द्वारा संसाधित किया जाएगा।

5. वार्षिक औद्योगिक सर्वेक्षण 2022-23 (राज्य प्रतिदर्श) से संबंधित किसी भी कार्यकलाप में लगे सभी व्यक्ति,

के प्रावधानों द्वारा

( ) और अधिशासित होगें। 1.

वार्षिक औद्योगिक सर्वेक्षण 2022-23 के माध्यम से विनिर्माण,

प्रक्रियाओं, मरम्मत सेवाओं, गैस और जलापूर्ति तथा शीत भंडार से संबंधित कार्यकलापों वाले संगठित विनिर्माण क्षेत्र

के विकास, सरंचना और ढांचे से संबंधित सांख्यिकी का संग्रहण किया जाता है।

सांख्यिकी संग्रहण अधिनियम, 2008 के तहत वार्षिक औद्योगिक

सर्वेक्षण 2022-23, राष्ट्रीय राजधानी क्षेत्र दिल्ली में आयोजित किया जाता है।

3. प्रत्येक सांख्यिकी अधिकारी अपने कार्यक्षेत्र के तहत सूचनादाताओं को एक नोटिस

जारी करेगा, जिसमें उस तारीख, जब तक, अधिकारी अथवा कार्यालय जिसे, इकाई (यूनिट) और इकाइयों (यूनिट्‌स)

जिनके लिए और फार्मेट जिसमें सूचना प्रदान की जानी है, का उल्लेख करेगा। सांख्यिकी अधिकारी सूचनादाताओं को,

उन अन्य शर्तों पर निर्भर करते हुए, इलेक्ट्रॉनिक फॉर्म में निर्धारित सूचना फाइल करने की अनुमति दे सकता है, जिन्हें

वह नोटिस में विनिर्दिष्ट करेगा।

- सूचनादाता कारखाना अधिनियम 1948 के

अन्तर्गत पंजीकृत कारखानो अथवा बीड़ी एवं सिगार कामगार (रोजगार की परिस्थितियां) अधिनियम 1966 के तहत

पंजीकृत प्रतिष्ठानों या निम्नलिखित में से किसी भी अधिनियम /बोर्ड/प्राधिकरण जैसे कंपनी अधिनियम 2013,

दुकान तथा व्यवसायिक प्रतिष्ठान अधिनियम, सोसाइटी पंजीकरण अधिनियम, सहकारी समिति अधिनियम, खादी एवं

ग्रामोद्योग बोर्ड, उद्योग निदेशालय (जिला उद्योग केन्द्र) के अन्तर्गत पंजीकृत है के मालिक अथवा दखलकार या प्रभारी

है जिन्हे सांख्यिकी अधिकारी द्वारा उपर्युक्त निर्देशों के अनुसार इकाईयों के बारे में सूचना उपलब्ध करवाने के लिए

नोटिस जारी किया जाएगा ।

5. यदि अलग-अलग इकाइयों के संबंध में अलग से सूचना उपलब्ध नहीें है तो, सांख्यिकी अधिकारी मालिक अथवा

पदाधिकारी या प्रभारी को एक ही प्रबन्ध के तहत दो या अधिक इकाइयों के संबंध में उन शर्तों पर निर्भर करते हुए

समेकित सूचना प्रदान करने के लिए कह सकता है, जिन्हें उसने नोटिस में विनिर्दिष्ट किया है ।

नोटिस में प्रत्येक सूचनादाता द्वारा सूचना प्रस्तुत करने की

तारीख का उल्लेख किया जाएगा और यह अवधि आमतौर पर जुलाई से दिसम्बर के बीच होनी चाहिए।

7. सूचना 1 अप्रैल, 2022 से शुरू होने वाले और 31 मार्च, 2023 को समाप्त होने वाले वित्तीय वर्ष

अथवा इकाई के मामले मेें 1 अप्रैल, 2022 और 31 मार्च, 2023 के बीच किसी भी तारीख को पड़ने वाले लेखाकरण

वर्ष के लिए उपलब्ध करानी होगी ।

अपेक्षित सूचना के दो भाग हैं, भाग-I परिसंपत्तियों तथा देयताओं,

रोजगार और श्रम लागत, प्राप्तियों, व्यय, निर्देश की स्वदेशी तथा आयातित वस्तुओं, उत्पाद तथा उप-उत्पाद, वितरण

सम्बन्धी खर्चे आदि से सम्बन्धित है। भाग-II श्रम सांख्यिकी के विभिन्न पहलुओं नामत, कार्य दिवस, नियोजित श्रम

दिवस, अनुपस्थिति, श्रम कारोबार, नियोजित कार्य के घंटे, आय तथा सामाजिक सुरक्षा लाभों के बारे में सूचना से

सम्बन्धित है ।

सूचनादाता निर्धारित प्रपत्र में हिन्दी अथवा

अंग्रेजी में सूचना प्रदान करेगा।

इकाई का मालिक अथवा पदाधिकारी या प्रभारी सांख्यिकी अधिकारी से उसे प्राप्त नोटिस

में उल्लिखित तरीके से और तारीख तक सूचना उपलब्ध कराएगा। सांख्यिकी अधिकारी अथवा उसके द्वारा प्राधिकृत

व्यक्ति द्वारा मांगे जाने पर, वह निरीक्षण के लिए तत्संबंधी रिकार्ड भी उपलब्ध कराएगा और मांगी गई सूचना के

सम्बन्ध में प्रश्नों का उत्तर देगा।

सांख्यिकी अधिकारी अथवा

उसके द्वारा प्राधिकृत व्यक्ति, इकाई द्वारा उपलब्ध कराई गई सूचना के समर्थन में बैलेंस शीट, लाभ तथा हानि खाता,

मस्टर रोल, उपस्थिति रजिस्टर, श्रमिक रजिस्टर, पे-रोल, निर्देशक की रिपोर्ट अथवा अन्य कानूनी दस्तावेज जैसे

कारोबारी रिकार्ड का निरीक्षण कर सकता है ।

सम्बन्धित सांख्यिकी अधिकारी अथवा उसके द्वारा प्राधिकृत व्यक्ति इकाई के कारोबारी

रिकार्ड और अन्य रिकार्डों के आधार पर इकाई द्वारा प्रदत्त सूचना का सत्यापन कर सकता है और इकाई के मालिक

अथवा पदाधिकारी अथवा प्रबन्ध मंडल द्वारा प्राधिकृत व्यक्ति से स्पष्टीकरण मांग सकता है।

No. F. 9(92)/DES/ASI/2023-24/5806-09.—In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009), as amended in 2017 (21 of 2017), read with rules 5 and 7 of the Collection of Statistics Rules, 2011, Lieutenant Governor of the National Capital Territory of Delhi hereby directs Collection of Statistics on manufacturing and related activities through a statistical survey, hereinafter referred to as ''the Annual Survey of Industries 2022-23 (State Sample)'' as per the details mentioned in the Schedule-I given below.

2. Lieutenant Governor further appoints the Officer as mentioned in Schedule-II given below as Statistics Officer for the Annual Survey of Industries 2022-23 (State Sample) in respect of geographical units mentioned thereof with reference to the aforesaid direction.

3. The persons authorized by the concerned Statistics Officer would be engaged in the jurisdiction of the Statistics Officer for verification of information furnished by each informant, for inspecting relevant records, and for seeking clarifications, as may be necessary. Each authorized person would carry a photo identity card or a letter of authorization issued by the concerned Statistics Officer.

4. The statistics collected in Part-I and Part-II in respect of the Annual Survey of Industries 2022-23 furnished by the informants, after due verification and scrutiny, will be processed by officials working at the Office of the Directorate of Economics and Statistics, Government of National Capital Territory of Delhi.

5. All the persons engaged in any activity in respect of Annual Survey of Industries 2022-23 (State Sample) are governed by the provisions under the Collection of Statistics Act, 2008 (7 of 2009) and the Collection of Statistics Rules, 2011.

SCHEDULE-I

1. Subject and purpose for collection of Statistics:-Statistics relating to the growth, composition and structure of organized manufacturing sector comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage is collected through Annual Survey of Industries 2022-23.

2. Geographical area for collection of Statistics:-The Annual Survey of Industries 2022-23 will be conducted in the whole of National Capital Territory of Delhi, under the Collection of Statistics Act, 2008.

3.Method of data collection:-A notice will be issued by the Statistics Officer to the informants under his jurisdiction, indicating therein the date by which, the officer or office to whom, the unit or units for which, and the formats in which information is required to be furnished. The Statistics Officer may permit an informant to file the prescribed information in electronic form, subject to such other conditions that he may specify in the notice.

4. Nature of informants from whom data may be collected:-The informants are owners or occupiers or person in- charge, of factories registered under the Factories Act. 1948 or of establishments registered under the Beedi & Cigar Workers (Conditions of Employment) Act, 1966 or the units registered under any of the following Acts/Boards/Authority viz., Companies Act, 2013, Shops and Commercial Establishments Act, Societies Registration Act, Cooperative Societies Act, Khadi and Village Industries Board, Directorate of Industries (District Industries Centre) who would be issued notice by Statistics Officer for furnishing information under the aforementioned direction.

5. The Statistics Officer may require such owner or occupier or person in-charge to furnish consolidated information in respect of two or more units under single management in case information is not separately available for individual units and subject to such other conditions, as he may specify, in the notice.

6. Period during which collection of Statistics may be completed:-The date for submission of information by each informant would be mentioned in the notice and it would generally fall during July,2024 to December,2024.

7.Reference Period: Information is required to be furnished for the financial year commencing from 1st April 2022 and ending on 31st March 2023 or for the accounting year of a unit ending on any date between 1st April 2022 and on 31st March 2023.

8. Nature of information to be collected:-The information required has two parts. Part-I relates to information on assets and liabilities, employment and labour cost, receipts, expenses, input items - indigenous and imported, products and by-products, distributive expenses etc. Part-II relates to information on different aspects of labour statistics, namely, working days, mandays worked, absenteeism, labour turnover, man-hours worked, earning and social security benefits.

9. Language in which information is to be furnished by informant:-Every informant shall furnish information in the prescribed format either in Hindi or in English.

10. Obligation of informant:-The owner or occupier or person in-charge of a unit shall furnish information in the manner and by the date mentioned in the notice received by him from the Statistics Officer. He should also furnish relevant records for inspection, and answer questions in relation to the information sought, as may be required by the Statistics Officer or a person authorized by him.

11. Nature of business records and other records which may be inspected:-Business records of a unit such as balance sheet, profit and loss account, muster rolls, attendance registers, labour register, pay rolls, Director's report or any other legal document in support of the information furnished may be inspected by the Statistics Officer or a person authorized by him.

12. The manner of inspection:-The concerned Statistics Officer or a person authorized by him may verify the information furnished under the aforementioned direction on the basis of business records and other records of the unit and seek clarifications, at the premises where such records are kept, from the concerned owner or occupier or a person in-charge of a factory or establishment or management, as the case may be, or a person authorized by the management of the unit.
