राष्ट्रीय राजधानी राज्य क्षेत्र दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI दिल्ली, 12 दिसम्बर 2024 .—जबकि, सेवाओं अथवा लाभों या सब्सिडी के वितरण हेतु पहचान संबंधी दस्तावेज के रूप में आधार का उपयोग सरकारी वितरण प्रक्रियाओं को सरल बनाता है, पारदर्शिता और दक्षता लाता है; तथा लाभार्थियों को स्वयं की पहचान प्रमाणित करने के लिए विविध दस्तावेजों को प्रस्तुत करने की आवश्यकता को समाप्त करते हुए सुविधाजनक और निर्बाध तरीके से सीधे उनके अधिकार प्राप्त करने के लिए सक्षम बनाता है।
और जबकि, राजस्व विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार (तत्पश्चात विभाग के रूप में
संदर्भित) भारत सरकार द्वारा अधिसूचित छह अल्पसंख्यक समुदायों (अर्थात् मुस्लिम, ईसाई, सिख, बौद्ध, जैन
और पारसी) से संबंधित विद्यार्थियों के लिए निम्नलिखित तीन 'राज्य वित्त पोषित योजनाएं' संचालित कर रहा
हैः
(i) कक्षा I से XII तक के अल्पसंख्यक विद्यार्थियों को ट्यूशन फीस की प्रतिपूर्ति।
(ii) व्यावसायिक और तकनीकी महाविद्यालयों/संस्थानों/विश्वविद्यालयों में अध्ययनरत अल्पसंख्यक

विद्यार्थियों के लिए मेरिट छात्रवृत्ति।
(iii) अल्पसंख्यक विद्यार्थियों को डॉ0 बी0आर0 अंबेडकर राज्य पुरस्कार।
और जबकि, उपर्युक्त योजनाओं के अंतर्गत राजस्व विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार
द्वारा अल्पसंख्यक समुदाय से संबंधित पात्र विद्यार्थियों/लाभार्थियों (तत्पश्चात लाभार्थियों के रूप में संदर्भित)
को प्रतिपूर्ति/छात्रवृत्ति (तत्पश्चात लाभ के रूप में संदर्भित) दी जाती है, जो संबंधित विभाग द्वारा वर्तमान
योजना दिशानिर्देशों के अनुसार अनुमोदित की जाती है
और, जबकि उपर्युक्त योजनाओं के अंतर्गत पूर्वांक्त लाभ में दिल्ली की समेकित निधि से किया गया
आवर्ती व्यय सम्मिलित है;
अब, इसलिए, आधार (वित्तीय और अन्य सब्सिडी, लाभ और सेवाओं का लक्षित वितरण) अधिनियम,
2016 (2016 का 18) (तत्प" चात् उक्त अधिनियम के रूप में संदर्भित) की धारा 7 के अनुसरण में, राष्ट्रीय
राजधानी क्षेत्र दिल्ली के उपराज्यपाल, एतद्द्वारा निम्नलिखित को अधिसूचित करते है, अर्थातः-
1 (I) उपर्युक्त योजना के अंतर्गत लाभ प्राप्त करने के लिए पात्र वैयक्तिक एतद्द्वारा अपनी आधार संख्या
का प्रमाण प्रस्तुत करना होगा या आधार प्रमाणीकरण की प्रक्रिया से गुजरना होगा।
(II) योजना के अंतर्गत लाभ प्राप्त करने के इच्छुक कोई भी व्यक्ति, जिसके पास आधार संख्या नहीं है, या
उसने अभी तक आधार के लिए नामांकन नहीं कराया है, को अपने माता-पिता या अभिभावकों (बाल
लाभार्थियों के मामले में) की सहमति के अधीन आधार नामांकन के लिए आवेदन करना होगा, बशर्ते कि
वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने के लिए पात्र हो तथा ऐसे बच्चे/व्यक्ति
आधार हेतु नामांकन के लिए किसी भी आधार नामांकन केंद्र (भारतीय विशिष्ट पहचान प्राधिकरण
(यूआईडीएआई) की वेबसाइट www.uidai.gov.in पर उपलब्ध सूची) पर जाना होगा।
(III) आधार (नामांकन एवं अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार, विभाग को अपने कार्यान्वयन
एजेंसी के माध्यम से उन लाभार्थियों के लिए आधार नामांकन सुविधाएं प्रदान करनी होगी, जिन्होंने
अभी तक आधार के लिए नामांकन नहीं कराया है और यदि संबंधित ब्लॉक या तालुका या तहसील में
कोई आधार नामांकन केंद्र स्थित नहीं है, तो विभाग अपने कार्यान्वयन एजेंसी के माध्यम से
यूआईडीएआई के विद्यमान रजिस्ट्रार के साथ समन्वय करके या स्वयं यूआईडीएआई रजिस्ट्रार बनकर
सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगा।
(IV) अब से, उपर्युक्त योजनाओं के अंतर्गत लाभ व्यक्तियों को निम्नलिखित दस्तावेज प्रस्तुत करने की शर्त
पर दिया जाएगा, अर्थात् :-
आधार संख्या होने का प्रमाण देना होगा या आधार
प्रमाणीकरण की प्रक्रिया से गुजरना होगा
(क) आधार नामांकन पहचान पर्ची, या बायोमेट्रिक अद्यतन पहचान पर्ची; और निम्नलिखित दस्तावेजों में से
कोई एक, अर्थातः-
(i) जन्म प्रमाण पत्र; या उपयुक्त प्राधिकारी द्वारा जारी जन्म का रिकॉर्ड; या
(ii) स्कूल के प्रधानाचार्य द्वारा विधिवत् हस्ताक्षरित स्कूल पहचान पत्र, जिसमें माता-पिता का
नाम हो; तथा
(ख) वर्तमान योजना दिशानिर्देशों के अनुसार लाभार्थी के माता-पिता या कानूनी अभिभावक के साथ
संबंध के प्रमाण के रूप में निम्नलिखित दस्तावेजों में से कोई एक, अर्थात्ः-
[PART IV DELHI GAZETTE : EXTRAORDINARY 3(i) जन्म प्रमाण पत्र; या उपयुक्त प्राधिकारी द्वारा जारी जन्म का रिकॉर्ड; या
(ii) राशन कार्ड; या
(iii) भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजना (ईसीएचएस) कार्ड; या कर्मचारी राज्य बीमा निगम
(ईएसआईसी) कार्ड; या केन्द्रीय सरकार स्वास्थ्य योजना (सीजीएचएस) कार्ड; या
(iv) पेंशन कार्ड; या
(v) आर्मी कैंटीन कार्ड; या
(vi) कोई भी सरकारी पारिवारिक पात्रता कार्ड।
(क) आधार नामांकन पहचान पर्ची; और
(ख) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात्ः-
(i) फोटो सहित बैंक या डाकघर की पासबुक; या
(ii) स्थायी खाता संख्या (पैन) कार्ड; या
(iii) पासपोर्ट; या
(iv) राशन कार्ड; या
(v) मतदाता पहचान पत्र; या
(vi) किसान फोटो पासबुक; या
(vii) मोटर वाहन अधिनियम, 1988 (1988 का 59) के अंतर्गत लाइसेंसिंग प्राधिकारी द्वारा जारी
ड्राइविंग लाइसेंस।
आगे यह भी उपबंधित है कि इस प्रयोजनार्थ उपरोक्त दस्तावेजों की जांच विभाग द्वारा विशेष रूप से
नामित अधिकारी द्वारा की जाएगी।
2. योजना के अंतर्गत लाभार्थियों को सुविधाजनक ढंग से लाभ प्रदान करने के लिए, विभाग अपनी
कार्यान्वयन एजेंसी के माध्यम से सभी आवश्यक व्यवस्थाएं करेगा ताकि यह सुनिि" चत किया जा सके
कि योजना के अंतर्गत आधार की आवश्यकता के बारे में लाभार्थियों को जागरूक करने के लिए मीडिया
के माध्यम से व्यापक प्रचार किया जा सके।
3. ऐसे सभी मामलों में, जहां लाभार्थियों के खराब बायोमेट्रिक्स या किसी अन्य कारण से आधार प्रमाणीकरण
विफल हो जाता है, तो निम्नलिखित उपचारात्मक तंत्र अपनाए जाएंगे, अर्थात्ः-
(I) फिंगरप्रिंट की खराब गुणवत्ता के मामले में, प्रमाणीकरण हेतु आईरिस स्कैन या चेहरा प्रमाणीकरण
सुविधा को अपनाया जाएगा, जिससे विभाग अपनी कार्यान्वयन एजेंसी के माध्यम से लाभों के निर्बाध
ढंग से वितरण हेतु फिंगरप्रिंट प्रमाणीकरण के साथ-साथ आईरिस स्कैनर या चेहरा प्रमाणीकरण का
प्रावधान करेगा;
(II) यदि फिंगरप्रिंट या आईरिस स्कैन या चेहरा प्रमाणीकरण के माध्यम से बायोमेट्रिक प्रमाणीकरण सफल
नहीं होता है, तो जहां भी संभव और स्वीकार्य हो, आधार वन टाइम पासवर्ड या सीमित समय की
वैधता सहित समय-आधारित वन-टाइम पासवर्ड द्वारा प्रमाणीकरण, जैसा भी मामला हो, की पेशकश
की जाएगी;
(III) अन्य सभी मामलों में, जहां बायोमेट्रिक या आधार वन टाइम पासवर्ड या समय-आधारित वन टाइम
पासवर्ड प्रमाणीकरण संभव नहीं है, योजना के अंतर्गत लाभ भौतिक आधार पत्र के आधार पर दिया जा
सकता है, जिसकी प्रामाणिकता आधार पत्र पर मुद्रित त्वरित प्रतिक्रिया कोड के माध्यम से सत्यापित
4 DELHI GAZETTE : EXTRAORDINARY PART IV]की जा सकती है और विभाग द्वारा अपनी कार्यान्वयन एजेंसी के माध्यम से सुविधाजनक स्थानों पर
त्वरित प्रतिक्रिया कोड रीडर की आवश्यक व्यवस्था प्रदान की जाएगी।
4. यह सुनिश्चित करने के लिए कि योजना के अंतर्गत कोई भी वास्तविक लाभार्थी अपने देय लाभों से
वंचित न रहे, राज्य सरकारों और संघ राज्य क्षेत्र प्र" ाासनों के संबंधित विभाग के दिनांक 19 दिसंबर
2017 (https://dbtbharat.gov.in/ पर उपलब्ध) के मंत्रीमंडल सचिवालय, भारत सरकार के प्रत्यक्ष लाभ
अंतरण मिशन के कार्यालय ज्ञापन संख्या डी-26011/04/2017-डीबीटी में यथा विनिर्दिष्ट अपवाद
हैंडलिंग तंत्र का पालन करेंगे। विभाग समय-समय पर समीक्षा और लेखा परीक्षा हेतु रजिस्टर अनुरक्षित
करेगा, जैसा कि दिनांक 19.12.2017 के कार्यालय ज्ञापन में अनिवार्य है।
5. यह अधिसूचना आधिकारिक राजपत्र में अपने प्रकाशन की तिथि से प्रभावी होगी।

NOTIFICATION
Delhi, the 12th December, 2024
F.No.F.43(15)/SCH(HQ)/AADHAR/2022-145.—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Revenue Department, Government of National Capital Territory of Delhi (hereinafter referred to as the Department) is administering the following three 'State Funded Schemes' for students belonging to the six Minority Communities[i.e. Muslims, Christians, Sikhs, Buddhists, Jains and Zoroastrians (Parsis)] notified by the Government of India:
(i) Reimbursement of tuition fees to the Minority Students of class I to XII.
(ii) Merit Scholarship for students belonging to Minority studying in Professional and Technical
Colleges/Institutions/Universities.
(iii) Dr. B. R. Ambedkar State Award to Minorities students.
And whereas, under the above said schemes, reimbursement/scholarship(hereinafter referred to as the benefit) is given to the eligible students/beneficiaries (hereinafter referred to as the beneficiaries)belonging to Minority Community by the Revenue Department, Government of National Capital Territory of Delhi which are approved by the concerned Department as per the extant Scheme guidelines;
And, whereas the aforesaid benefit under above said schemes involves recurring expenditure from the Consolidated Fund of Delhi;
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Government of National Capital Territory of Delhi, the Lt. Governor of National Capital Territory of Delhi, hereby notifies the following, namely: -
1 (I) An individual desirous of availing the benefit under the above mentioned Schemes shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(II) Any individual desirous of availing the benefit under the above mentioned Schemes, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians (in case of child beneficiaries), provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such children/person shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
(III) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its[PART IV DELHI GAZETTE : EXTRAORDINARY 5 Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves.
(IV) Henceforth, the benefit under the above mentioned Schemes shall be given to individuals subject to
production of the following documents, namely:-
A. In case individual/beneficiary possesses Aadhaar number : proof of possession of the Aadhaar number or undergo Aadhaar authentication
B. In case individual/beneficiary does not possess Aadhaar number :
For children
(a) Aadhaar Enrolment Identification slip, or of bio-metric update identification slip; and any one of the following documents, namely:-
(i) Birth Certificate; or Record of birth issued by the appropriate authority; or (ii) School identity card, duly signed by the Principal of the school, containing parents' names; and
(b) Any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:–
(i) Birth Certificate; or Record of birth issued by the appropriate authority; or (ii) Ration Card; or
(iii) Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or
(iv) Pension Card; or
(v) Army Canteen Card; or
(vi) Any Government Family Entitlement Card.
For other than children
(a) Aadhaar Enrolment Identification slip; and
(b) any one of the following documents, namely :-
(i) Bank or Post office Passbook with Photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) Kisan Photo passbook; or
(vii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988).
Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(I) In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face6 DELHI GAZETTE : EXTRAORDINARY PART IV] authentication along with finger-print authentication for delivery of benefits in seamless manner;
(II) In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(III) In all other cases where biometric or Aadhaar One Time Password or Time- based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits, the concerned Department in the State Governments and Union Territory Administrations shall follow the exception handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India no. D-26011/04/2017-DBT, dated the 19th December 2017 (available on https://dbtbharat.gov.in/). The Department shall maintain registers to be reviewed and audited periodically, as mandated in the OM dated 19.12.2017.
5. This notification shall come into effect on the date of its publication in the Official Gazette.
